   There being no further business to come before the Mayor and Council and upon motion duly made and seconded, the meeting was adjourned.

NOTICE OF PUBLIC HEARING

NOTICE IS HEREBY GIVEN that The Industrial Development Board of the Parish of Ascension, Louisiana, Inc. (the “Issuer”) will meet and conduct a Public Hearing at the Ascension Center Tourist Center, 6967 Highway 22, Sorrento, Louisiana, on Friday, September 2, 2011 at eleven o’clock (11:00) a.m., to hear any objections with respect to the issuance by the Issuer of not exceeding $70,000,000 Gulf Opportunity Zone Revenue Bonds (Impala Warehousing (US) LLC Project) Series 2011 (the “Bonds”), the proceeds of which will be used for the purpose of financing the acquisition, construction, reconstruction, refurbishment, improvement and equipping a marine terminal for the purpose of handling bulk materials and providing such bulk material terminal and related facilities to be used for the purpose of handling bulk materials located at the intersection of LA Highway 22 and LA Highway 44, in Burnside, Louisiana.  The initial owner and operator of which shall be Impala Warehousing (US) LLC (the “Company”) or any related legal entity or operating entity.

The Bonds referred to above will be issued under the provisions of Chapter 7 of Title 51 of the Louisiana Revised Statutes of 1950, as amended (the “Act”) and will be payable solely from payments made by the Company.  The Bonds will be limited obligations of the Issuer, and neither the full faith and credit nor the taxing power of the Parish of Ascension, the Issuer or the State of Louisiana or any political subdivision thereof will in any way be pledged to the payment of said Bonds.

The LDEQ, Office of Environmental Services, is accepting written comments on a  Louisiana Pollutant Discharge Elimination System (LPDES) permit prepared for Air Liquide Large Industries U.S. LP, Geismar HPU Unit, Post Office Box 229, Geismar, Louisiana 70734.  The facility is located at 8318 Ashland Road, Gate 25 (Facility located on Occidental Chemical Plant Site) in Geismar, Ascension Parish.  Upon the effective date of the final permit, the LPDES permit shall replace the previously issued LPDES permit.

The principal discharge from this  source  made into the Mississippi River, waters of the state classified for primary contact recreation, secondary contact recreation, propagation of fish and wildlife, and drinking water supply.  Under the SIC  2813, the applicant proposes to discharge treated process wastewater and stormwater that contacts the compressor unit, and cooling tower blowdown from an existing hydrogen purification facility.

During the preparation of this permit, it has been determined that the discharge will have no adverse impact on the existing uses of the receiving waterbody.  As with any discharge, however, some change in existing water quality may occur.

Written comments, written requests for a public hearing or written requests for notification of the final decision regarding this permit action may be submitted to LDEQ, Public Participation Group, P.O. Box 4313, Baton Rouge, LA 70821-4313.  Written comments and/or written requests must be received by 12:30 p.m., Wednesday, September 28, 2011.  Written comments will be considered prior to a final permit decision.

The LDEQ, Office of Environmental Services, is accepting written comments on a draft Louisiana Pollutant Discharge Elimination System (LPDES) permit prepared for Innophos, Inc., Geismar Facility, Post Office Box 125, Geismar, Louisiana  70734.  The facility is located at 10810 Louisiana Highway 75 in Geismar, Ascension Parish.  Upon the effective date of the final permit, the LPDES permit shall replace the previously issued LPDES permit.

The principal discharge from this existing source is made into the Mississippi River (Outfall 001) and Spanish Lake via local drainage, waters of the state classified for primary contact recreation, secondary contact recreation, propagation of fish and wildlife, and drinking water supply (the Mississippi River only).  Under the SIC  2819, the applicant proposes to discharge process wastewater, process area stormwater runoff, hydrostatic test water, utility wastewater, and de minimis maintenance wastewater from an existing phosphoric acid purification plant.

During the preparation of this permit, it has been determined that the discharge will have no adverse impact on the existing uses of the receiving waterbody.  As with any discharge, however, some change in existing water quality may occur.

