The Ascension Parish School Board met in regular session on Tuesday, July 17, 2012 at 6:30 P.M. at the Ascension Parish Courthouse Annex, Gonzales, Louisiana.  Mr. A.J. Nickens, President, presided.

On roll call the following members were in attendance:

Mr. Diez led the Pledge of Allegiance.

Mr. Pearce read the mission statement.

It was moved by Mrs. Russo and seconded by Mr. Kleinpeter that the minutes of July 3, 2012 be approved.  The following vote was taken:

Mrs. Pujol updated the board on Virtual Learning Programs.  The staff is working with a K-12 Software Company on details.  She noted that Attorney Jeff Diez is reviewing the contract.  It was moved by Mr. Pearce and seconded by Mrs. Wimberly to move forward with initiating the Virtual Learning program.  The following vote was taken:

Mrs. Pujol said that she received a last minute retirement notice from Ms. Marsha Moses, Asst. Principal at Dutchtown Primary School, effective June 9, 2012.  She received verbal approval of the Executive Committee to accept the retirement so the system could advertise for her position.   It was moved by Mr. Diez and seconded by Mr. Murphy to approve the Executive Committee’s action to accept the retirement of Ms. Marsha Moses.  The following vote was taken:

Mrs. Diane Allison requested approval of a resolution to adopt the 2011-2012 Louisiana Compliance Questionnaire.  It was moved by Mrs. Russo and seconded by Mrs. Davis to approve a resolution adopting the 2011-2012 Questionnaire. (Attachment A)  The following vote was taken:

Mrs. Davis scheduled a Policy Committee Meeting for August 7, 2012 from 5:30 – 6:30 P.M.

Mr. Diez changed the July 24, Technology Committee Meeting from 5:00 P.M. – 6:00 P.M.

Under Superintendent’s Comments, Mrs. Pujol noted the following:

The opening Principal/Staff meeting will be July 25, at Elegant Affairs and will be sponsored by Shell.  Board Members are invited to join the group for lunch.

School Preplanning Days will be August 6 and 7.

Mrs. Pujol recently toured bond projects with Chad Lynch.  All projects are on track.

Mrs. Pujol e-mailed board members the selection process update for Supervisor of Special Education and Asst. Principal at Dutchtown Primary.  A decision will be made in the next day or two.

Board member packets contain a letter from the Secretary of State regarding Act 386 which requires a local option election within each parish school district on term limits for board members.

Mr. Nickens noted that he will campaign against term limits for board members.  He noted that by the time a member gets settled in the term could be ended.

Mrs. Wimberly also expressed her concern against term limits.

Under Board Comments, Mrs. Davis asked Mrs. Pujol the status of Old Lowery Middle School.  Mrs. Pujol said she would check with Chad Lynch as soon as he returns from out of town.

There was no discussion under Action Item Review.

Under Item N. “Executive Session:  Appeal of Expulsion of S.D., student at Central Middle School”, Mr. Nickens asked if the parents were present.  The mother was present and chose to have the hearing in closed session.  It was moved by Mrs. Wimberly and seconded by Mr. Pearce to go into session for 30 minutes.  In attendance was the mother, the student, the mother’s sister-in-law, Assistant Principal-Jeremy Muse, School Board Attorney-Tonya Clark, School Board Members, Mrs. Pujol and Ms. Lamendola.  The following roll call vote was taken:

COMMISSIONERS MEETING

The Meeting of the East Ascension Consolidated Gravity Drainage District 1 Commission Meeting was held on Monday, July 9, 2012 at 6:00 P. M. in the Council Meeting Room, Courthouse Annex, Gonzales, Louisiana.

Chairman Randy Clouatre called the meeting to order.

The invocation was given by Chris Loar and the Pledge of Allegiance was recited by all present.

Members Present:  Kent Schexnaydre,  Daniel Satterlee, Dempsey Lambert, Randy Clouatre, Chris Loar, Teri Casso, Travis Turner, Benny Johnson, Bryan Melancon and Todd Lambert

A motion was made by Todd Lambert and seconded by Chris Loar to accept the Minutes of June 4, 2012 and Special Meeting of June 13, 2012.  No objections.  Motion carried.

