MINUTES OF A REGULAR MEETING OF THE MAYOR AND COUNCIL, TOWN OF SORRENTO, TUESDAY, DECEMBER 7, 2010, 6:00 P.M. , SORRENTO TOWN HALL, SORRENTO, LOUISIANA

Members Present:

   Motion by Councilman Randy Anny and seconded by Councilman Marvin Martin to approve the minutes of the regular meeting of the mayor and council taken Tuesday, November 16, 2010.   Motion carried.  Vote as follows:

YEAS:   Marvin Martin, Wilson Longanecker, Jr., Randy Anny, Milton Vicknair, Lionel Melancon, Jr.

NAYS: None

Motion by Councilman Randy Anny and seconded by Councilman Marvin Martin to approve the bills for the month of November 2010 in the amount of $26,915.52.   Motion carried.  Vote as follows:

NAYS: None

Motion by Councilman Milton Vicknair and seconded by Councilman Wilson Longanecker, Jr. to move agenda item of Solar Lights to the fourth item on the agenda.

   Motion carried.  Vote as follows:

NAYS: None

Motion by Councilman Wilson Longanecker, Jr. and seconded by Marvin Martin to authorize Allen Thomas with SOL solar lighting to present the town with a plan and scope of work to install solar lighting on the interstate and John LeBlanc Boulevard.     Motion carried.  Vote as follows:

Motion by Councilman Randy Anny and seconded by Councilman Lionel Melancon to implement the franchise agreement with Ascension Water Company to disconnect delinquent sewer customers.  Motion carried.  Vote as follows:

Motion by Councilman Milton Vicknair and seconded by Councilman Wilson Longanecker, Jr. to accept the audit report from Faulk and Winkler for the year ending June 30, 2010.  Motion carried.  Vote as follows:

Motion by Councilman Wilson Longanecker, Jr. and seconded by Councilman Randy Anny to add the intergovernmental agreement between the Town of Sorrento and the Parish of Ascension for the purposes of the improvement and maintenance of the town’s sewer system.  Motion carried.  Vote as follows:

NAYS: None

Motion by Councilman Randy Anny and seconded by Councilman Lionel Melancon, Jr. to authorize the mayor to sign the intergovernmental agreement between the Town of Sorrento and the Parish of Ascension for the purposes of the improvement and maintenance of the town’s sewer system. Motion carried.  Vote as follows:

NAYS: None

Motion by Councilman Randy Anny and seconded by Councilman Milton Vicknair to adopt the resolution to pay the SLC invoice in the amount of $32,785.44 for repairs to the sewer system and to transfer the money from the town’s savings account to pay this bill.  Motion carried. Vote as follows:

NAYS: None

Motion by Councilman Milton Vicknair and seconded by Councilman Wilson Longanecker to accept the bid from Kevin Bumgardner in the amount of $2,000.00 for the Dodge Ram pick-up truck.  Motion carried.  Vote as follows:

There being no further business to come before the Mayor and Council and upon motion duly made and seconded, the meeting was adjourned.

Capital Area Human Services District (CAHSD)

SOLICITATION OF OFFERS FOR

Adult Residential Care Facility/

Supervised Independent Living Services

CAHSD, a political subdivision of the State of Louisiana, is conducting a fair and impartial competitive procurement process to solicit offers from qualified contractors with either an Adult Residential Care Facility (ARCF) or a Supervised Independent Living program (SIL) licensed in the State of Louisiana, interested in providing beds for adults with severe mental illnesses (adults must be established clients with CAHSD) who reside in CAHSD geographical area which includes the parishes of East and West Baton Rouge; East and West Feliciana; Iberville; Ascension; and Pointe Coupee.  The services contracted as a result of this Solicitation of Offers (SOO) will be directed by CAHSD and provided to CAHSD identified consumers in the CAHSD geographical service area.  Qualified contractors must be licensed by the State of Louisiana to provide any services that require a license.  Non-profit and for-profit agencies may submit offers in response to this SOO, which is made possible by CAHSD.

The contract period will be renewable annually for up to 3 years, beginning January 10, 2011.  A full summary of the work specifications is contained in the Solicitation Guidelines package which will be available beginning December 16, 2010 through January 06, 2011.

The last date for CAHSD staff to receive questions concerning the SOO will be January 04, 2011.

The package may be picked up at: CAHSD Community Support Services, 4615 Government St., Bldg. 2,  Baton Rouge, LA 70806 between the hours of 8:00 am and 4:00 pm, Monday through Friday, except for state holidays, or it can be obtained from the following website: WWW.CENTRALBIDDING.COM.

PUBLIC HEARING

BAYOU MANCHAC SCENIC RIVER MANAGEMENT PLAN

The Secretary of the Department of Wildlife and Fisheries, as administrator of the Louisiana Natural and Scenic Rivers System, is currently developing a Management Plan for Bayou Manchac, a Louisiana designated Historic and Scenic River in the parishes of Ascension, East Baton Rouge and Iberville.  A public hearing is being held to gather comments and information from all interested parties.

The hearing will be held on, January 12, 2011 from 6:00 p.m. to 8:00 p.m. at the Jones Creek Regional Library, 6222 Jones Creek Road, Baton Rouge, LA 70817.

The public is invited to attend and participate in the development of this Management Plan.  Written comments will be accepted for a period of 15 days after the hearing.  Written comments should be submitted to:
