Copies of the CONTRACT DOCUMENTS may be obtained at the office of Professional Engineering Consultants Corporation located at 7600 GSRI Avenue, Baton Rouge, Louisiana 70820 upon payment of $100.00 for each set.
Any BIDDER, upon returning the CONTRACT DOCUMENTS promptly and in good condition within fourteen (14) calendar days after the BID OPENING will be refunded in accordance with current state laws less handling fees.
Each BIDDER must deposit with the BID, BID SECURITY in the amount of five (5) percent of the amount BID. BID SECURITY shall be in the form of a certified check or a BID BOND.A CONTRACT resulting from the requested BIDS shall be accompanied by a PERFORMANCE BOND and a PAYMENT BOND, each in the amount of one hundred percent (100%) of the CONTRACT and must be in a form acceptable to the OWNER’S attorney. SURETIES used for obtaining BONDS must appear as acceptable on U.S. Dept. of Treasury Circular 570.
BIDS must be submitted on the blank forms furnished with the CONTRACT DOCUMENTS. Each BID shall have attached a BID BOND with any accompanying duly authorized POWER OF ATTORNEY as provided for in the CONTRACT DOCUMENTS. Only the BIDS of contractors and/or subcontractors licensed under Act 113 of the 1964 Louisiana Legislature will be considered. Contractors desiring to BID shall submit to the ENGINEER evidence that they hold license of proper classification and in full force and effect.
The OWNER reserves the right to waive any informalities and to reject any and/or all BIDS.
No BIDDER may withdraw his BID within forty-five (45) consecutive calendar days after the actual date of opening thereof.

Ascension Parish Wind Retrofit Hazard Mitigation Grant Program
Five (5) Public Facilities (Fire Departments)
STATEMENT OF WORK:
This project consists of the installation of overhead coiling doors and security and safety glazing film along with all appurtenances and hardware to be rated at 115 miles per hour. Construction shall include this installation at five different fire stations across the parish.
All Bids must be in accordance with the Contract Documents on file at the Ascension Parish Government Purchasing Office, 120 East Railroad Street, Gonzales, Louisiana 70737 (P.O. Box 2392, Gonzales, Louisiana 70707).
Copies of Specifications, Bid Documents, Contract Documents and Construction Plans for use in preparing Bids may be obtained from the Quality Engineering & Surveying, LLC 18350 Hwy. 42, Port Vincent, Louisiana, 70726, (225) 698-1600 upon payment of Seventy-Five Dollars ($75.00) dollars per set made payable to QUALITY ENGINEERING & SURVEYING, LLC. Documents can be mailed to bidders for an additional $5.00 per set. No refunds will be made for returned plans.
Where bids are to be received on forms furnished by the awarding authority, no contract documents shall be issued to anyone except a Licensed Contractor or his authorized Representatives. In no event shall any documents for bidding be issued later than twenty-four (24) hours prior to the hour and date set for receiving bids.
Each bid must be submitted in a sealed envelope bearing on the outside the name of the bidder, his/her address, contractor’s state license number and the name of the project for which the bid is submitted. If forwarded by mail, the sealed envelope containing the bid must be enclosed in another envelope addressed to the Ascension Parish Government Purchasing Office, 120 East Railroad Street, Gonzales, Louisiana 70737 (P.O. Box 2392, Gonzales, Louisiana 70707), mailed certified mail and must be received no later than the bid opening.
Contractors desiring to bid shall submit to the Engineers, with their request for Contract Documents, contract documents deposit and evidence that they hold State License of proper classification and in full force and effect.
Bid security in the amount of five percent (5%) of the Total Bid must accompany each Bid, and shall be made
payable to the Owner.
The Owner reserves the right to waive any informalities or to reject any or all bids.
No bidder may withdraw his bid within forty-five (45) days after the actual date of opening thereof.
A Mandatory Pre-Bid Conference will be held on May 15, 2012 at 9:00 a.m. at the Ascension Parish Courthouse, Executive Conference Room, 2nd Floor, 828 S. Irma Blvd., Gonzales, Louisiana, 70737.
In addition to paper bids, electronic bids and electronic bid bonds for the followings project will be downloaded by the Ascension Parish Purchasing Department. In order to correct information within the notice originally published in the Gonzales Weekly Citizen on Thursday, May 3, 2012, the comment period is being extended. The comment period is being extended from Thursday, May 31, 2012 to Thursday, June 14, 2012.
The LDEQ, Office of Environmental Services, is accepting written comments on a draft Louisiana Pollutant Discharge Elimination System (LPDES) permit prepared for Super Stop Enterprises, Inc., Sorrento Super Stop, 5423 Highway 44, Gonzales, LA 70737. The facility is located at 7140 Highway 22, Sorrento, Ascension Parish. Upon the effective date of the final permit, the LPDES permit shall replace the previously issued LPDES permit.
The principal discharge from this source made into Panama Canal (via LA Highway 22 Ditch), waters of the state classified for primary contact recreation, secondary contact recreation, and propagation of fish and wildlife. Under the SIC 5541 and 5812, the applicant proposes to discharge treated sanitary wastewater and stormwater runoff from an existing truck stop.
During the preparation of this permit, it has been determined that the discharge will have no adverse impact on the existing uses of the receiving waterbody. As with any discharge, however, some change in existing water quality may occur.
Comments and requests for a public hearing or notification of the final decision can be submitted via personal delivery, U.S. mail, email, or fax. Comments and requests for public hearings must be received by 4:30 pm CST, Thursday, June 14, 2012. Delivery may be made to the drop-box at 602 N. 5th St., Baton Rouge, LA 70802. The Ascension Parish School Board met in regular session on Tuesday, April 17, 2012 at 6:30 P.M. at East Ascension High School, Gonzales, Louisiana. Mr. A.J. Nickens, President, presided.

