Sealed bids will be accepted by the Ascension Parish Sheriff’s Department for the following:

Unleaded (Branded) gasoline, minimum of 87 octane to be purchased at retail outlets on the  east side and west side of the Mississippi River in Ascension Parish.

Fuel purchased shall be provided through a Vehicle Fleet Management System.

Bidder shall provide a secure fuel card which may be used throughout Ascension Parish with no initial card fees or card replacement fees.

Bidder will insure that commercial fueling stations are spread throughout Ascension Parish with at least one site open 24 hours per day in each of the following geographic areas on the east side of the Mississippi River:

North of La. 621 and West of U.S. 61

North of La. 621 and East of U.S. 61

South of La. 621 and West of U.S. 61

Each bid shall be for the contractual period July 1, 2012 through June 30, 2013.  Bid price shall be based on a cost-plus method.  Ascension Parish Sheriff’s Department acknowledges that cost will fluctuate, but the margin shall remain constant throughout the contractual term.

Bidder shall provide documentation of increases or decreases in rack price on a daily basis to support prices changes.  In the case where OPIS is used, bidder shall supply OPIS report on a regular basis.

The bid price to be submitted shall be the entire cost, including freight, which will be charged above the rack price or OPIS, excluding applicable taxes.  Invoices shall include applicable taxes over bid price. All purchases to be paid on a net 30-day basis.

Request for Proposals

Regenerative Air Street Sweeper and Chassis

The City of Gonzales will accept proposals on one (1) Regenerative Air Street Sweeper with the following specifications:

Street Sweeper shall have hydraulic drives, 4.5 cubic yard hopper, and 80” wide pickup head.  The head must be capable of sweeping in reverse with the head down without causing damage to the pickup head or its components.  The unit must be equipped with vertical digger-type gutter brooms, pressurized dust control spray system and an independent engine to power the sweeping functions.  The chassis for this sweeper is to be sufficiently rated to transport a full load of sweeping debris at speeds up to 55 MPH.  The chassis shall be equipped with spring suspension, dual steering, dual operator controls, and an automatic transmission.  All tires shall be the same size and have dual tires on each side of the rear axle (six-wheel configuration).  An auxiliary diesel engine shall be provided to power the sweeper.

Hydraulic power shall be used to operate all broom rotation and lifting functions of the sweeper.  All functions shall operate independently of each other with their own in-cab controls to include separate controls for each gutter broom.  Systems incorporating pneumatic-type controls will not be accepted. Hydraulic pressure shall not exceed 2,250 PSI.

Separation of the dirt and refuse from the air stream shall be accomplished within the hopper by means of a circular centrifugal dust separator.  The dust separator shall be designed so that it will not plug with normally encountered debris. Dust separation filters will not be accepted due to them clogging, the cost of replacement, and cleaning.

The volumetric capacity of the hopper shall not be less than 4.3 cubic yards.  Hopper roof shall include a hinged door allowing access for washout of the screen.  This door shall be in addition to the dump door.  Dump door shall be constructed from steel and be opened and closed hydraulically with dual hydraulic cylinders.  One in-cab switch shall open and close the rear door as well as raise and lower the hopper.

Heavy-duty steel blower shall be used to create air pressure and suction (regenerative air) for removing debris from road surface.  Sweepers that clean road surface by using suction only (pure vacuum) will not be accepted.

Sweeper shall have Sweeps-in-Reverse which allows it to sweep in both forward and reverse with the head down without causing damage to the head or other components.  NO EXCEPTIONS.  Sweeping heads that are not designed to sweep-in-reverse and that require add-on devices such as chains added to the head to meet this requirement will not be considered

Gutter brooms shall be hydraulic motor driven and shall be positioned laterally and vertically by hydraulic cylinders.  Each gutter broom shall have lateral flexibility to swing rearward 12” under the chassis when encountering the impact of an immovable object thus avoiding damage to the broom assembly.

Water spray shall be supplied by a electrically driven diaphragm type water pump.  The water pump to produce a minimum of 100 PSI with a minimum of 5.88GPM.  The water pump to automatically disengage when the water supply is depleted.

Sweeper shall have auxiliary hand hose for cleaning remote areas inaccessible to the sweeping head and for cleaning out catch basins.    

Sweeper shall meet all federal motor vehicle safety standards.    

Per manufactures published warranty, sweeper shall be warranted to be free of defective materials and workmanship for a period of 12 months or 1,200 hours from date of delivery.  No exceptions. Basic chassis warranty shall be 3 years/unlimited miles.  Chassis engine warranty shall be 3 years/unlimited miles.  Transmission warranty shall be 3 year/unlimited miles.

The unit shall be delivered completely assembled, serviced, and ready to operate.  The successful bidder shall have a qualified service representative in attendance with the sweeper during start up operations to make any adjustments needed and to give operator instruction on the proper operation and care of the sweeper.    The bidder shall supply a complete sweeper manual.

