Request for Scenic River Permit on Bayou Manchac

The Secretary of the Louisiana Department of Wildlife and Fisheries as Administrator of the Louisiana Natural and Scenic Rivers System is currently considering the application of Marcus Ledoux for a permit to build a camp and boat dock on Bayou Manchac.  The decision to grant or deny this permit in the public interest will be based on an evaluation of the probable impacts of the proposed activity on Bayou Manchac.

AGENCY: Federal Aviation Administration (FAA), DOT.

ACTION: Notice of Availability, Notice of Public Comment Period, and Request for Comment.

SUMMARY: The Federal Aviation Administration (FAA) proposes to fund and construct an airport improvement project at the Louisiana Regional Airport that would extend the length of the existing runway 1,000 feet and the existing parallel taxiway by 1,200 feet on the southern side of the airfield.  The existing runway is 4,000 feet long.  The purpose and need of this project is to extend the existing runway 1) so the Airport meets the FAA’s regionally established design standards of a Level II airport and 2) to increase the ability of aircraft which are currently restricted from using the runway during adverse weather conditions to be permitted to use the airfield all year.  All proposed construction activities will remain within the limits of the airport’s property boundary.  Construction shall include earthwork, drainage, asphalt and/or concrete pavement on a limestone base, airfield lighting, and pavement marking.

The FAA has prepared a Draft Environmental Assessment (DEA) in conformance with the requirements of the National Environmental Policy Act of 1969 (NEPA) and FAA Order 1050.1E, Environmental Impacts:Policies and Procedures. The DEA analyzes the potential environmental impacts that may result from construction and operation of the proposed extension, as well as the No Action Alternative (i.e., not constructing the extension).  

The resource areas considered in the DEA include noise and compatible land use; socioeconomics, environmental justice, and children’s environmental health and safety; air quality; land use (including U.S. Department of Transportation Section 4(f) Properties); historical, architectural, archaeological, and cultural resources; farmlands; biological resources (fish, wildlife, plants, endangered species); water resources (coastal resources, surface waters and wetlands, groundwater, floodplains, and water quality); hazardous materials and solid waste; natural resources and energy supply; and secondary (induced) impacts.  Potential cumulative impacts of the Proposed Action were also addressed in the DEA.

The DEA is available for public review during a 30–day public comment period at Louisiana Regional Airport, 6255 Airport Industrial Boulevard, Gonzales, Louisiana OR the Ascension Parish Library, 708 South Irma Boulevard, Gonzales, Louisiana.
