Concession Stands

The Parish of Ascension hereby issues a Request for Proposal (RFP) in order to identify individuals and/or businesses qualified to operate and manage existing concessions stands located at Lamar-Dixon Expo Center, 9039 S. St. Landry Avenue, Gonzales, Louisiana 70737. This RFP is designed for those interested in creating a contract relationship to lease the Parish owned concessions stands located at Lamar-Dixon Expo Center.  Proposals will be received by the Ascension Parish Government Purchasing Department, 120 East Railroad Street, Gonzales, Louisiana 70737 (mailing P.O. Box 2392, Gonzales, LA 70707), until 04:00 p.m. CST on  January 18, 2012.  RFP’s received after 04:00 p.m. will not be accepted.

The Parish of Ascension is pleased to present the opportunity for interested individuals and/or businesses to submit proposals for the operation of the five (5) concession stands located at Lamar-Dixon Expo Center.  

Specifications, Draft Contract and Selection Committee Score Card can be obtained at the Ascension Parish Government, Purchasing Department located at 120 East Railroad Avenue, Gonzales, Louisiana.  

A non-mandatory meeting with a walk through of the areas will be held on January 5, 2012 at 10:00 a.m.   The meeting will be held at Big Skye Café’, located on the grounds of Lamar-Dixon Expo Center, 9039 S. St. Landry Avenue, Gonzales, Louisiana 70737.  Applicants are strongly encouraged to attend this meeting and are urged to obtain and review a copy of this RFP in advance of attending this meeting.

JANITORIAL

SERVICES

LAMAR DIXON EXPO CENTER

The Parish of Ascension hereby issues a Request for Proposal (RFP) for Janitorial Service for the Lamar Dixon Expo Center, located at 9039 St. Landry Road, Gonzales, Louisiana 70737.  Proposals will be received by the Ascension Parish Government Purchasing Department, 120 East Railroad Street, Gonzales, Louisiana 70737 (mailing P.O. Box 2392, Gonzales, LA 70707), until 04:00 p.m. CST on  January 10, 2012.  RFP’s received after 04:00 p.m. will not be accepted.

The objective of this Request for Proposal is to solicit competitive proposals to qualified janitorial firms to provide these services for the Lamar Dixon Expo Center.  Respondents shall submit five separate proposals for review.

Scope of Services

Minimum requirements to meet the Scope of Services include Company or private transportation to and from each location.  The bidder shall also provide the necessary equipment to perform the task outlined below.  The bidder is not required to provide supplies (cleaning products, toilet paper, toilet seat covers, paper towels and soap) but shall advise the Lamar Dixon Expo Center when supplies inventory reaches a two-week minimum.

The Lamar Dixon Expo Center proposes the following services:

• Perform policing service in all public areas no less than six (6) times per shift

  during an event to assure that public areas are clean and presentable.

• Set up, arrange and remove tables, chairs and other items in preparation of and during

  events.

• Assure that all garbage cans contain liners. Gather and empty trash and place in provided

  dumpsters.

• Service, clean and re-supply stock in restrooms.

• Remove debris from stalls and barns as directed.

• Dust furniture, walls, machines and equipment(s) as directed.

• Clean building floors by sweeping, mopping and/or vacuuming as directed.

• Move furniture, equipment and supplies either manually or by using hand trucks as

  directed.

• Perform general janitorial services as requested.

• Clean mirrors.

• Provide extra and incidental task as may be required.

General Service and Requirements

Contractor shall perform services in a manner that enhances the interior and exterior of the Lamar Dixon Expo Center.

Contractor shall have a minimum of two years’ experience in providing janitorial services.

Hours of Service:  Contractor shall provide janitorial service as needed by the Lamar Dixon Expo Center for scheduled events which may include twenty-four hours a day, seven days’ a week, and holiday operations.  

Workers’ Compensation Insurance:  Contractor shall maintain workers’ compensation insurance as required by the State Labor Code and Employers’ Liability Insurance with limits in the amount of one million dollars ($1,000.000) per accident.

Professional Liability Insurance: Contractor will provide Professional Liability Insurance, including errors and omissions coverage, in the amount of not less than $500,000 subject only to deductible not to exceed five percent (5%) of the amount of policy.

Business License:  Contractor shall be required to obtain and maintain any applicable state or federal business license.

Contract Period: The contract period will be for a one year period with two (2) one year options.   

RFP Response:

Shall include hourly rate for Monday through Friday janitorial services;

Shall include weekend (Saturday and Sunday) hourly rate;  

Shall include Holiday hourly rate;

Shall include a minimum of two business references within the past two years;

Shall outline the ability to staff the Lamar Dixon Expo Center with appropriate janitorial staff with seven day notice (staffing needs will be driven by the length and type of scheduled event);

The City of Gonzales is requesting bids on generators to be installed at the following Sewer Lift Stations in Gonzales:

Lift Station No. 1 – 315 W. New River

Provide and install one sixty (60) KW 480 volt generator and 200 amp automatic transfer switch at this location.  Price should be inclusive of battery, all feeder and control wiring, gas line from the meter to the generator, concrete pad with existing fence posts replaced, ground rod, load testing and break-in of generator.