WHEREAS, avacancy exists in the office of Associate Justice, Louisiana Supreme Court, District Five, due to the resignation of Catherine D. “Kitty” Kimball, Chief Justice of the Louisiana Supreme Court, effective January 31, 2013; and

WHEREAS, R.S.18:621(A) mandates that the Governor shall call a special election to fill the vacancy in an existing judgeship when more than twelve (12) months of the term remain unexpired,in accordance with the provisions of R.S.18:621(A)(3) and/or the dates for elections set forth in R.S. 18:402;

NOW THEREFORE, I, BOBBY JINDAL, Governor of the State of Louisiana, by virtue of the authority vested by the Constitution and the laws of the State of Louisiana, do hereby order and direct as follows:

SECTION 1: Aspecial primaryandaspecial general election shall be held throughout the jurisdiction of the Associate Justice, Louisiana Supreme Court, District Five, for the purpose of electing an associate justice to fill the vacancy in the office.

SECTION 2: Any qualified person desiring to become a candidate shall file a notice of candidacy, accompanied either by a qualifying fee or a nominating petition, as required or authorized by law, with the appropriate election official in the manner

and form and under the procedures and conditions provided by R.S. 18:461, et seq.,and all other applicable provisions of the Louisiana Election Code, R.S.18:1, et seq., during the period commencing Wednesday, August 15, 2012, and ending at 5:00 p.m. Friday, August 17, 2012.

SECTION 3: The special election shall be held and conducted under the applicable provisions of the Louisiana Election Code, R.S. 18:1, et seq.

SECTION 4: The primary election shall be held Tuesday, November 6, 2012, and the general election shall be held on Saturday, December 8, 2012, at the times and places and in the manner prescribed by law.

SECTION 5: The Secretary of State, Commissioner of Elections, Parish Board of Supervisors, Clerk of  Court, Registrar of Voters, and all other persons charged with any power, function, right, duty or responsibility in conducting elections in the jurisdiction of the Associate Justice, Louisiana Supreme Court, District Five, including the parishes of Ascension, East Baton Rouge, East Feliciana, Iberville, Livingston, Pointe Coupee, West Baton Rouge, and West Feliciana are hereby authorized, requested, directed and empowered to exercise every lawful function and to do every act necessary to conduct the special election, to cause the returns to be made, to canvass andpromulgate the results, and to perform all related and incidental functions.

Notice is hereby given, pursuant to Article IV, Section 21(D)(1) of the Louisiana Constitution, that on May 31, 2012, Entergy Gulf States Louisiana, L.L.C. (“EGSL”), an electric public utility providing retail electric service to customers in eighteen (18) Parishes of the State of Louisiana, filed with the Louisiana Public Service Commission (“LPSC”), pursuant to Article IV, Section 21(D)(3) of the Louisiana Constitution and Title 45, Section 1163.1 of the Louisiana Revised Statutes, filed its Formula Rate Plan (“FRP”) Rider (Rider Schedule FRP-2) Evaluation Report for the Test Year ended December 31, 2011, pursuant to the decision to extend the FRP at the November 9, 2011 Business and Executive Session of the Louisiana Public Service Commission.  If approved by the Commission as filed, EGSL’s FRP filing will result in a net FRP revenue requirement decrease of approximately $28.8 million, which decrease will be implemented effective for customer bills rendered for the first billing cycle of September 2012 (which begins billing on August 29), pursuant to Section 2.B.2 of the FRP.

EGSL’s FRP has a target return on equity (“ROE”) of 10.65%, with a deadband of plus or minus 75 basis points.  EGSL’s FRP 2011 Test Year filing reflects an earned ROE (“EROE”) of 11.94%, therefore a cost of service rate change is necessary under the FRP sharing provisions.  If the FRP is approved as filed, a cost of service rate decrease of $6.5 million will be implemented.  Additionally, there are two other adjustments to Total Rider FRP Revenue that are outside of the FRP sharing provision that are included in the filing.  First, the FRP reflects an increase in revenue requirement associated with a realignment of SO2 costs from the Fuel Adjustment Clause to base rates.  This adjustment is being made pursuant to LPSC Order No. U-27103, dated November 15, 2011.  Second, the FRP reflects a rate decrease of $22.9 million related to the Additional Capacity mechanism of the FRP.

If the Commission approves the 2011 test year FRP as filed, it is estimated that the proposed decrease will have the following effects upon EGSL customers’ monthly bills based upon May 2012 Fuel Adjustment and Environmental Adjustment Charges.  A monthly bill for Residential Service for 1,000 kWh would decrease $2.31 from $81.36 to $79.05.  A monthly bill for Small General Service for 5,000 kWh would decrease $14.88 from $492.64 to $477.76.  A monthly bill for General Service for 500 kW and 255,500 kWh would decrease $375.05 from $15,282.57 to $14,907.52.
