Third arrest made in homicide of Phillip Allen

During the evening hours of Tuesday, November 21, 2011, Bernard Solomon, 19, of 907 Pine Street Donaldsonville, Louisiana surrendered to authorities where he was booked on one count of 2nd degree murder in connection with the homicide of Phillip Allen. He is currently incarcerated at the Ascension Parish jail without bond.

As reported on November 11, 2011 by the Ascension Parish Sheriff’s Office, 38 year old Phillip Allen was the victim of a fatal shooting as he sat in his home at 305 W. 4th Street, Apartment 3 in Donaldsonville.  

The investigation revealed that the perpetrator(s) was standing outside of Allen’s apartment when he was shot through his apartment window.  

On November 15, 2011 Ascension Parish detectives arrested 17 year old Winston “Tutu” Foster of 3098 Guedry Lane, Donaldsonville for the murder of Allen.  He is charged with 2nd degree murder and is currently incarcerated at the Ascension Parish jail on a $1,000,000 bond.

As the investigation continued detectives developed additional suspects who were identified as Lloyd Phillips and Bernard Solomon.  Lloyd Phillips was a roommate of the victims and is believed to have had an argument with the victim, Phillip Allen, sometimes prior to the shooting.

According to Lieutenant Colonel Bobby Webre, on November 18, 2011 arrest warrants were obtained on both, Phillips and Solomon, for their involvement in the murder of Phillip Allen.  Detectives immediately began their search for the two.

In the late night hours of November 18 Lloyd Phillips, 25, of 703 5th Street Donaldsonville, Louisiana was located and arrested.  He is charged with 2nd degree murder and is currently incarcerated at the Ascension Parish jail without bond, Webre said.
