The Pontchartrain Levee District hereby advertises for bids for the Re-Roofing & Electrical Work to the PLD Maintenance Building, under PLD Project No. 2011-11-001 as follows:

Contract Name:  Re-Roofing & Electrical Work to the PLD Maintenance Building

Principal Work Location: The Contract Work will be performed at 9620 Highway 44, Convent, LA 70723. Pontchartrain

Description of Basic Work: The Contract Work includes construction related to architectural, electrical, mechanical, plumbing, and fuel system for the existing maintenance building to maintain the existing building to current standards.  The scope includes a new roof and associated elements, new electrical, miscellaneous mechanical items, and the addition of various site components.

Bids:  Sealed Bids must be received by the PONTCHARTRAIN LEVEE DISTRICT, at their offices either by mail at P.O. Box 426, Lutcher, Louisiana 70071; hand delivery at 2204 Albert Street, Lutcher, Louisiana; or electronic bid submission at www.centralbidding.com no later than 5:30 p.m. local time on November 21, 2011.  The bids will be publicly opened and read aloud in the DISTRICT BOARD ROOM as the First Agenda item of the 6:00 PM meeting. One (1) certain lot of ground, together with all the building and improvements thereon and thereunto belonging, and all rights, ways, privileges, servitudes, and advantages thereunto belonging or in anywise appertaining including all rights of liberative and acquisitive prescription, designated as "Lot C-1   1.00 ac" on plan of subdivision of Lot C of the Hilbert Young Partition made by W.J. Cointment, Jr., Registered Land Surveyor, dated March 18, 1996, a copy of which is annexed to and recorded with an act of sale by Sandy (Sandra) Young King and Kenneth Lionel King to Shane Michael King for Lot C-3 dated May 29, 1996 recorded COB 559, File #371898 of Ascension Parish. Said Lot C-1 measures 104.35 feet front in Hilbert young Road by a depth between parallel lines of 417.50 feet, with a rear measurement of 104.38 feet, all as is more fully shown on the plan of survey referred to above.

Being the same property acquired by Virginia Young Gregory from Robert Paul Young and Gay Lynn Harris Young by Act of Exchange duly recorded in the conveyance records of Ascension Parish at Instrument No. 470914.

It is agreed and so stipulated that in the event of discrepancy between the written description set forth above and the plan of survey referred to therein, the plan of survey will control without the necessity of an Act of Correction.

And

2001 Clayton Mobile Home, Serial No. CLS097823TN immobilized to the aforedescribed immovable property.

And from the proceeds of said sale to pay petitioner by preference over all other claims, the sum of: THIRTY-EIGHT THOUSAND FIVE HUNDRED NINETY-FOUR AND 83 / 100 ($38,594.83) DOLLARS, along with interest and attorney's fees and all other costs including my own costs and charges.

PUBLIC NOTICE

to dispose of unclaimed property

In accordance with Louisiana Revised Statute 33:2333, the Ascension Parish Sheriff's Office will seek approval from the 23rd Judicial District Courts to dispose of unclaimed property that was stolen, seized, or relinquished.  Property owners can make a claim on the property with proof of ownership prior to December 20, 2011.

Descriptions of the property are as follows:  Copeland compressor, Unknown brand of compressor, Echo blower, Echo back pack blower, Honda generator, Craftsman skill saw, Milwaukee portable band saw, Danfoss compressor, Stihl weed eater, Dewalt saw, Dewalt side grinder, Benchmark compressor.

To claim property, the owner must contact the Ascension Parish Sheriff's Office at 225-621-8372 on Monday through Friday between the hours of 8:30AM and 4PM.

Motion by Councilman Randy Anny and seconded by Councilman Marvin Martin                    to authorize the town attorney to immediately investigate all aspects of the agreements between the Town of Sorrento and Orange Grove Subdivision including:  land mortgages, subdivision phases, financial state, interest on monies owed to the town, and legal fees.  Motion carried.  Vote as follows:

Motion by Councilman Randy Anny and seconded by Councilman Marvin Martin                    to authorize the mayor to move money from the utility savings account to the utility checking account to pay for the 3 town residents floors that were damaged due to a sewer back-up.  Also, once the 3 residents have obtained 3 bids each, the town will pay for the damages and get reimbursed by the town’s insurance company.  This will be expedited due to health hazards in the homes:  mold, bacteria, due to the sewer back-up.  Also, the town attorney will send a letter to the insurance company indicating the town’s intentions with this claim.  Motion carried.  Vote as follows:

Ms. Pujol called on Ms. Kathy Sergeant to present the AdvancED/SACS accreditation report derived from three days of intensive visit and exploration.  Ms. Sergeant was the lead evaluator of the Quality Assurance Review Team and said it was very nice to be a part of this process.  She thanked everyone for their generous hospitality with special thanks extended to Mrs. Lisa Bacala who was available to their needs any time of the day or night and Mrs. Bacala’s team.  Ms. Sergeant asked the following QAR Team members to introduce themselves:

Mrs. Sergeant explained in detail the district accreditation process, standards and expectations.  She noted that our system was accredited five years ago and is applying for re-accreditation.