On a motion by Mr. Kleinpeter and seconded by Mrs. Davis, the board unanimously approved the minutes of April 3, 2012.
Mr. Brett Hughes, representative of LWCC noted that for the past nine years they have been able to give money back to our school system as a policy holder. LWCC presented a dividend check to Mrs. Diane Allison and the Ascension Parish School Board in the amount of $167,179.00. Mr. Hughes thanked the school board and expressed his appreciation to the school board for allowing LWCC to represent them.
Mrs. Pujol said it was her privilege to recommend that Ms. Monica Hills be transferred from Lowery Middle to serve as Principal at Central Middle School. On a motion by Mr. Gautreau and seconded by Mrs. Russo, the board unanimously approved the above request. Mrs. Hills thanked the board for their understanding and vote of confidence. She also thanked the staff and community of Donaldsonville.
Mrs. Pujol requested permission to advertise for Principal at Lowery Middle School. On a motion by Mr. Pearce and seconded by Mr. Murphy, the board unanimously approved the above request.
Mrs. Pujol said that the Personnel Committee conducted outstanding interviews last night for Assistant Principal positions. It was her recommendation to appoint Ms. Tennille Lange as Assistant Principal at Donaldsonville Primary School. On a motion by Mr.
Pearce and seconded by Mrs. Davis, the board unanimously approved the above recommendation.
Ms. Lange thanked the board and Mrs. Pujol and said that our students deserve the best and she will do her best to give them that.
Mrs. Pujol recommended Ms. Michele Courtney as Assistant Principal at Galvez Primary School. On a motion by Mr. Kleinpeter and seconded by Mr. Murphy, the board unanimously approved the above recommendation.
Mrs. Courtney thanked the board, Mrs. Pujol, Ms. Toni Hardy and Ms. Debbie Capello for their support. She also thanked her family for being there for her.
Mrs. Pujol recommended Ms. Paisley Morgan as Assistant Principal at St. Amant Primary School. On a motion by Mr. Bourgeois and seconded by Mr. Irvin, the board unanimously approved the above recommendation.
Ms. Morgan thanked the board for their vote of confidence and looks forward to working with Mrs. Crooks and the teachers and students at St. Amant Primary School.
Mr. Randy Watts said that he was here to honor a very special group of people tonight, our school principals. Principals of the year are voted on by their peers. Mr. Watts said that the job our principals perform each day is unbelievable and he gave a snapshot of what a day looks like in the job of a principal. It was his pleasure to present plaques to this year’s Principals of the Year:

Mr. Pujol echoed what Mr. Watts said in regards to the importance of a principal in our schools. We have outstanding principals in our parish with three recipients tonight as great representatives of the awesome leadership we have. Mrs. Pujol noted that the most important person in a child’s education is the teacher in a classroom, but the most important person in making sure the teacher could be successful is the principal.
Mr. Watts said it was also his pleasure to recognize another fantastic group of people. Each school submitted a support person of the year who was presented certificates for their accomplishments. The following were announced as school level support persons of the year:

