One (1) certain lot of ground together with all buildings and improvements thereon and thereunto belonging situated in the Parish of Ascension in the Southwest Quarter of the Northeast Quarter of Section 12, Township 9 South, Range 2 East, Southeastern District of Louisiana, and designated as the premises located at 38337 Josh Brown Road, Gonzales, Louisiana, together with the one acre of land on which said improvements are situated.

Said property is more particularly described as follows: A certain tract of land together with all buildings and improvements thereon and thereto belonging situated in the Parish of Ascension in Section 12, T9S, R2E, Southeastern District of Louisiana, and being more particularly described as Lot E-1, 1.00 Ac. Marion Gibbs' on a map of the Family Partition of Lot E of the Estate of Ethel Mae Dukes Ealey, made by W.J. Cointment, Jr., Registered Professional Land Surveyor dated 3-2-2005. Said Lot E-1 measures 256 feet front on Josh Brown Road by a depth between parallel lines of 170.16 feet, with a rear measurement of 256.01 feet, all as is more fully shown on said plan of survey, and being subject to such servitudes, building setback lines, and other matters, if any, as shown on said plan of survey.

Ms. Rachel Lato said she was truly blessed to have had the opportunity to serve the children of Ascension Parish for so many years.  It has been a lifelong dream to serve students with learning needs and she feels that every child deserves the opportunity to learn.  Ms. Lato thanked Mrs. Pujol and Board Members with special thanks extended to Mrs. Susan Vaughn for all her encouragement, guidance and support.

Mrs. Pujol requested permission to advertise for the position of Supervisor of Special Education.  It was moved by Mr. Murphy and seconded by Mrs. Wimberly to grant the above request.  The following vote was taken:

Mrs. Jennifer Tuttleton gave an update on 2012 State Standardized Test Data.  She was excited to share the data noting that Ascension Parish is raising the bar and moving forward.  She discussed strengths and weaknesses of High Stakes LEAP testing for 4th and 8th graders and ILEAP testing for 3rd, 5th, 6th, and 7th graders.  Ms. Tuttleton was excited about increasing rigor and pushing students at the high end.  This is the second year in a row across the board that we have increased percent proficient in all subjects except two.  She also discussed highly speculative data on Turnaround Zone and discussed Value Added Teacher data.

Mrs. Diane Allison requested approval of the budget revisions for the 2011-2012 special revenue funds.  It was moved by Mrs. Russo and seconded by Mr. Murphy to approve budget revisions for the 2011-2012 special revenue funds.  The following vote was taken:

Under Committee Reports, Mr. Pearce said that the Technology Committee met today.  The following report was given:

Technology Project Reports

New Data Center – Mr. Ragusa reported that the New APSB Data Center on 1707 South Purpera Ave. is functioning as an office. It is functioning on temporary network and power solutions. Permanent network connections and power requirements are being installed to provide conditioned power with a full generator backup for all mission-critical systems. The Ribbon-Cutting will be July 17, 2012 at 5:00 PM.

FastForward Planning and Preparation – Mr. Ragusa stated that all Turn-around schools have been working on plans to implement FastForward. The Technology needs and furniture needs have been identified and are being ordered to be ready before school opens in the fall.

One-to-One Planning and Preparation – Mr. Ragusa reported that meetings have been held with the schools that will be participating in One-to-One for the coming school year. The following schools are participating for 2012-2013: Central Middle, Donaldsonville High, Donaldsonville Primary Magnet, Dutchtown Middle, Galvez Middle, Lake Elementary, Lowery Elementary Magnet, Lowery Middle Magnet, Prairieville Middle, St. Amant High, and St. Amant Middle.

Mr. Ragusa informed the committee that the projector materials have begun to arrive and a comprehensive plan for completing all installations is in place. Staff is working to have as many of them as we can mounted before school starts.

Mr. Ragusa announced major revisions to the technologies being used for the district’s web presence and BlackBoard communication tools. The BlackBoard Mobile App for the students has been turned on and will allow teachers and students to accomplish a wide variety of tasks related to courses such as testing, checking announcements, and such on mobile devices including iPads, iPhones, Samsung tablets, etc. A Community or District Mobile App is being created that will improve communication with Parents and Community Members by providing a more user-friendly environment for mobile users, solving some of our permission issues and allowing the use of a better calendar that is MS Outlook compatible.

Data Warehouse – Mr. Ragusa reported that some power and temperature fluctuations in the old Data Center caused huge database and server issues with the Data Warehouse and have us behind our original training schedule. Training will begin in July instead of June.

Technology Purchasing (Bids and RFPs)

Mr. Ragusa reported that the Accounting System Enhancement RFP’s have been delayed until after the budget and audit preparations are completed. I think will have these RFP’s being placed in July sometime.

Mr. Ragusa reported that the APSB Paychecks will be cut in Alio for July and we are expecting July to be the last parallel processed month for HR and Payroll. The parallel processing has been done to make certain that our payrolls are accurate, but this requires that the staff completes their work in Alio and in JD Edwards. Mr. Ragusa acknowledged the efforts of the Human Resources and Payroll Staff to work through this extra effort and work to insure the accuracy of payroll in the new system.