The Quality Assurance Review Team commends Ascension Parish School District for:

Its stakeholders who have a strong commitment to a vision in which all students are at the heart of efforts to sufficiently prepare them for success in an ever-changing world

Its generous community support:

Passing millage and bond requests

Demonstrating overall support for the work of the school system

Its culture of camaraderie and collaboration throughout the school system

Technology Management Plan that is well thought out, grows in capacity to accommodate infrastructure, and meets the increasing needs of the schools and stakeholders in the district.

The Quality Assurance Review Team has determined that Ascension Parish School District must act on the following:

Launch a comprehensive district-wide process of program evaluation to assess the impact of enacted strategies, programs, and initiatives; then make adjustments accordingly.

Expand the process of data analysis to systematically guide instruction and interventions at the classroom level.

Strengthen the delivery of systemic instructional resources:

To close the existing achievement gaps

Include student intervention support, and teacher-focused support

Address the myriad needs of all students

All seven standards were rated in one of the top two categories of the standards rubrics. Two were rated highly functional and five were rated operational.  Ms. Sergeant congratulated the system on the exemplary job accomplished by the school system.

Ms. Sergeant was pleased to announce that the QAR Team was recommending full re-accreditation for Ascension Parish School System to the national accreditation commission.  She thanked everyone for making their visit a very, very successful one.

Mrs. Pujol thanked Ms. Sergeant for the great report.  She said it was affirming to hear commendations and required actions presented.  Mrs. Pujol said that as she looks at the required actions, she knows we are well poised to take the steps necessary to accomplish  them.  The commendations of having the community support and collaborative spirit will poise us to be able to do the hard work that needs to be done.

Mrs. Pujol spoke of our commitment to continuous improvement.  She thanked Mrs. Tuttleton and her team for their organization of the process.  Mrs. Pujol especially wanted to thank Mrs. Bacala for getting the ground work accomplished as well as Karen Buratt and Johnnie Balfantz for their hard work with the process.  She thanked support staff in the central office and commended the entire team of people here today, staff, principals, assistant principals, teachers, teacher coaches and support personnel.  Mrs. Pujol said that we don’t ever forget why we are here - to support teachers in the classroom who meet the needs of the children.  Mrs. Pujol offered hats off to the entire district.  She thanked our phenomenal board who gives great vision, great guidance and who is very supportive of the work that we do.  The great combination of all the support is why we continue to progress.  Mrs. Pujol concluded in extending her appreciation of the feedback from the QAR team for the past three days.

On behalf of the board, Mr. Price thanked the team for coming and presenting their recommendation.  Mr. Price said that he would be remiss if he didn’t sincerely thank Mrs. Pujol for her tremendous efforts and always putting children first, which is the vision and goal of Ascension Parish School System.  He thanked each and every one involved for getting the job done.

Under Committee Reports, Mrs. Russo scheduled a Child Nutrition Committee meeting for Wednesday, November 2, 3:30 P.M. at the Child Nutrition Office in Sorrento.

It was moved by Mr. Murphy and seconded by Mr. Bourgeois that the meeting be adjourned.  The following vote was taken:

Notice is hereby given, pursuant to Article IV, Section 21(D)(1) of the Louisiana Constitution, that on October 27, 2011, Entergy Gulf States Louisiana, L.L.C. (“EGSL”) an electric public utility providing retail electric service to customers in eighteen (18) Parishes of the State of Louisiana, filed with the Louisiana Public Service Commission (“LPSC”), pursuant to Article IV, Section 21(D)(3) of the Louisiana Constitution and Title 45, Section 1163.1 of the Louisiana Revised Statutes, its Revised Formula Rate Plan (“FRP”) Rider FRP schedule for the test year ended December 31, 2010, pursuant to LPSC Order No. U-28916 (TY 2007 FRP) decided at the October 14, 2009 Business and Executive Session of the Louisiana Public Service Commission.  

This revised FRP is a result of a fuel audit in LPSC Docket No. U-27103 (Ex Parte:  In Re:  Investigation into the Fuel Adjustment Clause Practices of Entergy Gulf States, Inc. and Its Affiliates) which was approved at the October 2011 Business and Executive Session.  The Settlement Term Sheet in Docket No. U-27103 states that SO2 costs in the amount of $2,145,320 are to be realigned to base rates.  In order to do this, EGSL has established a regulatory asset in the amount of $2,145,320 and these costs will be recovered over a period of five years.  The recovery of these costs is to begin effective with the first billing cycle of November 2011.

It is estimated that the proposed realignment to base rates of these SO2 costs will have the following effects upon EGSL customers’ bills based upon November 2011 Fuel Adjustment and Environmental Adjustment Charges.  A bill for Residential Service for 1,000 kWh would increase $0.03 from $94.63 to $94.66.  A bill for Small General Service for 5,000 kWh would increase $0.22 from $558.55 to $558.77.  A bill for General Service for 500 kW and 255,500 kWh would increase $5.59 from $18,778.17 to $18,783.76.

If you are represented by a lawyer appointed previously in an abuse, neglect or dependency case, that lawyer will continue to represent you unless the Court orders otherwise.
