The Louisiana Department of Transportation and Development, Right of Way Section, hereby issues a request for proposals on DOTD Right of Way Section Consultant Proposal and Qualification Form hereafter referred to as (SF 23-116), "Professional Right of Way and Related Services", revised May, 2006, from Right of Way Firms (Consultant) interested in providing certain right of way services and functions, including title research services, right of way appraisal services, review appraisal services, negotiation & acquisition services, relocation assistance & advisory services, survey stakeout services, asbestos inspection & reporting services, filing condemnation proceedings, and property management  (excluding certain property management functions) necessary to clear the captioned project for construction. One or more Prime-Consultant/Sub-Consultant(s) (Consultant/Teams) will be selected for this Contract. The DOTD Right of Way Section desires to engage qualified and experienced Consultant firms to provide these Right of Way Consultant Services.

SUBMITTAL REQUIREMENTS

Three (3) copies of the proposal shall be submitted on SF 23-116.  Any Consultant/Team failing to submit any of the required information on the SF 23-116, will be considered as non-responsive to this request for proposals.

The Prime Consultants will submit a Staffing Plan Diagram listing all personnel specifically assigned to each phase of the project, along with their duties, and immediate supervisors.  The Staffing Plan Diagram will include the same information for the Sub-Consultants (if applicable), and will be part of the SF 23-116.

The Prime Consultants must also submit a SF 23-116, completely filled out and containing information pertinent to the work to be performed by any Sub-Consultant and submitted with the proposal.

The SF 23-116 should describe the work elements to be performed by the Sub-Consultant(s), and state the approximate percentage of each element to be subcontracted to each Sub-Consultant.  For all Sub-Consultant personnel, a letter of commitment must be provided by each person anticipated to work on this project.

Name(s) of the Consultant/Team listed on the SF 23-116, must precisely match the name(s) filed with the Louisiana Secretary of State's office.

Early Public Review of a Proposal to Support Activity in the 100-Year Floodplain and Wetland

To: All Interested Agencies, Groups, and Individuals

This is to give notice that the Ascension Parish will be submitting an application to the Housing and Urban Development (HUD) Community Development Block Grant (CDBG) Program for the construction of a Community Center to be located on a 16-acre tract located southeast of Main Street in Sorrento, Ascension Parish, Louisiana.

This notice is required by Section 2(a)(4) of Executive Order 11988 for Floodplain Management, and by Section 2(b) of Executive Order 11990 for the Protection of Wetlands, and is implemented by HUD regulations found at 24 CFR 55.20(b) for the HUD action that is within and/ or affects a floodplain or wetland.

The parent 16-acre tract containing the area proposed for development as the Community Center is located within a 100-year floodplain and contains wetlands.

This notice with a request for comment was mailed to the regional office of the Federal Emergency Management Agency and the state office of Environmental Protection.