The motion passed.
Mrs. Pujol said that she received a resignation from Mr. Maurice Swinney, Associate Principal at St. Amant High School, to pursue a principal ship of an urban turnaround school in Chicago. With the phenomenal leadership he has provided Mr. Swinney has proved himself to be a great leader. Mrs. Pujol wished Mr. Swinney well and said that the students at St. Amant High have loved him as their leader. Mrs. Pujol recommended that the board accept the resignation of Mr. Maurice Swinney. On a motion by Mrs. Russo and seconded by Mr. Murphy, the board unanimously approved the above recommendation.
Mr. Swinney said it was a tough decision and was better to leave a place happy. His intention is to eventually work at the federal level under or as Secretary of Education. He believes that the kids around the country should receive a high quality education and asked that we form an alliance to move this country forward.
Mrs. Pujol asked for permission to advertise for Associate Principal at St. Amant High School. On a motion by Mr. Diez and seconded by Mrs. Wimberly, the board unanimously approved the above request.
Under Committee Reports, Mrs. Wimberly noted that the Budget Audit Committee met tonight. Nine schools were audited with some reports complete and some not ready yet. Some small issues are being addressed. Mrs. Wimberly noted that policy now gives the principals the ability to take small situations in their own hands and handle them. Ascension Parish is the first parish in the state to have the new software, School Funds Online, to help principals spend less time on paperwork. Secretaries will begin having two trainings a year rather than one.
Mrs. Wimberly scheduled a Personnel Committee Meeting for Monday, April 30, 2012 at 5:00 P.M.
Mrs. Russo scheduled a Child Nutrition Committee for Wednesday, May 9, 3:30 P.M. at the Ascension Parish School Board Warehouse in Sorrento.
Under Superintendent’s Comments, Mrs. Pujol noted the following:

By virtue of and in obedience to a Writ of SEIZURE AND SALE directed to me by the Honorable 23RD JUDICIAL DISTRICT COURT in and for the PARISH OF ASCENSION, State of Louisiana, dated: TUESDAY, MARCH 27, 2012, in the above entitled and numbered cause, I shalI proceed to sell at public auction at the principal front door of the Courthouse Annex 828 South Irma Blvd Gonzales, La 70737 of which the Civil District Court of the Parish of Ascension is held on WEDNESDAY, JUNE 20, 2012, at 10:00 A.M., to the last and highest bidder for cash, the following described property, to wit:
A certain tract or parcel of land situated in the Parish of Ascension, State of Louisiana, in the West one-half of the Southeast Quarter of Section 19, Township 9 South, Range 4 East, Southeastern District of Louisiana, and being more particularly described as commencing at the Southwest corner of LOT "B", shown on the map and plan of survey of Toxie Craft, C.E., dated October 12, 1962, recorded at Orignial Number 84186, of the records of Ascension Parish, as the POINT OF BEGINNING; thence measure in an Easterly direction along the Southern boundary of Lot B and along La. Hwy, 935 a distance of 137.28 feet to a point and corner; thence measure in a Northerly direction along the Eastern boundary of Lot B a distance of 317.33 feet to a point and corner; thence measure in a Westerly direction along a line parallel to the Southern boundary of Lot B a distance of 137.28 feet to a point and corner; thence measure in a Southerly direction along the Western boundary of Lot B a distance of 317.33 feet to the POINT OF BEGINNING.
SUBJECT TO: All buildings restrictions, mineral reservations, easements, servitudes and rights of way of record including but not limited to a predial servitude of passage, right of way, and driveway running from La. Hwy. 935 along the Eastern boundary of Lot B hereinabove referred to and running along the entire Eastern boundary of Lot B, in favor of the tract located immediately North of the tract herein, recorded under Entry No. 282910, Ascension Parish, Louisiana.
Acquistion: It being the same property acquired by Jeffrey C. Schilling from Melaine Laiche Schilling and Elvin G. Schilling by act of Creation of Servitude and Cash Sale with Reservation of Usufruct dated September 17, 1990, recorded in COB Entry No. 282910, Ascension Parish, Louisiana.
And from the proceeds of said sale to pay petitioner by preference over all other claims, the sum of: NINETEEN THOUSAND SEVEN HUNDRED FIFTY-NINE AND 61 / 100 ($19,759.61) DOLLARS, along with interest and attorney's fees and all other costs including my own costs and charges.
