Cointment, Jr., Registered Land Surveyor, dated December 16, 1974, a copy of which is annexed to and recorded with the act of sale from Elie Seaux, Jr. to Richard Guitreau dated this day, and more particularly described as commencing at a point four hundred sixteen and twenty-one-hundredths (416.21) feet on a bearing South 00 degrees 34' 57" East from the northwest corner of the Southwest Quarter of Section 6, then proceeds South 00 degrees 34' 57" East a distance of three hundred forty three and eight three hundredths (343.83) feet, then South 89 degrees 52' 57" East a distance of three hundred twenty five and seven hundredths (327.07) feet, then South 00 degrees 34' 57" West a distance of one hundred, thirty-four (134) feet, then South 89 degrees 52' 57" East a distance of six-hundred eighty-one and seven-hundredths (681.07) feet, then North 00 degrees 36' 45" West a distance of four hundred seventy-four and eighty-eight, hundredths (474.88) feet, then North 89 degrees 42' 55" West a distance of one thousand and six (1006) feet, to the point of beginning, containing ten (10) acres.

PARISH COUNCIL OF THE PARISH OF ASCENSION,

The following Ordinance was offered by Todd Lambert and seconded by Randy Clouatre:
ORDINANCE
An ordinance directing the renewal of the levy of a two (2) mill tax on all the property subject to taxation in the Parish, (an estimated $1,500,000.00 reasonably expected at this time to be collected from the levy of the Tax for an entire year), for a period of ten (10) years, beginning with the year 2011 and ending with the year 2020, for maintaining and supporting a mental health program in the Parish.
WHEREAS, under the provisions of Article VI, Sections 30 and 32 of the Constitution of the State of Louisiana of 1974 and other constitutional and statutory authority supplemental thereto, including an election held in the Parish of Ascension, State of Louisiana (the “Parish”) on November 2, 2010, the Parish Council of the Parish (the “Parish Council”), as governing authority for the Parish, desires to renew the levy of the property tax as authorized at the election by virtue of the favorable passage of the proposition attached hereto as Schedule A setting forth the rate and duration of the tax; and
WHEREAS, in compliance with the provisions of said authority and other applicable constitutional and statutory authority, an election was held in the Parish on Tuesday, November 2, 2010, to authorize the renewal of the levy of the property tax, it is now the desire of the Parish to renew the levy the property tax and to provide for the collection thereof and other matters in connection therewith as hereinafter provided in this Ordinance.
NOW, THEREFORE, BE IT ORDAINED by the Parish Council, acting as the governing authority of the Parish, that:
SECTION 1. Pursuant to the authority of an election held in the Parish on November 2, 2010, there be and there is hereby renewed within the geographic boundaries of the Parish for the purposes stated in the proposition attached hereto as Schedule A the levy of a property tax of two (2) mills on the dollar of assessed valuation of all property subject to taxation in the Parish, beginning with the year 2011 and ending in 2020, to be dedicated and used for maintaining and supporting a mental health program in the Parish, all in the manner and subject to the provisions and terms of those portions of Title 33 of the Louisiana Revised Statutes of 1950, as amended, applicable to property taxes levied by the Parish.
SECTION 2. That the levy of property tax described in Section 1 above shall be renewed and enforced according to law.
SECTION 3. The obligations and rights of taxpayers in connection with the property tax levied hereby shall be as provided taxpayers by the provisions of law applicable to property taxes levied by the Parish.
SECTION 4. If any one or more of the provisions of this Ordinance shall for any reason be held to be illegal or invalid, such illegality or invalidity shall not affect any other provision of this Ordinance, but this Ordinance shall be construed and enforced as if such illegal or invalid provisions had not been contained herein. Any constitutional or statutory provision enacted after the date of this Ordinance which validates or makes legal any provision of this Ordinance which would not otherwise be valid or legal, shall be deemed to apply to this Ordinance.
SECTION 5. The title to this Ordinance and notice of a public hearing regarding its adoption shall be published in one (1) issue of the Gonzales Weekly Citizen, the official journal of and a newspaper of general circulation in the Parish. Upon adoption, this Ordinance shall be published in full in one (1) issue of the Gonzales Weekly Citizen and shall be recorded in the mortgage records of the Ascension Parish Clerk of Court.
SECTION 6. The Chairman of the Parish Council be and he is hereby authorized, empowered and directed to take any and all such action as may be necessary to carry into effect the provisions of this Ordinance.
SECTION 7. This Ordinance shall immediately take effect upon adoption.

