NOTICE TO PROPOSERS

Notice is hereby given that sealed proposals will be received by the City of Baton Rouge and the Parish of East Baton Rouge Purchasing Division until Friday March 11, 2011 at 2:00 P.M. local time in Room 309, of the City-Parish Municipal Building, 100 St. Ferdinand Street, Baton Rouge, Louisiana, 70801 for:

R11-001 2011 Ryan White HIV/AIDS Part A and Minority AIDS Initiative (MAI) Programs

RYAN WHITE TREATMENT EXTENSION ACT OF 2009

The City of Baton Rouge and Parish of East Baton Rouge is soliciting proposals from public and private not-for-profit organizations for funding activities under the above program.  The public notice is for a federal grant being awarded by the U. S. Department of Health & Human Services: 2011 Ryan White HIV/AIDS Part A and Minority AIDS Initiative (MAI) Programs.

Service Area for the 2011 Ryan White HIV/AIDS Part A and MAI Programs:

Ascension Parish, East Baton Rouge Parish, East Feliciana Parish, Iberville Parish, Livingston Parish, Pointe Coupee Parish, St. Helena Parish, West Baton Rouge Parish, West Feliciana Parish

The Ryan White Program provides funds for a variety of core and support services for persons living with the Human Immunodeficiency Virus (HIV) or Acquired Immune Deficiency Syndrome (AIDS) and their families. Ryan White grants are awarded by formula and supplemental funding.  The City-Parish as a unit of local government will award its allocation of Ryan White Program funds to eligible public and private not-for-profit organizations that satisfactorily provide evidence of the ability to provide the solicited services in accordance with local and federal guidelines.

Ryan White Part A funds are used to provide a comprehensive continuum of care for individuals and families with HIV disease.  The following services may be provided: (1) Outpatient/Ambulatory Medical Care (2) AIDS Pharmaceutical Assistance (Local) (3) Oral Health (4) Early Intervention Services (5) Medical Case Management (6) Mental Health Services (7) Substance Abuse Outpatient (8) Non-Medical Case Management (9) Food Bank/Home Delivered Meals (10) Legal Services (11) Psychosocial Support Services (12) Emergency Financial Assistance (13) Medical Transportation and (14) Outreach.

Ryan White Minority AIDS Initiative funds are used to address the health disparities affecting minority populations disproportionately impacted by the HIV/AIDS epidemic. The following services may be provided: (1) Outpatient/Ambulatory Medical Care (2) Early Intervention Services (3) Medical Case Management (4) Psychosocial Support Services (5) Medical Transportation (6) Outreach (7) Child Care (8) Food Bank/Home Delivered Meals (9) Housing and (10) Emergency Financial Assistance.

Proposals received after the above specified time will not be considered.  Proposals will be opened immediately after proposal opening time in Room 312, of the Municipal Building.  All interested parties are invited to be present.

The right to reject any and all proposals and to waive irregularities and informalities is reserved.

A non-mandatory Bidders’ Conference is scheduled for Tuesday, February 22, 2011 from 9:30am-12:30pm at 4523 Plank Road, Room 4, Baton Rouge, LA 70805.

Please note that: 1) Deadlines are firm.  2) Late proposals will not be accepted.  3) It is the sole responsibility of the applicant to ensure that the deadlines are met.  4) Proposals delayed by the mail will be considered late and will not be accepted.  5) Applications transmitted via fax or email will not be accepted.  No funding obligations shall be implied based on the information in this solicitation of Ryan White Program project proposals.  The City-Parish reserves the right to accept any proposal or reject any and all proposals on such a basis as may be deemed to be in its best interest. Contracts awarded as a result of this request for proposal are subject to the limitations upon and the availability of funds provided by the U. S. Department of Health & Human Services Human Resources and Services Administration

All questions concerning the Solicitation and Contract Documents must be received in accordance with the Schedule of Events cited in section 1.3 of the Solicitation documents and as further defined in section 1.7.2 Proposer Inquiry Periods of the same document.

*Note:  The City-Parish has elected to use LaPAC, the state’s online electronic bid posting and notification system, in addition to its standard means of advertising this requirement.  LaPAC is resident on State Purchasing’s website at [www.doa.louisiana.gov/osp] and is available for vendor self-enrollment.  In that LaPAC provides an immediate e-mail notification to subscribing bidders that a solicitation and any subsequent addenda have been let and posted, notice and receipt thereof is considered formally given as of their respective dates of posting.  Though not required if receiving solicitation and addenda notices from LaPAC, the City-Parish will mail addenda to all vendors contacting our office and requesting to be put on our office Vendor Listing for this solicitation.

The Ascension-St. James Airport and Transportation Authority will be accepting sealed bids until 11:00 a.m. February 18, 2011 for the following services to be provided at Louisiana Regional Airport.

Grooming Contract: includes the groom cutting of approximately 11.73 acres and weed control around navigational lights, asphalt pavements and the automobile parking lot.

Bush Hog Contract: includes bush hogging of approximately 53.1 acres.

Bids will be accepted for a hay bailing lease of approximately 53 acres.
