ASCENSION PARISH JAIL – FEEDING INMATES

Invitation to bid on items for feeding jail inmates including staple foods, canned goods, bread, coffee, dairy products, produce, frozen food and meat for a period of six (6) months according to the items listed on the detailed bid specifications.

Complete specifications and instructions may be obtained from the Ascension Parish Sheriff’s Office, 300 Houmas Street, Suite E, Donaldsonville, Louisiana during regular working hours – 8:00 a.m. to 4:30 p.m., Monday through Friday.

Successful bidders will enter into a contract beginning January 1, 2012 and ending June 30, 2012.  A monthly statement of charges shall be submitted to the Ascension Parish Sheriff’s Office and invoices contained therein shall be paid by the 15th of the month after which the charges were incurred.

3. To designate a unit operator and unit well for the unit created herein.

4. To force pool and integrate all separately owned tracts, mineral leases and other property interests within the unit so created, with each tract sharing in unit production on a surface acreage basis of participation.

5. To consider such other matters as may be pertinent.

The Upper Discorbis Sand, Reservoir A is hereby defined as being that gas and condensate bearing sand encountered between the measured depths of 8,440’ and 8,447’ (electrical log measurements) (8,305’ to 8,312’ vd), in the Wagner Oil Company-Leonard Julien, LLC No. 1 Well (SN 242321), located in Section 47, Township 10 South, Range 2 East.

Mrs. Pujol said what a phenomenal night of celebration of awesome student success.  When we look at these young people who represent the schools we know the future of this community is in great shape.  Mrs. Pujol commended each and every one and wished them well as they continue their journey in education excellence.

Mrs. Pat Sanchez presented the Head Start Annual Report and Federal Review Team Monitoring results.   She discussed the Head Start Program and noted that in the “Overview of Findings” from the federal monitoring team, the following is stated:

Based on the information gathered during your review, it was determined that our Head Start program is in compliance with all applicable Head Start Program Performance Standards, laws, regulations, and policy requirements.  Accordingly, no corrective action is required at this time.

The monitoring team also commended the School Board for their support and resources provided to Head Start in the deliverance of high quality services. She noted that our parish scored higher than the national average on the Classroom Assessment Scoring System (CLASS) Observations conducted.  Mrs. Sanchez thanked Mrs. Pat Russo for being a member of the Head Start Council, and Dawn Dunn and Diane Allison for helping with the finances.

Mr. Jeff Diez discussed a resolution to file a lawsuit against Renaissance Orange Grove and Orange Grove Community District for failing to perform certain obligations.  Mr. Diez stated that at this point in time (more than 30 days after the official opening date of the school on the property), the obligations of Renaissance to the Ascension Parish School Board are pointedly clear – Renaissance owes the APSB the amount of the APSB payment to Ascension Water Company ($450,000.00) plus $100,000.00 stipulated damages plus interest at “prime per annum”.

It was moved by Mr. Pearce and seconded by Mr. Murphy to adopt a resolution to authorize the institution and filing of a civil action/litigation by the Ascension Parish School Board against renaissance Orange Grove (Developer), Orange Grove Community District (District), and/or any other person/entity that may be liable or responsible to the Ascension Parish School Board for breach of contract, damages, stipulated damages and any other relief permitted by law arising out of that contract between the Ascension Parish School Board and the developer/district dated 8/26/2008 filed at instrument number 007-05710 with the Ascension Parish Clerk of Court and for any related matters. Under Committee Reports, Mrs. Russo said that the Child Nutrition Committee met on November 2, 2011.  The following report was given:

Free and Reduced Meal Application Process – Ms. Johnson reported that the process is more efficient and applications are being processed faster, resulting in students receiving benefits quicker.

Wellness Policy – Goals must be added – Ms. Johnson will make recommendations and seek suggestions from the committee and administrators.  This will be further discussed at a committee meeting in the spring.  One suggestion discussed was promoting a campaign encouraging students to drink more water.

Budget – A new serving line was added at Lowery Middle School and a steamer and oven needed to be purchased.  These equipment items were not budgeted for this year.