Lift Station No. 21 – 834 W. Worthey

The Ascension Parish School Board met in regular session on Tuesday, December 6, 2011 at 6:30 P.M. in the School Board Office, Donaldsonville, Louisiana.  Mr. Edward Price, President, presided.

On roll call the following members were in attendance:

Ms. Meredith Hathorn, Foley & Judell Lawyer, explained a resolution for the opening of bids for the purchase of $20,000,000 of General Obligation School Bonds.  There is an electronic platform in her office in New Orleans in which they are watching the bids come in.  A fax will be received very shortly.  Five eligible bidders qualify today so they are expecting to have a very competitive sale tonight.  It was moved by Mr. Nickens and seconded by Mrs. Davis to adopt a resolution providing for the opening and tabulation of the sealed and electronic bids received for the purchase of $20,000,000 of general obligation school bonds, series 2012, of the parish-wide school district of Ascension Parish, Louisiana, approving the official notice of bond sale and official statement in connection therewith.  (Attachment A) The following vote was taken:

Mrs. Wimberly spoke of a meeting with the parish officials who were supporting Relay for Life.  The Parish President declared the month of April as Cancer Awareness month. Ms. Wimberly thought it would be an honor to pass a resolution supporting Relay for Life and then called on Ms. Devon McDonel, Associate Executive Director of the Baton Rouge branch of American Cancer Society who discussed the organization and its mission. It was moved by Mrs. Wimberly and seconded by Mr. Nickens to approve a resolution in support of Relay for Life and the American Cancer Society. (Attachment B)  The following vote was taken:

At this time Mr. Price said that this could possibly be his last official meeting.  This is a bittersweet time of his life.  He has sent a letter to the Secretary of State resigning effective January 8, 2012 after 27 years of service to Ascension Parish School Board.  He worked well with five Superintendents and numerous board members and it has been great. This parish has worked hard at putting the children first and will continue to do so.  Mr. Price thanked everyone for their support in his effort to be elected as State Representative.  He could not say “thank you” enough to everyone.  Mr. Price received a standing ovation from the audience.

At this time the board returned to item G.  Ms. Meredith Hathorn, Foley & Judell Lawyer, said that the bids were received and requested that the board approve a resolution accepting the lowest and best bid received for the purchase of $20,000,000 of general obligation school bonds.  She noted that five bids were received with the low bidder being Bank of America with a TIC of 3.12%.  It was moved by Mrs. Russo and seconded by Mrs. Davis to adopt a resolution accepting the lowest and best bid received for the purchase of twenty million dollars ($20,000,000) of general obligation school bonds, series 2012, of the parish-wide school district of Ascension Parish, Louisiana, and providing for other matters in connection therewith. This action was conditioned upon putting a good faith deposit down tomorrow.  (Attachment D)  The following vote was taken:

Nickens be appointed President of the Board.  It was moved by Mr. Murphy and seconded by Mr. Diez that Mr. Troy Gautreau be appointed President of the Board.  Mr. Price asked to indicate by vote all in favor of appointing Mr. Nickens as President.  The following vote was taken:

There being a tie in the votes, Mr. Price scheduled a Special Meeting on January 3, 2012 specifically for Election of Officers of Ascension Parish School Board.

Under Committee Reports, Mr. Gautreau said that the Strategic Planning Committee met today.  The following report was given:

The committee was updated on the closing of MP Evans property on 10-27-11 and legal is working on a cooperative endeavor agreement with the sellers regarding extension of the existing agricultural use by existing third party.

The committee was updated on the progress of the Bullion infrastructure improvements. The improvements need to be complete by 2-12-2012 as per the purchase agreement.

The committee was updated that the negotiations of the Hanson property have resumed.

Mr. Duplechein presented some enrollment/population history trends and projections for high school enrollment and total enrollment.

Mike Buturla with Domain Design presented some drawings on the St. Amant High master plan that would include a freshman academy concept. The committee asks that staff continue to develop the freshman academy concept plans for East Ascension, Dutchtown High, and Donaldsonville High.

Under Superintendent’s Comments, Mrs. Pujol noted the following:

Congratulated everyone on the renewal of the 2.5 mil in the tax election.  This spoke highly of the community confidence of the work of the board and the school system.

We received notice today that the parish was awarded QSCB bonds in the amount of 1.46 million

A resolution from Lafayette Parish School Board regarding Early Childhood Education for all Students is in packets

Mrs. Pujol thanked Mr. Price for his many years of service to this parish and his leadership and selfless dedication to our school system.  We will miss him and wish him well in his new role.  She noted that the board has to appoint Mr. Price’s replacement within 10 days of his resignation which will be January 8, 2012.  Replacement for Mr. Price’s position will be on the January 10, agenda as well as the calling of a special election.

Mr. Price thanked Mrs. Pujol for her comments.

