Wally Taillon arrived after the start of the meeting.

Motion made by Tony Lawson to pass on Item 8- Personnel Recommendations and to change Items 4 through 7 from Recommendations to Discussions.  Second by Cecily N. Boudreaux.

Ooly LeJeune had Ramon present the proposed BP Grant Budget to the Board.  Discussion held regarding the proposed budget.  Motion made by Ooly LeJeune to approve the proposed BP Grant budget and submit it with the application to the Lt. Governor’s Office. Second by Wally Taillon.

Recommendation for Red Hat Society International Conference- New Orleans

Motion made by Tony Lawson to contract for a booth at the Red Hat Society International Conference to be held in New Orleans August 18, 19, and 20, 2011. Seconded by Ooly LeJeune.

Discussion of Job Titles, Job Descriptions, Salaries, Office Operations and Procedures, Vacation and Paid Holidays, Changes to the Employee Policy and Procedures Manual

Cecily N. Boudreaux led the discussion of each of these items.  No action or votes were taken.  The decision was made to further discuss each item at another Personnel Committee Meeting.  After discussion, definite recommendations will be decided on and those recommendations will be presented at the next Board Meeting for consideration and vote.

Review and Recommendations for Grass Cutting Services

Due to the decrease in funding received by APTC, reductions in all expenditures are being explored.  Ooly LeJeune reviewed the cost estimates for Grass Cutting Services from three lawn service companies and the cost for services with the company currently being used.  Doubleplay Lawn Maintenance offered the most services for the least amount in monthly cost.  Motion made by Wally Taillon to approve an agreement with Doubleplay Lawn Maintenance for lawn care services effective August 1, 2011.  Second by Tony Lawson.

No contract is currently in effect but the present lawn care service will be sent a 30 day notice to discontinue services provided.

Recommendations for Job Titles, Job Descriptions, Salaries

Motion made by Cecily N. Boudreaux to approve the recommendations made by the Personnel Committee to create the following new Job Titles with new Job Descriptions and Salaries effective June 27, 2011:

Tourist Information Specialist to be paid an hourly wage of $12.00 per hour.  This position may be either a part-time or full- time position and will be filled at a later date.

Assistant to Director to be a salaried position at $30,160.00 per year.  Position to be offered to Tina Bouchereau.

Director to be a salaried position at $40,000.00 per year.  Position to be offered to Ramon Gomez.

Recommendations for Office Operations & Procedures

Motion made by Cecily N. Boudreaux to approve the recommendations made by the Personnel Committee to set the work schedule for the two full time employees as 8:00 a.m. to 5:00 p.m. each day with an unpaid 60 minute lunch break effective June 27, 2011 with the Welcome Center to be open for business from 8:00 a.m. to 5:00 p.m. Monday through Friday.  Second by Tony Lawson.

Recommendations for Group Health Insurance

Motion made by Cecily N. Boudreaux to approve the recommendations made by the Personnel Committee to discontinue offering health insurance benefits to all employees effective August 31, 2011.  A 60 day notice is being made to all employees on the discontinuation of health insurance benefits.  Second by Ooly LeJeune.

Recommendations for Vacation, Paid Holiday Policies

Motion made by Cecily N. Boudreaux to approve the recommendations made by the Personnel Committee to make the following changes effective August 1, 2011:  

Effective August 1, 2011, all vacation leave accrued by full-time employees during the year must be used by the employees within the same year or the leave will be lost.  This does not include any vacation leave earned prior to August 1, 2011, which can be used and will not be forfeited by employee.

New Year’s Day, Thanksgiving Day and Christmas Day will be paid holidays and the Welcome Center will be closed on those days.  Paid holidays for Martin Luther King Day, Veterans Day and a Floating Holiday are being eliminated.  Rotating paid holidays will include New Year’s Eve, Mardi Gras, Good Friday, Memorial Day, July 4th, Labor Day, Friday after Thanksgiving and Christmas Eve.  The Welcome Center will be open on those days since they are major holiday travel days.  The full-time employees will divide and rotate these days among themselves to ensure that the Center will be staffed on each of these holidays.

A non-mandatory pre-bid meeting is scheduled for 10:00 a.m. on Tuesday, August 9, 2011 at the Louisiana Regional Airport Terminal Building, Gonzales, Louisiana.

Bids must be submitted on the forms provided by the Owner and must be prepared in accordance with the General Provisions and must include all the information required by the Bid Form. Bid documents are available from the Engineer and will not be issued later than 24 hours prior to the time set for opening the bids. Each bid shall include a proposal guaranty in an amount not less than specified above.

