The Parish of Ascension hereby issues a Request for Proposal (RFP) for Strategic Consulting and Advocacy Services.  Proposals will be received by the Ascension Parish Government Purchasing Department, 120 East Railroad Street, Gonzales, Louisiana 70737 (mailing P.O. Box 2392, Gonzales, LA 70707), until 04:00 p.m. CST on  February 23, 2012.  RFP’s received after 04:00 p.m. will not be accepted.

The consultant will provide intergovernmental strategic consulting and advocacy services relating to Federal, state programs and policies of interest to the Parish of Ascension.

The Consultant will assist Ascension Parish in the developing specific strategies to address pursuing appropriations in the federal surface transportation reauthorization, reauthorization of the water resources development act and the competitive grant process for federal funds.

The Consultant will also assist Ascension Parish by providing intergovernmental services related to Louisiana State Government, focusing on relations with the Louisiana Legislature, Governor’s Office, departments and agencies of government.  The Consultant will assist the Parish in developing strategies to access the appropriations, capital outlay, and transportation and state grants process.

The Consultant will assist the Parish as directed on developing intergovernmental issues.

The Consultant will establish and maintain relations with the Louisiana Congressional Members and the members of the Louisiana Legislative Delegation.

The Consultant will follow the directions of the Parish President and /or Chief Administrative Officer and keep them informed of his activities.

The contract will begin April 1, 2012 and expire March 31, 2013 with two one year options to renew.

The work on this project entails dredging the Partial Mix Cells (Cells 2, 3, and 4) of the existing City of Donaldsonville Wastewater Treatment Plant to remove the excess wastewater biosolids. The treatment plant is located on LA Hwy. 70 at the Ascension Parish/Assumption Parish line.

All Bids must be in accordance with the Contract Documents on file at the Ascension Parish Grants Department, 122 E. Railroad Ave., Gonzales, LA 70737.

Loader and Excavator Leasing Services

1.0    Parish of Ascension is seeking proposals from qualified companies to provide Loaders and Excavators Leasing services.  Parish of Ascension RESERVES THE RIGHT TO AWARD THE RFP TO ONE OR MORE VENDORS. The service provider will be asked to bid 36 month term lease.  This RFP establishes a general scope and terms of services that should form the basis of each bidder’s proposal, and the Parish will tentatively select a successful bidder on the basis of the submitted proposals.  However, the Parish hereby notifies all prospective bidders that it reserves the right to enter into discussions with the tentative awardees to negotiate appropriate tailoring of the selected proposals and create a finalized set of terms and conditions for the contract.  The Parish is taking this approach because the nature of the requirements and the varied details concerning how it might be satisfied by different contractors may necessitate additional clarification.

The City of Baton Rouge and Parish of East Baton Rouge is soliciting proposals from public and private not-for-profit organizations for funding activities under the above program.  The public notice is for a federal grant being awarded by the U. S. Department of Health & Human Services: 2012 Ryan White HIV/AIDS Part A and Minority AIDS Initiative (MAI) Programs.

Service Area for the 2012 Ryan White HIV/AIDS Part A and MAI Programs:

Ascension Parish, East Baton Rouge Parish, East Feliciana Parish, Iberville Parish, Livingston Parish, Pointe Coupee Parish, St. Helena Parish, West Baton Rouge Parish, West Feliciana Parish

The Ryan White Program provides funds for a variety of core and support services for persons living with the Human Immunodeficiency Virus (HIV) or Acquired Immune Deficiency Syndrome (AIDS) and their families. Ryan White grants are awarded by formula and supplemental funding.  The City-Parish as a unit of local government will award its allocation of Ryan White Program funds to eligible public and private not-for-profit organizations that satisfactorily provide evidence of the ability to provide the solicited services in accordance with local and federal guidelines.

Ryan White Part A funds are used to provide a comprehensive continuum of care for individuals and families with HIV disease.  The following services may be provided: (1) Outpatient/Ambulatory Medical Care (2) AIDS Pharmaceutical Assistance (Local) (3) Oral Health (4) Early Intervention Services (5) Medical Case Management (6) Mental Health Services (7) Substance Abuse Outpatient (8) Non-Medical Case Management (9) Legal Services (10) Emergency Financial Assistance and (11) Medical Transportation.