Under Board Comments, Mr. Nickens said it was a pleasure working with Mr. Price and wished him all the success.

Mrs. Russo said Mr. Price was a tremendous leader for the board and was thankful that he introduced her to LSBA.  She wished him the best of luck.

Mrs. Davis echoed what was said emphasizing his leadership for the parish and that Mr. Price is a friend of education which is what we need at the State Legislature.

Mrs. Wimberly congratulated Mr. Price and thanked the board for the support in her vice-presidency her first year.  She also thanked Mrs. Pujol and said she is looking forward to the next year.  We have a Superintendent who works with ideas from the board and put them into action.

As a new board member, Mr. Bourgeois congratulated Mr. Price and noted that he had heard a lot of good things about Mr. Price’s leadership.  Mr. Price has demonstrated that leadership.  Mr. Bourgeois thanked Mr. Price for the guidance provided to him.

Mr. Price thanked everyone for their comments.

There was no action under Action Item Review.

Under Item S.  Executive Session:  Appeal of Expulsion of B.B., Student at Dutchtown High School, Mr. Price asked if the parents were present.  The parents were present and choose to have the hearing in closed session.  It was moved by Mr. Gautreau and seconded by Mr. Nickens to go into executive session for 30 minutes.  In attendance were the parents and student, Principal-Ms. Edith Walker, School Board Attorney-Ms. Tonya Clark, School Board Members, Mrs. Pujol and Ms. Lamendola.  The following roll call vote was taken:

Mrs. Pujol informed the board that as a result of an audit at Donaldsonville High School there are some investigations that need to occur based on what our external auditor, Mr. Schexnayder, advised us.  A letter will be going out to the Legislative Auditor and the District Attorney informing them of some irregularities that we have seen in this audit.  We asked them to do a full investigation.

Mr. Bourgeois scheduled a Facilities Management Committee meeting for January 10, 2012 at 5:30 P.M.

PURPOSE:

To amend the Ascension Parish Code of Ordinances Sections 17-1 et seq to restructure the Ascension Parish Planning and Zoning Commission to reduce the membership from nine to seven and to set the terms thereof.  

            WHEREAS: the Parish of Ascension has a Planning and Zoning Commission created pursuant to state law and the Ascension Parish Charter, and

WHEREAS: the Parish Council wishes to reduce the membership of the Commission from nine to seven, and

NOW THEREFORE, BE IT ORDAINED that Section 17-1 of the Ascension Parish Code of Ordinances is amended to read as follows:

The Planning and Zoning Commission shall consist of seven (7) members to be appointed by the Ascension Parish Council. Terms of the members shall be as follows: Three (3) members shall serve an initial one (1) year term, and four (4) members shall serve an initial term of two (2) years. Thereafter, each member shall serve a two (2) year term.

The current members’ terms shall expire immediately upon adoption of ordinance.

EFFECTIVE DATE:  This ordinance shall be in full effect as permitted by law.

This ordinance having been submitted to a vote, the vote thereon was as follows:

PURPOSE:  In accordance and compliance with the Ascension Parish Charter, including but not limited to, Section 6-01 thereof, and in compliance with state law, to do the following:

1) Authorize the purchase of, and to purchase, the immoveable property described in the Act of Cash Sale (hereinafter the Agreement) from TOBY C. WAGUESPACK and DEANNE KING WAGUESPACK for purposes of construction of a fire department or for other purposes deemed approximate; and to

2) Authorize related matters as herein provided.

WHEREAS, the Parish of Ascension desires to purchase the immoveable property described in the Act of Sale attached hereto and made part hereof pursuant to the terms contained in the Agreement;

BE IT ORDAINED by the Ascension Parish Council that:

The Parish agrees to purchase the subject immovable property/real estate property (the Property) from TOBY C. WAGUESPACK and DEANNE KING WAGUESPACK and agrees to adopt and execute the Act of Cash Sale (Agreement) which Agreement provides for the purchase the subject property particularly described said Agreement; said property being 1.72 acres (+/-) located in the Parish of Ascension.

The Parish shall purchase the property for the full and true sum of $147,000 (ONE HUNDRED FORTY SEVEN THOUSAND DOLLARS).

The Parish President is authorized to procure and acquire a title insurance policy to protect the Parish ownership interest in the property.

The purchase of the property is subject to approval by the parish attorney and contingent upon the seller being able to deliver a merchantable title.

Upon approval of the terms of the Agreement and any other documents connected therewith by the parish attorney, the Parish authorizes the Parish President to execute any and all documents required to complete the Act of Sale of the property.

This Ordinance having been submitted to a vote, the vote therein was as follows:

In accordance with Orders U-30670 and U-31944-A, ELL’s Application seeks an order from the LPSC certifying the estimated incremental first-year revenue requirement associated with the Replacement Project that, pursuant to Order U-31944-A, will be included in rates when the Replacement Project is complete and in-service, subject to certain ratemaking adjustments.  The estimated incremental first-year revenue requirement is $101.3 million prior to factoring in these adjustments.