Negative Balances – For the most part the policy is being followed and the negative balances are low at most schools. The negative balance for November was $3,083.73.  The new policy states that schools with a negative balance at the end of the year will reimburse the Child Nutrition Department.

Diet Prescriptions/Special Diets – During the State/Federal review, the department was cited by the LDOE for not using the correct Diet Prescription for Meals at School form.  The School System can no longer accept information written on physicians pads, verbal communication or notes from parents or school nurses.  The new form issued by the state will be the only form accepted beginning January 4, 2012.

Under Board Comments, Mr. Gautreau mentioned that he recently attended an LSBA workshop in which Act 54 and the Common Core Standards were discussed.  They also discussed a grant that the parish might be interested in applying for.  He asked that these items be discussed at the January or February Finance Meeting.  Mrs. Pujol said that the staff has looked into this grant, but thought it would be unaffordable to the system.  This grant would require the parish to pick up the funding in the years to come.

Under Superintendent’s Comments, Mrs. Pujol noted the following:

Information on the 2012 LSBA Convention, March 1-3, is in packets.

November Finance and Curriculum Meeting have been cancelled.

Superintendent’s School Board Action Items list was presented to board members

LAMAR DIXON EXPO CENTER

The Parish of Ascension hereby issues a Request for Proposal (RFP) for Janitorial Service for the Lamar Dixon Expo Center, located at 9039 St. Landry Road, Gonzales, Louisiana 70737.  Proposals will be received by the Ascension Parish Government Purchasing Department, 120 East Railroad Street, Gonzales, Louisiana 70737 (mailing P.O. Box 2392, Gonzales, LA 70707), until 04:00 p.m. CST on  January 10, 2012.  RFP’s received after 04:00 p.m. will not be accepted.

The objective of this Request for Proposal is to solicit competitive proposals to qualified janitorial firms to provide these services for the Lamar Dixon Expo Center.  Respondents shall submit five separate proposals for review.

Scope of Services

Minimum requirements to meet the Scope of Services include Company or private transportation to and from each location.  The bidder shall also provide the necessary equipment to perform the task outlined below.  The bidder is not required to provide supplies (cleaning products, toilet paper, toilet seat covers, paper towels and soap) but shall advise the Lamar Dixon Expo Center when supplies inventory reaches a two-week minimum.

The Lamar Dixon Expo Center proposes the following services:

• Perform policing service in all public areas no less than six (6) times per shift

  during an event to assure that public areas are clean and presentable.

• Set up, arrange and remove tables, chairs and other items in preparation of and during

  events.

• Assure that all garbage cans contain liners. Gather and empty trash and place in provided

  dumpsters.

• Service, clean and re-supply stock in restrooms.

• Remove debris from stalls and barns as directed.

• Dust furniture, walls, machines and equipment(s) as directed.

• Clean building floors by sweeping, mopping and/or vacuuming as directed.

• Move furniture, equipment and supplies either manually or by using hand trucks as

  directed.

• Perform general janitorial services as requested.

• Clean mirrors.

• Provide extra and incidental task as may be required.

General Service and Requirements

Contractor shall perform services in a manner that enhances the interior and exterior of the Lamar Dixon Expo Center.

Contractor shall have a minimum of two years’ experience in providing janitorial services.

Hours of Service:  Contractor shall provide janitorial service as needed by the Lamar Dixon Expo Center for scheduled events which may include twenty-four hours a day, seven days’ a week, and holiday operations.  

Workers’ Compensation Insurance:  Contractor shall maintain workers’ compensation insurance as required by the State Labor Code and Employers’ Liability Insurance with limits in the amount of one million dollars ($1,000.000) per accident.

Professional Liability Insurance: Contractor will provide Professional Liability Insurance, including errors and omissions coverage, in the amount of not less than $500,000 subject only to deductible not to exceed five percent (5%) of the amount of policy.

Business License:  Contractor shall be required to obtain and maintain any applicable state or federal business license.

Contract Period: The contract period will be for a one year period with two (2) one year options.   

RFP Response:

Shall include hourly rate for Monday through Friday janitorial services;

Shall include weekend (Saturday and Sunday) hourly rate;  

Shall include Holiday hourly rate;

Shall include a minimum of two business references within the past two years;

Shall outline the ability to staff the Lamar Dixon Expo Center with appropriate janitorial staff with seven day notice (staffing needs will be driven by the length and type of scheduled event);

COMMISSIONERS MEETING

The regular monthly meeting of the East Ascension Consolidated Gravity Drainage District No. 1 Board of Commissioners Meeting was held on Monday, November 7, 2011 at 6:00 P. M. in the Council Meeting Room, Courthouse Annex, Gonzales, Louisiana.

The chairman Randy Clouatre called the meeting to order.

The invocation was given by Chairman Randy Clouatre and the Pledge of Allegiance was recited by all present.

Members Present:  Adrian Thompson, Kent Schexnaydre, Dempsey Lambert, Dennis Cullen, George Valentine, Pat Bell, Chris Loar and Randy Clouatre

Members Absent:  Todd Lambert and Benny Johnson

Agenda Item #3 – Public Comments/Additions to Agenda – None at this time.

Agenda Item #4 – Acceptance of Minutes of October 17, 2011

A motion was made by Adrian Thompson and seconded by Pat Bell to accept the minutes of October 17, 2011 as written.  No objections.  Motion carried.

Agenda Item #5 – Chairman’s Report

Chairman Randy Clouatre thanked the Administration for all the hard work on the Capital Projects going on at the present time.

Agenda Item #6 – Drainage Report

Mr. Roux gave a brief update on progress around the parish listed on hand out given to Commissioners before the meeting.  Additional comments were made by Randy Clouatre, Kent Schexnaydre and Adrian Thompson

Agenda Item #7 – Change Order #1 – MBPS Expansion Project – Max Foote Construction

A motion was made by Chris Loar and seconded by Pat Bell to approve Change Order #1 for the MBPS Expansion Project – Max Foote Construction for a deduction from original contract in the amount of $647,000.00 bringing the project to a new total of $13,701,000.00.  No objections Motion carried.

Agenda Item #8 – Change Order #1 – HBFG Project – Cajun Constructors

A motion was made by Kent Schexnaydre and seconded by Dempsey Lambert to approve Change Order #1 for the Henderson Bayou Floodgate Project – Cajun Constructors for an increase of $42,580.25 in order to avoid wetland areas bringing the new total to $15,934,580.25.  No objections.  Motion carried.

Agenda Item #9 – Amend East Ascension Drainage Minutes of July 13, 2009, Agenda Item #6-C-B, CDM Contract – HBFG Project

A motion was made by Dempsey Lambert and seconded by Pat Bell to amend the EACGDD Board of Commissioners Meeting Minutes of July 13, 2009, Agenda Item #6-C-B to read as follows:

A motion was made by Dempsey Lambert and seconded by Pat Bell to approve the Addendum to the contract between East Ascension Gravity Drainage District No. 1 and Camp Dresser and McKee Engineers for final engineering and construction management of Henderson Bayou Pumping Station and Floodgate Project as per attached proposal.  No objections.  Motion carried.

Agenda Item #10 – Authorization to Bid Manchac Lake Drive Drainage Improvements

A motion was made by Pat Bell and seconded by Adrian Thompson approving authorization to bid Manchac Lake Drive Drainage Improvements located in Manchac Crossing Subdivision at an estimated cost of $75,000.00.  No objections.  Motion carried.

Agenda Item #11 – Memorandum of Understanding – Pontchartrain Levee District and East Ascension Consolidated Gravity Drainage District No. 1

A motion was made by Kent Schexnaydre and seconded by Adrian Thompson to approve the Memorandum of Understanding between Pontchartrain Levee District and East Ascension Consolidated Gravity Drainage District No. 1 for joint participation of the Laurel Ridge Levee Extension Project.  No objections.  Motion carried.

There being no further business to come before this Commission a motion was made by Dennis Cullen and seconded by Pat Bell to adjourn.
