A certain piece or parcel of real estate situated in the Village of Port Barrow, Parish of Ascension, State of Louisiana, being the two divided eastern halves of two certain lots of ground as follows: The divided eastern halves of LOTS THREE (3) and FOUR (4) OF SQUARE NUMBER NINETEEN (19), being bounded by Second Street in front, on the west by the remainder of said Lots Three and Four, on the east by Lots Two of said square, south by Lot Number Five. Being the same property acquired by Mrs. Marie Beille from Obile or Ovile Geason on February 13, 1931, duly recorded in the Conveyance Office of the Parish of Ascension, Louisiana.

MINUTES OF A REGULAR MEETING OF THE MAYOR AND COUNCIL, TOWN OF SORRENTO, TUESDAY, FEBRUARY 15, 2011 6:00 P.M. , SORRENTO TOWN HALL, SORRENTO, LOUISIANA

Mayor Brenda Melancon opened public hearing to discuss sewer ordinance amendment.

Motion by Councilman Randy Anny and seconded by Councilman Lionel Melancon, Jr. to adopt the amendment to the sewer ordinance, section 69-28:

Sec. 69-28.

Sewer user charges; collection.

         (a)     The user charge has been established to provide

         (b)     The following current sewer user charge schedule shall apply to all customers discharging domestic sewage:

               (1)     Residential, $ 20.00 per month; $22.00 per month per trailer within a trailer park

               (2)     Commercial, $ 30.00 per month.

         (3)     Industrial/institutional, to be determined by the town on a case-by-case basis, but not less than the residential rate.

         (c)     Before service is connected, a deposit in an amount as determined from time to time by ordinance must be paid to secure the user’s obligations under this article.

         (d)    A late charge of ten percent of the amount due shall be levied monthly against any account not paid in full when due.

         (e)     If sewerage or water service is disconnected for nonpayment of user or other violations of this article, there shall be a fee of $75 owed in addition to any costs incurred by the town in disconnecting the sewer or water.

            Councilman Randy Anny introduced Ordinance 11-02, an ordinance to amend the budget of the General Fund for the Town of Sorrento, for the fiscal period beginning July 1, 2010 and ending June 30, 2011.  A public hearing was called for Tuesday, March 1, 2011 at 6:00 pm at the Town Hall in Sorrento to consider adoption of this ordinance.  

Motion by Councilman Randy Anny and seconded by Councilman Marvin Martin to accept the recommendation from the Planning and Zoning Commision to set the zoning classification for the newly annexed area between Conway Street and Conway Bayou as Zone R-1, single family residential.  Motion carried.  Vote as follows:

YEAS:   Randy Anny, Wilson Longanecker, Jr., Lionel Melancon, Jr., Marvin Martin

Councilman Randy Anny introduced Ordinance 11-03, an ordinance to annex into the corporate limits various properties located in Section 25, T-10-S, R-3-E, Ascension Parish, Louisiana.  A public hearing was called for Tuesday, March 1, 2011 at 6:00 pm at the Town Hall in Sorrento to consider adoption of this ordinance.  

Motion by Councilman Wilson Longanecker, Jr. and seconded by Councilman Randy Anny to authorize the town attorney to research the possible donation of a piece property to the Town of Sorrento from William Guste.  Motion carried.  Vote as follows:

YEAS:   Randy Anny, Wilson Longanecker, Jr., Lionel Melancon, Jr., Marvin Martin

ABSENT:  Milton Vicknair

Early Public Review of a Proposal to Support Activity in the 100-Year Floodplain and Wetland

To: All Interested Agencies, Groups, and Individuals

This is to give notice that the Ascension Parish will be submitting an application to the Housing and Urban Development (HUD) Community Development Block Grant (CDBG) Program for the construction of a Community Center to be located on a 16-acre tract located southeast of Main Street in Sorrento, Ascension Parish, Louisiana.

This notice is required by Section 2(a)(4) of Executive Order 11988 for Floodplain Management, and by Section 2(b) of Executive Order 11990 for the Protection of Wetlands, and is implemented by HUD regulations found at 24 CFR 55.20(b) for the HUD action that is within and/ or affects a floodplain or wetland.

The parent 16-acre tract containing the area proposed for development as the Community Center is located within a 100-year floodplain and contains wetlands.

This notice with a request for comment was mailed to the regional office of the Federal Emergency Management Agency and the state office of Environmental Protection.