Agenda item #6 – Drainage Report

Mr. Bill Roux discussed a report previously given out to commission members before the meeting. He opened the floor to any questions they may have.

Agenda item #7 – Authorization to Bid Roundtree Road Replacement

A motion was made by Todd Lambert and seconded by Kent Schexnaydre to authorize bidding of the Roundtree Road Replacement Project.  No objections.  Motion carried.

Agenda item #8 – Authorization to bid Village Road Bridge Replacement

A motion was made by Todd Lambert and seconded by Kent Schexnaydre to authorize bidding the Village Road Bridge Replacement Project.  No objections.  Motion carried.

Agenda item #9-Authorization to proceed with Hazard Mitigation Grant Program

A motion was made by Todd Lambert and seconded by Benny Johnson to authorize Parish President Tommy Martinez to enter into a Cooperative Endeavor Agreement with homeowner for the elevation of Site 1-16313 in the amount of $120,711.00 under HMGP 1603n-005-0003 in accordance with all FEMA required regulations.  No objections.  Motion carried.  

A motion was made by Daniel Satterlee and seconded by Todd Lambert to authorize Parish President Tommy Martinez to enter into a Cooperative Endeavor Agreement with homeowner for the elevation of Site 2-17177 in the amount of $184,840.00 under HMGP 1603n-005-0003 in accordance with all FEMA required regulations.  No objections.  Motion carried.  

A motion was made by Dempsey Lambert and seconded by Daniel Satterlee to authorize Parish President Tommy Martinez to inter into a Cooperative Endeavor Agreement with homeowner for the elevation of Site 3-18445 in the amount of $170,642.00 under HMGP 1603n-005-0003 in accordance with all FEMA required regulations.  No objections. Motion carried.  

Agenda item #10-Change Order #3-Cajun Contractors, Henderson Bayou Floodgate Project

A motion was made by Todd Lambert and seconded by Chris Loar to approve Change Order #3 for Cajun Contractors to a not to exceed amount of $267,000.00 for the Henderson Bayou Project.  No objections.  Motion carried.

A motion was made by Bryan Melancon and seconded by Kent Schexnaydre to approve the Hold Harmless Agreement for Lot 45 Cedar Grove Subdivision, address 42142 Conifer Dr. Gonzales, La.  

Additional comments were made by Kent Schexnaydre, Todd Lambert and Daniel Satterlee.

No objections.  Motion carried.

Agenda item #12 Executive Session – Frog Bayou Locks

A motion was made by Todd Lambert and seconded by Benny Johnson to recess from its regular order of business and reconvene into executive session.  No objections. Motion carried.

A motion was made by Kent Schexnaydre and seconded by Dempsey Lambert to authorize administration to move forward with litigation in the Frog Bayou Lock situation.  No objection.  Motion carried.

There being no further business to come before this Commission, a motion was made by Todd Lambert and seconded by Benny Johnson to adjourn.  No objections.  Motion carried.

   An executive session was held to discuss allegations in various letters from Cory Prine, particularly as they affected the Sorrento Police Department and most particularly as they affected Assistant Chief Herbert Ballard.  The determination, pending further investigation, was to authorize the Mayor Pro-tem Randy Anny to issue suspensions.

Motion by Councilman Milton Vicknair and seconded by Councilman Marvin Martin to appoint Nelson Pinion as a coordinator between the Sorrento Volunteer Fire Department and the Town of Sorrento.  Motion carried.  Vote as follows:

YEAS: John Wright, Marvin Martin, Randy Anny, Milton Vicknair

NAYS: None

ABSENT:  Chad Day

Motion by Councilman Milton Vicknair and seconded by Councilman Marvin Martin to not accept Chief Earl Theriot’s recommendation to hire Ryan Guidry as a full-time police officer.  Motion carried.  Vote as follows:
