2011 Road Maintenance Project

STATEMENT OF WORK:

This project consists of public roadway asphalt rehabilitation.  Construction shall include concrete pipe installation, cold planning, soil cement processing, asphalt patching, and asphalt overlay within the city limits.

All Bids must be in accordance with the Contract Documents on file at City Hall, 120 South Irma Boulevard, Gonzales, Louisiana 70737.

Copies of Specifications, Bid Documents, Contract Documents and Construction Plans for use in preparing Bids may be obtained from the Gonzales City Hall, 120 South Irma Boulevard, Gonzales, LA 70737, (225) 647-2841 upon payment of One Hundred Fifty Dollars ($150.00) dollars per set made payable to the CITY OF GONZALES. Documents can be mailed to bidders for an additional $5.00 per set.  Deposits on the first set of Documents furnished to a bona fide Prime Bidder, fully licensed by the Louisiana State Licensing Board of Contractors, will be fully refunded upon return of the documents in original condition and no later than ten (10) days after receipt of Bids.  No refund will be made to non-bidders or sub-bidders.

Where bids are to be received on forms furnished by the awarding authority, no contract documents shall be issued to anyone except a Licensed Contractor or his authorized Representatives.  In no event shall any documents for bidding be issued later than twenty-four (24) hours prior to the hour and date set for receiving bids.

Contractors desiring to bid shall submit to the Engineer, with their request for Contract Documents, contract documents deposit and evidence that they hold State License of proper classification and in full force and effect.

Bid security in the amount of five percent (5%) of the Total Bid must accompany each Bid, and shall be made payable to the Owner.  

The Owner reserves the right to waive any informalities or to reject any or all bids.

No bidder may withdraw his bid within forty-five (45) days after the actual date of opening thereof.

Notice of COMPETING Preliminary Permit ApplicationS Accepted for Filing and Soliciting CommentS, Motions to Intervene, and Competing Applications

(August 18, 2011)

On January 11, 2011, Free Flow Power Corporation (Free Flow) and Northland Power Mississippi River LLC (Northland) filed preliminary permit applications, pursuant to section 4(f) of the Federal Power Act, proposing to study the feasibility of developing hydropower projects hydropower on the Mississippi River, in Ascension and St. James Parishes, Louisiana.  The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term.  A preliminary permit does not authorize the permit holder to perform any land-disturbing activities or otherwise enter upon lands or waters owned by others without the owners’ express permission.   

The proposed projects are described as follows:

Free Flow’s hydrokinetic Project, Project No. 12869-003 would consist of: (1) up to 2,300 SmartTurbine generating units installed in arrays on the bottom of the river; (2) the total capacity of the installation would be up to 92,000 kilowatts; (3) flexible cables would convey each arrays power to a metering station; and (4) a transmission line would interconnect with the power grid.  The proposed project would have an average annual generation of 209,228,700 kilowatt-hours (kWh), which would be sold to a local utility.

Northland’s hydrokinetic Project, Project No. 14096-000 would consist of: (1) up to 340 TREK generating units installed in a matrix on the bottom of the river; (2) the total capacity of the installation would be up to 85,000 kilowatts; (3) shielded underwater cables would convey each matrix power to a substation; and (4) a transmission line would interconnect with the power grid.  The proposed project would have an average annual generation of 745,000,000 kWh, which would be sold to a local utility.

   Motion by Councilman Randy Anny and seconded by Councilman Milton Vicknair to declare an emergency and agreed to hire SLC Contractors to assess and repair problems at the town’s sewer treatment ponds.  Also to raise the pipe in the sewer pond one foot below the water surface to relieve the pressure, reroute the tail end of the sewer line from the lift station on Cypress St. where it connects to Braud Street and extend to the sewer pond, and to determine if the pumps and control panel need to be changed from 10 hp to 15 hp.  Motion carried.  Vote as follows:

DETENTION DESIGN

ORDINANCE, DELETING

SECTION 17-508(E), APPENDIX V, DRAINAGE

REGULATIONS, OF THE PARISH

UNIFIED LAND DEVELOPMENT CODE, PROVIDING SEVERABILITY, AND EFFECTIVE DATE.

PURPOSE:   The purpose of this ordinance is to remove language in the ordinance that would permit an exception (waiver) to meeting the storm water detention design requirements.

WHEREAS: Ascension Parish is a local governmental subdivision as defined by Article VI, Section 44 of the Louisiana Constitution of 1974, and

WHEREAS: The Parish of Ascension is the governing and responsible body within this jurisdiction, and

WHEREAS: Article VI of the Home Rule Charter of Ascension Parish, adopted May 4, 1993, Identifies the process and manner in which to adopt ordinances regulating the lands of this Parish, and

WHEREAS: The Ascension Parish Drainage Ordinance / Regulation was adopted on July 16, 2009 by ordinance DR09-01, and

WHEREAS: This code was incorporated as Appendix V of the Parish Unified Land Development Code adopted December 17, 2009, and

WHEREAS: Providing a process for exceptions or waivers to detention design criteria is not a best management practice for stormwater management, nor is it a process that is currently supported or granted.    

BE IT ORDAINED by the Ascension Parish Governing Authority that Section 17-508(E) of the Ascension Parish Unified Land Development is hereby deleted in entirety including all subparts. These changes are adopted as follows:

17-508(E):

Proposed developments immediately adjacent to major drainage channels that can demonstrate meeting all the following requirements may receive a waiver from the requirement to provide detention with approval from the Office of Planning & Development, the Department of Public Works and the appropriate Drainage District:

Show no increase in the upstream profile as a result of increased runoff from the developed site

Demonstrate no increase to the downstream profile to a minimum of 1/4 of a mile from the site discharge point (1/2 mile if there is an intersection of major drainage channels within that distance downstream of the site discharge point)

There are no known current drainage issues (per the Department of Public Works and/or the appropriate Gravity Drainage District) within 1/4 of a mile upstream or downstream from the site discharge locations.

SEVERABLITY:  In the event that any portion of this Ordinance is ever held invalid or unconstitutional for any reason by any court of competent jurisdiction over it, such portion shall be deemed a separate, distinct, and independent provision(s) and shall not affect the validity of the remaining portion(s) of the Ordinance.

EFFECTIVE DATE:  This ordinance shall be in full effect as permitted by law

The opening prayer was offered by Councilman Chris Loar and the pledge was led by Ascension Republican Women. Jenny Heroman sang the National Anthem.

President Martinez invited Ms. Glenda Shaheen to discuss the “Louisiana Development Ready Communities Program”, one of Louisiana Economic Development’s strategies to strengthen the economic competitiveness of municipalities. The City of Donaldsonville was selected from eight communities for this program.

President Martinez proclaimed July 22, 2011 as “Jenny Heroman Day” in Ascension Parish and presented Ms. Heroman with the proclamation.

17-509.     Erosion/Sediment Control and Bank Stability:

A. An Erosion/Sedimentation Control (ESC) Plan shall be developed by the Engineer and submitted for approval to address potential sediment migration from the project site during construction activities.  It will be the responsibility of the Contractor to maintain drainage ditches and detention ponds and to provide adequate bank stability and erosion protection until the site is fully stabilized.

B. As per LPDES requirements a Storm Water Pollution Prevention Plan (SWPPP) shall be developed for all sites greater than 1 acre.  This plan will be submitted to the engineering department of Ascension Parish prior the beginning of construction at the site.   All of these sites will be covered under general permit LAR100000 or LAR200000, please contact LDEQ for specific requirements for each permit.  It will be the responsibility of the Contractor to fulfill and maintain the requirements of the permit.

C. The LPDES permit for small construction activities (LAR200000) requires a completion report be submitted within sixty (60) after completion of covered activities, a copy of this report shall be submitted to the Parish at the same time.  The LPDES permit for construction activities larger than 5 acres (LAR100000) requires a  Notice of Termination (NOT) be submitted after the site has been finally stabilized, a copy of this NOT shall be submitted to the Parish at the same time.

D. B. The following shall be considered as maximum slopes that provide adequate bank stability and erosion protection:

Major streams: Maximum slope shall be 3:1 (horizontal to vertical).  If the slopes are concrete lined, a slope of 1.5:1 may be utilized.

Storm Water detention ponds: Maximum side slope shall be 3:1 (horizontal to vertical) to a minimum of two feet below the normal pool stage.  Sides slopes more than two feet below the normal pool stage may be established at slopes greater than 3:1 (up to a maximum 1.5:1) with written certification by a licensed Geotechnical Engineer stating that the side slopes will be permanently stable at the design slope.

Open Ditches: Maximum slope shall be 3:1 (horizontal to vertical).

E. C. Where a ditch discharges into an outfall channel, the proposed ditch shall be enclosed in a properly sized pipe approved by the Department of Public Works under the maintenance access strip of the outfall channel.

Ascension Water Company has filed a request with the Louisiana Public Service Commission for an increase in its rates for water service and fees within its service area in Ascension Parish.    This rate increase is necessary due to the increased investments in utility plant required to support the growing parish, as well as the additional capital expenditures that are mandated by our franchise agreement with Ascension Parish. The existing water service monthly minimum is $11.95 (including LPSC approved purchased water pass-through of $.31 per 1,000 gallons) for the first 2,500 gallons, all additional gallons $2.69 per 1,000 gallons (including $.31 per 1,000 gallons). The proposed monthly minimum is $14.24 for the first 2,500 gallons, all additional gallons $3.15 per 1,000 gallons.  The existing private fire protection per month is: 2” $19.75, 3” $28.75, 4” $36.50, 6”$47.00, and 8” $60.50; private fire hydrant service is $375.00 per year; tapping fees - $125.00; new customer turn on fees - $15.00; and reconnect/turn-off fees - $15.00. HWY. 70 and northwest of Paincourtville, Louisiana, in Assumption Parish, identified as Dugas & LeBlanc, Ltd. No. 1 (the “Well”), which blew out on or about August 11, 2010, then you should read this notice carefully because it applies to you and affects your potential legal rights.

Art. 3198, requesting Court approval of a Settlement, Compromise and Release Agreement.  The requested order may be issued after the expiration of seven days from the date of publication of this Notice.  An opposition may be filed at any time prior to the issuance of the order.  If no opposition is filed, the Court may grant the authority requested at any time after the expiration of seven days from the date of publication of this Notice.