The following Ordinance was offered by Randy Clouatre and seconded by Todd Lambert:
ORDINANCE
An ordinance directing the renewal of the levy of a four and two-tenths (4.2) mills tax on all the property subject to taxation in said Parish (an estimated $3,466,231.00 reasonably expected at this time to be collected from the levy of the Tax for an entire year), for a period of ten (10) years, beginning with the year 2011 and ending with the year 2020, for the purpose of maintaining and supporting the Ascension Parish Library and its Branches.
WHEREAS, under the provisions of Article VI, Sections 30 and 32 of the Constitution of the State of Louisiana of 1974 and other constitutional and statutory authority supplemental thereto, including an election held in the Parish of Ascension, State of Louisiana (the “Parish”) on November 2, 2010, the Parish Council of the Parish (the “Parish Council”), as governing authority for the Parish, desires to renew the levy of the property tax as authorized at the election by virtue of the favorable passage of the proposition attached hereto as Schedule A setting forth the rate and duration of the tax; and
WHEREAS, in compliance with the provisions of said authority and other applicable constitutional and statutory authority, an election was held in the Parish on Tuesday, November 2, 2010, to authorize the renewal of the levy of the property tax, it is now the desire of the Parish to renew the levy the property tax and to provide for the collection thereof and other matters in connection therewith as hereinafter provided in this Ordinance.
NOW, THEREFORE, BE IT ORDAINED by the Parish Council, acting as the governing authority of the Parish, that:
SECTION 1. Pursuant to the authority of an election held in the Parish on November 2, 2010, there be and there is hereby renewed within the geographic boundaries of the Parish for the purposes stated in the proposition attached hereto as Schedule A the levy of a property tax of four and two-tenths (4.2) mills on the dollar of assessed valuation of all property subject to taxation in the Parish, beginning with the year 2011 and ending in 2020, to be dedicated and used for maintaining and supporting the Ascension Parish Library and its Branches, all in the manner and subject to the provisions and terms of those portions of Title 33 of the Louisiana Revised Statutes of 1950, as amended, applicable to property taxes levied by the Parish.
SECTION 2. That the levy of property tax described in Section 1 above shall be renewed and enforced according to law.
SECTION 3. The obligations and rights of taxpayers in connection with the property tax levied hereby shall be as provided taxpayers by the provisions of law applicable to property taxes levied by the Parish.
SECTION 4. If any one or more of the provisions of this Ordinance shall for any reason be held to be illegal or invalid, such illegality or invalidity shall not affect any other provision of this Ordinance, but this Ordinance shall be construed and enforced as if such illegal or invalid provisions had not been contained herein. Any constitutional or statutory provision enacted after the date of this Ordinance which validates or makes legal any provision of this Ordinance which would not otherwise be valid or legal, shall be deemed to apply to this Ordinance.
SECTION 5. The title to this Ordinance and notice of a public hearing regarding its adoption shall be published in one (1) issue of the Gonzales Weekly Citizen, the official journal of and a newspaper of general circulation in the Parish. Upon adoption, this Ordinance shall be published in full in one (1) issue of the Gonzales Weekly Citizen and shall be recorded in the mortgage records of the Ascension Parish Clerk of Court.
SECTION 6. The Chairman of the Parish Council be and he is hereby authorized, empowered and directed to take any and all such action as may be necessary to carry into effect the provisions of this Ordinance.
SECTION 7. This Ordinance shall immediately take effect upon adoption.
This Ordinance having been submitted to a vote, the vote thereon was as follows:

Finance
Discussed the Commission’s current financial report. Hotel/Motel tax collection amount for August, 2010 was $20,659.07, for September, 2010 was $20,024.68, for October, 2010 was $22,466.02. A report was provided to the Board regarding the expenses and funds received for the 3rd quarter of 2010 and the beginning of the 4th quarter of 2010. Ooly LeJeune and Ramon presented the proposed 2011 Budget. Copies were given to Board Members. A copy of the AEDC Lease Expense Spreadsheet for 2011 was also discussed. Motion made by Ooly LeJeune to approved the Lease Contract amount for 2011 and submit to AEDC. Second by Tony Lawson.

A status report was given regarding cost estimates being sought for the maintenance of the exterior of the APTC building and the landscape. Estimates should be received in two weeks for consideration by the Board. Ooly also gave a status report on the new computers and server being installed by Alaric Corp. Elinda Taillon appointed Wally Taillon to the Personnel Committee. Motion made by Cecily Boudreaux to adopt the Regular Board meeting schedule for 2011. Second by Ooly LeJeune.

Meetings & Activities Report
Ramon discussed the various meetings, events, and consumer shows that the staff and Board Members had participated in for July, August and September, 2010. The staff’s involvement with planning the Louisiana Festival of Festivals was also discussed.
Old Business
Elinda Taillon discussed the ongoing efforts to pursue an increase in the Hotel/Motel Tax. A meeting with Senator Jody Amedee has been scheduled to inquire about sponsoring the legislation to increase the Hotel/Motel Tax. Committee members will meet to develop and finalize talking points for the need for the increase.
Elinda also discussed several housekeeping rules regarding agenda items, discussion by one person at a time during meetings and scheduling a break during the meetings. She also discussed the progress on completing the new website. A list of objectives with completion dates has been received from Sinclair Studios. The importance of placing a guest services guide on the website for public access was discussed.
Elinda reported that the status hearing for the litigation with the River Road African American Museum had been rescheduled for November 22, 2010, due to illness of their attorney.
Next meeting is scheduled for Tuesday, January 11, 2011 at 6:00p.m. A Special Meeting will be held Tuesday, December 14, 2010 at 6:00p.m.

Elinda Taillon discussed the work that had been done to speak with tourism partners, legislators and public officials regarding the remaining 2% Hotel/Motel Tax to be collected. The resolution to obtain Parish Council approval is on the agenda for the 12-16-10 Parish Council Meeting. All Board Members were encouraged to attend the meeting.