Notice of COMPETING Preliminary Permit ApplicationS Accepted for Filing and Soliciting CommentS, Motions to Intervene, and Competing Applications

On January 11, 2011, Free Flow Power Corporation (Free Flow) and Northland Power Mississippi River LLC (Northland) filed preliminary permit applications, pursuant to section 4(f) of the Federal Power Act, proposing to study the feasibility of developing hydropower projects hydropower on the Mississippi River, in Ascension and St. James Parishes, Louisiana.  The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term.  A preliminary permit does not authorize the permit holder to perform any land-disturbing activities or otherwise enter upon lands or waters owned by others without the owners’ express permission.   

The proposed projects are described as follows:

Free Flow’s hydrokinetic Project, Project No. 12869-003 would consist of: (1) up to 2,300 SmartTurbine generating units installed in arrays on the bottom of the river; (2) the total capacity of the installation would be up to 92,000 kilowatts; (3) flexible cables would convey each arrays power to a metering station; and (4) a transmission line would interconnect with the power grid.  The proposed project would have an average annual generation of 209,228,700 kilowatt-hours (kWh), which would be sold to a local utility.

Northland’s hydrokinetic Project, Project No. 14096-000 would consist of: (1) up to 340 TREK generating units installed in a matrix on the bottom of the river; (2) the total capacity of the installation would be up to 85,000 kilowatts; (3) shielded underwater cables would convey each matrix power to a substation; and (4) a transmission line would interconnect with the power grid.  The proposed project would have an average annual generation of 745,000,000 kWh, which would be sold to a local utility.

The proposed NPI 01 hydrokinetic project would consist of the following:  (1) up to 400 TREK generating units installed in a matrix on the bottom of the river; (2) the total capacity of the installation would be up to 100,000 kilowatts; (3) shielded underwater cables would convey each matrix power to a substation; and (4) a transmission line would interconnect with the power grid.  The proposed project would have an average annual generation of 876 gigawatt-hours (GWh), which would be sold to a local utility.

2011 Road Maintenance Project

STATEMENT OF WORK:

This project consists of public roadway asphalt rehabilitation.  Construction shall include concrete pipe installation, cold planning, soil cement processing, asphalt patching, and asphalt overlay within the city limits.

All Bids must be in accordance with the Contract Documents on file at City Hall, 120 South Irma Boulevard, Gonzales, Louisiana 70737.

Copies of Specifications, Bid Documents, Contract Documents and Construction Plans for use in preparing Bids may be obtained from the Gonzales City Hall, 120 South Irma Boulevard, Gonzales, LA 70737, (225) 647-2841 upon payment of One Hundred Fifty Dollars ($150.00) dollars per set made payable to the CITY OF GONZALES. Documents can be mailed to bidders for an additional $5.00 per set.  Deposits on the first set of Documents furnished to a bona fide Prime Bidder, fully licensed by the Louisiana State Licensing Board of Contractors, will be fully refunded upon return of the documents in original condition and no later than ten (10) days after receipt of Bids.  No refund will be made to non-bidders or sub-bidders.

Where bids are to be received on forms furnished by the awarding authority, no contract documents shall be issued to anyone except a Licensed Contractor or his authorized Representatives.  In no event shall any documents for bidding be issued later than twenty-four (24) hours prior to the hour and date set for receiving bids.

Each bid must be submitted in a sealed envelope bearing on the outside the name of the bidder, his/her address, contractor’s state license number and the name of the project for which the bid is submitted.  If forwarded by mail, the sealed envelope containing the bid must be enclosed in another envelope addressed to the City of Gonzales, 120 South Irma Boulevard, Gonzales, Louisiana 70737., mailed certified mail and must be received no later than the bid opening.

Contractors desiring to bid shall submit to the Engineer, with their request for Contract Documents, contract documents deposit and evidence that they hold State License of proper classification and in full force and effect.

Bid security in the amount of five percent (5%) of the Total Bid must accompany each Bid, and shall be made payable to the Owner.  

The Owner reserves the right to waive any informalities or to reject any or all bids.

No bidder may withdraw his bid within forty-five (45) days after the actual date of opening thereof.

A Pre-Bid Conference is scheduled for Wednesday, September 7, 2011 at 9:00 a.m. at Gonzales City Hall, Inc., 120 South Irma Boulevard, Gonzales, LA 70737.