It is the policy of the Louisiana Regional Airport that disadvantaged business enterprises as defined in 49 CFR Part 26 shall have the maximum opportunity to participate in the performance of contracts financed in whole or in part with Federal funds.

The proposed contract is subject to the Buy American provision under Section 1605 of the American Recovery and Reinvestment Act of 2009.  Details of such requirement are contained in the Specifications.

The proposed contract is under and subject to executive Order 11246 of September 24, 1965, and to the Equal Opportunity Clause.  The Bidder’s attention is called to the “Equal Opportunity Clause” and the “Standard Federal Equal Employment Opportunity Construction Contract Specifications” set forth in the Specifications.

The Bidder must supply all the information required by the bid or proposal form.

The successful bidder will be required to submit a Certification of Nonsegregated Facilities prior to award of the contract, and to notify prospective subcontractors of the requirement for such a Certification where the amount of the subcontract exceeds $10,000.  Samples of the Certification and Notice to Subcontractors appear in the Specifications.

Women will be afforded equal opportunity in all areas of employment.  However, the employment of women shall not diminish the standards or requirements for the employment of minorities.

For contracts of $50,000 or more, a contractor having 50 or more employees, and his subcontractors having 50 or more employees and who may be awarded a subcontract of $50,000 or more, will be required to maintain an affirmative action program within 120 days of the commencement of the contract.

The signature on the bid must be that of an authorized representative of the corporation, partnership or other legal entity and the bid must be accompanied by a Corporate Resolution or other authentic document indicating the names of all parties authorized to submit bids for public contracts.

Has the bidder defaulted on a contract or ever been involved in litigation with a political subdivision of the State of Louisiana or any other state or country?      _____ YES   _____ NO   If “YES,” please supply full details.

Contract Documents may be obtained from Engineer upon deposit of $130.00.  In accordance with Louisiana R.S. 38:2212 A(1)(e), deposits on the first set of documents furnished bona fide prime bidders will be fully refunded upon return of the documents no later than ten days after receipt of the bids.  On other sets of documents furnished to bidders, the deposit less actual cost of reproduction will be refunded upon return of the documents no later than ten days after receipt of bids.

The Parish of Ascension has acquired funding through the Federal Emergency Management Agency (FEMA) to construct a Public Park Pavilion located at the South Louisiana State Fairground Park at 742 Church Street, Donaldsonville, Louisiana 70346. Design consultant firm will be hired by the Parish to: Furnish plans and specifications which meet the standards of FEMA, Ascension Parish and State of Louisiana to be constructed by a qualified contractor.

AN ORDINANCE AMENDING THE CODE OF ORDINANCE CHAPTER 8 CRIMINAL CODE, ARTICLE VII OFFENSES AGAINST PUBLIC PEACE, (CHANGE) TO (ADD) SEC. 8-216 AND 8-217 TO READ:

BE IT ORDAINED BY Mayor and Councilman of the City of Gonzales, Louisiana:

That the Code of Ordinance Chapter 8. CRIMINAL CODES* ARTICLE VII. OFFENSES AGAINST PUBLIC PEACE be hereby amended as follows:

Sec. 8-216  Loud and Unruly Gatherings – Residential Areas

It shall be unlawful for any person to allow a loud or unruly party or gathering in a residential area which involves crowds overflowing into yards, sidewalks, or streets; or, unlawful conduct that creates a substantial disturbance in a significant segment of a neighborhood.

As used in this section, the term “person” refers to the owner of the property where the gathering is located, and/or the party responsible for the gathering, and includes lessors and/or lessees.

As used in this section, “unlawful conduct that creates a substantial disturbance” includes, but is not limited to, such things as:

excessive noise;

public drunkenness;

serving alcohol to minors;

discharge of firearms;

fighting;

urinating in public;

disturbances of the peace; or,

similar unlawful behaviors.

Sec. 8-217  Same-Penalties.

The first violation of or failure to comply with any provision of section shall be punishable by a fine not exceeding five hundred dollars ($500.00) or imprisonment for a term not exceeding sixty (60) days or by both such fine and imprisonment within the discretion of the court.

A second conviction of any violation of or failure to comply with section 8-216 shall be punishable by a fine of five hundred dollars ($500.00) and imprisonment of no less than three (3) days and not exceeding ninety (90) days.

Any subsequent violation of or failure to comply with section 8-216 shall be punishable by imprisonment of no less than ninety (90) days.