 He also reported that the Technology Department staff is working with the Accounting Department Staff to implement the fixed/capital asset tools in Alio.

Mr. Pearce scheduled Policy Committee Meetings for July 3, 2012 at 6:00 P.M. and July 17, 2012 at 5:30 P.M.

Mr. Murphy said that the Insurance Committee met today.  The committee will be recommending that the board renew student accident insurance with Bollinger and student catastrophic insurance with Maskin.  Approval of these insurances will be placed on the next school board meeting agenda.

Mr. Murphy scheduled an Insurance Committee Meeting for July 3, 2012 at 5:30 P.M.

Under Superintendent’s Comments, Mrs. Pujol noted the following:

School Board Disclosure Statements are in packets.  Please complete, if applicable, and return to Robbin by July 24.

We will come back to the board with more information on the Magnet Program at a later date, but as of now the following is a breakdown of how many applications have been received from students:

Under Board Comments, Mrs. Russo said that with new laws recently passed board members will lose some of its power as board members.  She thought it would be a good idea to ask Mr. Bob Hammonds to come and in-service the board members on these changes.

Mrs. Wimberly acknowledged Ms. Lato on her retirement and thanked her for 37 years of service.  She asked the board’s feelings on yearly recognizing retired administrators and teachers with a plaque indicating their years of service.  Mrs. Pujol said she would research what kind of numbers we are looking at.

Mr. Gautreau thanked Mrs. Allison and her staff for putting together great documents in the form of the budgets, salary schedules, etc.

Mr. Nickens reminded the board of the Ribbon Cutting Ceremony for the Data Center on July 17, on Purpera Road.

SCHEDULES OF ITS TRANS LOUISIANA GAS AND  LOUISIANA GAS SERVICE RATE DIVISIONS

Atmos Energy Corporation has filed a petition with the Louisiana Public Service Commission for approval to combine the Purchase Gas Adjustment (“PGA”) and PGA rate schedules for its two divisions, Trans Louisiana Gas and Louisiana Gas Service.  As a result of combining the PGAs, a minimal increase in rates paid by customers may result in some of the 49 parishes served in Louisiana, including the parish in which this notice is published. The change in rates will take effect upon approval by the Louisiana Public Service Commission.

ADVERTISEMENT FOR BIDS

Sealed bids will be received by the City of Gonzales at City Hall until 10:00 A.M. o’clock on the 9th day of August, 2012.  The bids will be opened and read aloud at that time and location.

PROJECT NAME:    Installation of Radio SCADA System for Water Tanks and Wells

PROJECT NO.:    1213

DESCRIPTION:   Furnishing and Installation of six (6) remote terminal units (RTU’s) with radio transceivers and associated equipment to control the City’s 3 water wells.

All Bids must be in accordance with the Contract Documents on file at the City of Gonzales.

Copies of Specifications, Bid Documents, Contract Documents and Construction Plans for use in preparing Bids may be obtained from the office of Cox Engineering, Inc., 14697 South Harrells Ferry Road, Baton Rouge, LA 70816, (225-756-3271) upon payment of Seventy-Five ($75) Dollars per set.  Deposits on the first set of Documents furnished to bona fide Bidders will be fully refunded upon return of the documents in original condition and no later than ten (10) days after receipt of Bids.  On other sets of documents furnished to said Prime Bidders, the deposit less actual cost of reproduction will be refunded upon return of the documents in original condition and no later than ten (10) days after receipt of bids.

In no event shall Proposal Forms be issued later than twenty-four (24) hours prior to the hour and date set for receiving proposals.

Each bid must be submitted in a sealed envelope bearing on the outside the name of the bidder, his/her address, contractor’s state license number and the name of the project for which the bid is submitted.  If forwarded by mail, the sealed envelope containing the bid must be enclosed in another envelope addressed to the City of Gonzales, Chief Engineer, 120 South Irma Blvd., Gonzales, LA 70737.

A pre-bid conference will be held at City Hall at 10:00 A.M. o’clock on 24, July, 2012.

CONTRACTORS desiring to bid shall submit to the Engineers, with their request for Contract Documents, contract documents deposit and evidence that they hold State License of proper classification and in full force and effect.

Bidders must certify that they do not, and will not, maintain or provide for their employees and facilities that are segregated on a basis of race, color, creed or national origin.

If a NONRESIDENT CONTRACTOR bidding on public work in the State of Louisiana is domiciled in a state that provide a percentage preference in favor of CONTRACTORS for the same type work, then every Louisiana resident CONTRACTOR shall be granted the same preference over CONTRACTORS domiciled therein whenever the NONRESIDENT CONTRACTOR bid on public work in Louisiana (LA RS 38:2225).  A CONTRACTOR who is a NONRESIDENT of the State of Louisiana must attach a copy of their State’s law concerning preferential treatment and their State’s percentage of bid preference.  This information shall accompany CONTRACTOR’ S bid proposal

The Owner reserves the right to reject any or all bids as allowed by the Louisiana Public Bid Law.

No bidder may withdraw his bid within forty-five (45) days after the actual date of opening thereof.
