Notice is hereby given, pursuant to Article IV, Section 21(D)(1) of the Louisiana Constitution, that on August 29, 2011, Entergy Louisiana, LLC (“ELL”) an electric public utility providing retail electric service to customers in forty-six (46) Parishes of the State of Louisiana, filed with the Louisiana Public Service Commission (“LPSC”), pursuant to Article IV, Section 21(D)(3) of the Louisiana Constitution and Title 45, Section 1163.1 of the Louisiana Revised Statutes, a Revised Evaluation Report of the Formula Rate Plan (“FRP”) for the 2009 Test Year.  In May 2011, ELL implemented a revenue requirement of $53.2 million in conjunction with the acquisition of Acadia Power Block 2.  Due to an error in the calculation, the appropriate revenue requirement is $52.1 million.  This correction will be reflected in rates effective September 2011 (August 30).  Further, due to the incorrect calculation of the revenue requirement, ELL will refund to customers $382,884 in September 2011.

Also, notice is hereby given, pursuant to Article IV, Section 21(D)(1) of the Louisiana Constitution, that on August 29, 2011, Entergy Louisiana, LLC (“ELL”) an electric public utility providing retail electric service to customers in forty-six (46) Parishes of the State of Louisiana, filed with the Louisiana Public Service Commission (“LPSC”), pursuant to Article IV, Section 21(D)(3) of the Louisiana Constitution and Title 45, Section 1163.1 of the Louisiana Revised Statutes, a Revised Evaluation Report of the Formula Rate Plan (“FRP”) for the 2010 Test Year.  ELL’s FRP has a target return on equity (“ROE”) of 10.25% with a plus or minus 80 basis point deadband.  ELL’s FRP 2010 test year revised filing reflects an EROE of 11.08%.  Because the earned ROE is within 5 basis points outside of the deadband, the sharing mechanism in the ELL FRP provides that no cost of service rate change is required.  ELL has, however, reflected an adjustment to Rider FRP revenues outside of the FRP sharing mechanism for an increase of approximately $8.755 thousand to reflect a change in the Additional Capacity Revenue Requirement pursuant to LPSC Special Order 42-2009.

It is estimated that the proposed revenue requirement correction and refund will have the following effect on September 2011 bills based upon August 2011 Fuel Adjustment and Environmental Adjustment charges:  a bill for Residential Service for 1,000 kWh would decrease $0.31 from $101.31 to $101.00; a bill for Small General Service for 12,500 kWh would decrease $4.30 from $1,379.71 to $1,375.41; and, a bill for Large General Service for 1000 kW and 500,000 kWh would decrease $97.80 from $39,599.56 to $39,501.76.

October 2011 customer bills will reflect two adjustments:  (1) the removal of the refund that was made in September 2011 related to the TY 2009 FRP; and (2) the adjustments related to the 2010 TY FRP.  It is estimated that these adjustments will have the following effect on October 2011 bills based upon August 2011 Fuel Adjustment and Environmental Adjustment charges:  a bill for Residential Service for 1,000 kWh would increase $0.23 from $101.00 to $101.23; a bill for Small General Service for 12,500 kWh would increase $3.26 from $1,375.41 to $1,378.67; and, a bill for Large General Service for 1000 kW and 500,000 kWh would increase $74.27 from $39,501.76 to $39,576.03.

2011 Road Maintenance Project

STATEMENT OF WORK:

This project consists of public roadway asphalt rehabilitation.  Construction shall include concrete pipe installation, cold planning, soil cement processing, asphalt patching, and asphalt overlay within the city limits.

All Bids must be in accordance with the Contract Documents on file at City Hall, 120 South Irma Boulevard, Gonzales, Louisiana 70737.

Copies of Specifications, Bid Documents, Contract Documents and Construction Plans for use in preparing Bids may be obtained from the Gonzales City Hall, 120 South Irma Boulevard, Gonzales, LA 70737, (225) 647-2841 upon payment of One Hundred Fifty Dollars ($150.00) dollars per set made payable to the CITY OF GONZALES. Documents can be mailed to bidders for an additional $5.00 per set.  Deposits on the first set of Documents furnished to a bona fide Prime Bidder, fully licensed by the Louisiana State Licensing Board of Contractors, will be fully refunded upon return of the documents in original condition and no later than ten (10) days after receipt of Bids.  No refund will be made to non-bidders or sub-bidders.

Where bids are to be received on forms furnished by the awarding authority, no contract documents shall be issued to anyone except a Licensed Contractor or his authorized Representatives.  In no event shall any documents for bidding be issued later than twenty-four (24) hours prior to the hour and date set for receiving bids.

Each bid must be submitted in a sealed envelope bearing on the outside the name of the bidder, his/her address, contractor’s state license number and the name of the project for which the bid is submitted.  If forwarded by mail, the sealed envelope containing the bid must be enclosed in another envelope addressed to the City of Gonzales, 120 South Irma Boulevard, Gonzales, Louisiana 70737., mailed certified mail and must be received no later than the bid opening.

Contractors desiring to bid shall submit to the Engineer, with their request for Contract Documents, contract documents deposit and evidence that they hold State License of proper classification and in full force and effect.

Bid security in the amount of five percent (5%) of the Total Bid must accompany each Bid, and shall be made payable to the Owner.  

The Owner reserves the right to waive any informalities or to reject any or all bids.

No bidder may withdraw his bid within forty-five (45) days after the actual date of opening thereof.

On January 11, 2011, Free Flow Power Corporation (Free Flow) and Northland Power Mississippi River LLC (Northland) filed preliminary permit applications, pursuant to section 4(f) of the Federal Power Act, proposing to study the feasibility of developing hydropower projects hydropower on the Mississippi River, in Ascension and St. James Parishes, Louisiana.  The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term.  A preliminary permit does not authorize the permit holder to perform any land-disturbing activities or otherwise enter upon lands or waters owned by others without the owners’ express permission.   

The proposed projects are described as follows:

Free Flow’s hydrokinetic Project, Project No. 12869-003 would consist of: (1) up to 2,300 SmartTurbine generating units installed in arrays on the bottom of the river; (2) the total capacity of the installation would be up to 92,000 kilowatts; (3) flexible cables would convey each arrays power to a metering station; and (4) a transmission line would interconnect with the power grid.  The proposed project would have an average annual generation of 209,228,700 kilowatt-hours (kWh), which would be sold to a local utility.

Northland’s hydrokinetic Project, Project No. 14096-000 would consist of: (1) up to 340 TREK generating units installed in a matrix on the bottom of the river; (2) the total capacity of the installation would be up to 85,000 kilowatts; (3) shielded underwater cables would convey each matrix power to a substation; and (4) a transmission line would interconnect with the power grid.  The proposed project would have an average annual generation of 745,000,000 kWh, which would be sold to a local utility.

The proposed NPI 01 hydrokinetic project would consist of the following:  (1) up to 400 TREK generating units installed in a matrix on the bottom of the river; (2) the total capacity of the installation would be up to 100,000 kilowatts; (3) shielded underwater cables would convey each matrix power to a substation; and (4) a transmission line would interconnect with the power grid.  The proposed project would have an average annual generation of 876 gigawatt-hours (GWh), which would be sold to a local utility.
