Request for proposals will be received by the Ascension Parish Government at the Ascension Parish Government Purchasing Office, 120 East Railroad Street, Gonzales, Louisiana 70737 (mailing address PO Box 2392, Gonzales, LA 70707-2392) until July 26, 2011 at 04:00 p.m. (CST) for the following:

Household Hazardous Materials Collection

Scope:

1.  To collect all materials donated by Ascension Parish residents.

a). Materials to be collected at the 2010 event: Automobile tires, car and golf cart batteries, electronic equipment, fluorescent bulbs, gasoline, oil, antifreeze, home and garden chemicals, household batteries, ink and toner cartridges, latex and oil based paints, solvents, varnishes, scrap metal, rechargeable batteries, propane tanks.

2.  To dispose of all materials in an environmentally responsible method, with close attention to compliance of all  state and parish rules and regulations.

3.  To work closely with Ascension Parish officials to make the HHMD a successful event.

4.  To provide transportation and disposal of materials collected

5.  To provide the necessary equipment and tools for collection and transportation of materials collected, except for any items that may be provided by Ascension Parish partners

6.  To provide assistance for site setup and layout

7.  To assist in volunteer and staff training

8.  To provide qualified staff trained in waste handling and with experience in this type of event.

9.  To provide an emergency contingency plan for this event.

10.  To provide a spill prevention plan to be used in case of an emergency spill

Deliverables:

Contractor will provide the following upon completion of the HHMD event:

1.  A full report and accounting of all materials collected

2.  Official record of disposal for all materials collected

3.  An invoice with detailed information on specific expenses incurred for collection of materials and disposal.

SECTION III

BE IT FURTHER ORDAINED by the Ascension Parish Council, on behalf of the Ascension Parish Consolidated Government, that the Ascension Parish Council Districts established in this ordinance shall be effective for the limited purpose of qualifying for and election to the Ascension Parish Council at the 2011 regular election and shall become fully effective for all purposes at 12:00 a.m. January 1, 2021.

SECTION IV

Each precinct and municipality referenced in this ordinance means that precinct or municipality, its boundaries, and its territory as adopted by the parish governing authority on or before the date of adoption of this ordinance, regardless of any subsequent boundary changes in the precinct or municipality.

SECTION V

If any word, clause, phrase, section or other portion of this ordinance is determined to be legally null, void, invalid, illegal, unconstitutional or otherwise legally unenforceable, all remaining words, clauses, phrases, sections and other portions of this ordinance shall remain in full force and effect, the provisions of this ordinance hereby being declared to be fully severable.  

SECTION VI

This ordinance shall become effective upon approval by the Parish President or as otherwise provided in the Home Rule Charter for a Consolidated Government for Ascension Parish, whichever occurs sooner, subject to relevant preclearance provisions of the U.S. Voting Rights Act of 1965.

WHEREAS, Louisiana R.S. 18:532.1 allows parish governing authorities to divide a precinct into two or more precincts which shall be by a visible feature which is a census tabulation boundary when unable to comply with applicable law regarding redistricting and reapportionment, including adherence to traditional redistricting principles in the creation of new council districts following the release of the 2010 census population;       

WHEREAS, the Parish Council in establishing these new precinct boundaries wishes to make such precinct changes prospective, that is effective upon approval by the United States Department of Justice;  

WHEREAS, upon approval by United States Department of Justice, the Parish Council wishes to make such precinct changes effective for the October 22, 2011 primary election and effective for all other purposes thereafter;

WHEREAS, to take advantage of the prospective effective dates of the newly created precincts, the Parish of Ascension wishes to submit precinct boundary changes by July 1, 2011 to the Louisiana Legislature and State Department of Elections.