Ryan White Minority AIDS Initiative funds are used to address the health disparities affecting minority populations disproportionately impacted by the HIV/AIDS epidemic. The following services may be provided: (1) Outpatient/Ambulatory Medical Care (2) Early Intervention Services (3) Medical Case Management (4) Psychosocial Support Services (5) Medical Transportation (6) Outreach (7) Child Care (8) Food Bank/Home Delivered Meals (9) Housing and (10) Emergency Financial Assistance.

The Public is hereby notified, the City of Gonzales (the City) is submitting a Department of the Interior (DOI), National Park Service (NPS), Land and Water Conservation Fund (LWCF) application for the construction of an off-leash dog park facility in Gonzales, Ascension Parish, Louisiana. The 54-acre tract of land was donated to the City of Gonzales (the City) in 2009 for recreational purpose. The City is proposing to develop a Dog Park at Lamendola Trails, with gravel parking and restrooms on approximately 1.99 acres. The tract of land, also referred to as the study area, is adjacent to the Southwood Subdivision located in Section 19, Township 10 South, Range 3 East, and is approximately centered at Latitude 30°12’16.00”N and Longitude 90°54’36.31”W. Under the National Environmental Policy Act (NEPA), the City is required to review the proposed action and possible alternative solutions to the proposed action. The proposed action and alternatives were evaluated in an Environmental Assessment (EA). Several federal, state, and local agencies were contacted for comment in the writing of the EA. The EA has found that the proposed action will not have significant adverse impact on the human and natural environment.

In accordance with LWCF requirements, the City is required to ensure the interested and affected public has had an opportunity to review and provide written comments on the completed EA for LWCF proposals. The public comment period shall be 30 days from the date of this notice. During this public comment period a copy of the EA is available for public review at the following location: City Hall Reception Desk, located at 120 S. Irma Blvd., Gonzales, Louisiana, 70737. By virtue of and in obedience to a Writ of SEIZURE AND SALE directed to me by the Honorable 23RD JUDICIAL DISTRICT COURT in and for the PARISH OF ASCENSION, State of Louisiana, dated:  TUESDAY, NOVEMBER 22, 2011, in the above entitled and numbered cause, I shalI proceed to sell at public auction at the principal front door of the Courthouse Annex 828 South Irma Blvd Gonzales, La 70737 of which the Civil District Court of the Parish of Ascension is held on  WEDNESDAY, FEBRUARY 15, 2012, at 10:00 A.M., to the last and highest bidder for cash, the following described property, to wit:

ALL THAT PARCEL OF LAND IN CITY OF DONALDSONVILLE, ASCENSION PARISH, STATE OF LOUISIANA, AS MORE FULLY DESCRIBED IN DEED INST # 535296, ID# 1180000, BEING KNOWN AND DESIGNATED AS LOT 16, BOCA HEIGHTS, FILED IN PLAT INST # 535296, RECORDED 01/31/2003. ONE CERTAIN LOT OR PARCEL OF GROUND, TOGETHER WITH ALL THE BUILDINGS AND IMPROVEMENTS THEREON AND ALL OF THE RIGHTS, WAYS, PRIVILEGES, SERVITUDES, APPURTENANCES AND ADVANTAGES THEREUNTO BELONGING OR APPERTAINING, SITUATED IN THE PARISH OF ASCENSION, STATE OF LOUISIANA, IN THAT SUBDIVISION KNOWN AS BOCA HEIGHTS, AND BEING DESIGNATED ON THE OFFICIAL PLAN OF SAID SUBDIVISION, ON FILE AND OF RECORD IN THE RECORDS OF THE CLERK AND RECORDER OF SAID PARISH AND STATE, AS LOT 16.

MINUTES OF A SPECIAL MEETING OF THE MAYOR AND COUNCIL, TOWN OF SORRENTO, THURSDAY, JANUARY 26, AT 6:00 P.M. , SORRENTO TOWN HALL, SORRENTO, LOUISIANA

Members Present:

Motion by Councilman John Wright and seconded by Councilman Randy Anny to pay the town attorney invoice.  Motion carried.  Vote as follows:

NAYS:  None

ABSENT:  Lionel Melancon, Jr.

Motion by Councilman John Wright and seconded by Councilman Randy Anny to pay the town attorney invoice immediately.  Motion carried.  Vote as follows:
