Mr. David Henderson of Foley & Judell, explained to the board a resolution providing for the issuance of four million, three hundred forty thousand dollars of school refunding bonds.  J.P. Morgan Chase was the low bidder with a net interest cost of 2.3%.  It was moved by Mr. Pearce and seconded by Mr. Kleinpeter to approve a resolution providing for the issuance of four million, three hundred forty thousand dollars (($4,340,000) of general obligation school refunding bonds, series 2011, of Parish-wide school district of Ascension Parish, Louisiana; prescribing the form, fixing the details and providing for the rights of the owners thereof; providing for the payment of the principal of and interest on such bonds and the application of the proceeds thereof to the refunding of certain bonds of said school district; and providing for other matters in connection therewith.  (Attachment A) The following vote was taken:

Mr. Alexander recognized the following school for PBIS accomplishments:

Mrs. Pujol commended those schools that were honored tonight.  She said that in addition to academics we have to teach all skills to students, and that’s what PBIS is all about.

The Ascension Parish School Board has retained Wynn L. White Consulting Engineers, Inc. to re-inspect all Ascension Parish School Board school facilities for the presence of asbestos containing materials. The work consisted of evaluating asbestos containing materials identified during previous inspections, identifying materials suspected of containing asbestos, sampling those materials, analyzing the samples, making a hazard assessment, making recommendations, and preparing Asbestos Management Plan updates.

The Louisiana Department of Environmental Quality and Bridgeline Holdings, L.P., Agency Interest Number 11416, have entered into a proposed settlement agreement, Settlement Tracking No. SA-AE-11-0034, concerning the State's allegations of environmental violations by Respondent at its facility in Ascension Parish, Louisiana, which allegations are set forth in Consolidated Compliance Order & Notice of Potential Penalty, LDEQ Enforcement No. AE-CN-10-00550.

The Department of Environmental Quality will accept comments on the proposed settlement for the next forty-five (45) days. The public is invited and encouraged to submit written comments to the Louisiana Department of Environmental Quality, Office of the Secretary, Legal Affairs Division, Post Office Box 4302, Baton Rouge Louisiana  70821-4302, Attention:  Ted R. Broyles, II.  All comments will be considered by the Department of Environmental Quality in reaching a decision on whether to make the settlement final.

The Department of State, Secretary of State Tom Schedler is proposing to contract for the drayage or hauling of voting machines and related election material in and for the parish of Ascension, and will receive sealed bids thereon until 2:00pm on Thursday, January 5, 2012 All interested parties may obtain a bid package by applying in writing to the Department of State, P.O. Box 94125, Baton Rouge, Louisiana 70804-9125 or by applying in person at the Department’s Purchasing Office located at 3851 Essen Lane, Baton Rouge, Louisiana 70809 or by calling Lisa Sanchez at (225)922-0424. Bid packages will be available beginning November 28, 2011.

The contract shall be for a primary term beginning on January 1, 2012 through December 31, 2012 and shall contain an option to renew for two (2) additional 12-month periods at the same prices, terms and conditions, not to exceed thirty-six (36) months.
