DRAFT WATER DISCHARGE PERMIT

The LDEQ, Office of Environmental Services, is accepting written comments on a draft Louisiana Pollutant Discharge Elimination System (LPDES) permit prepared for Lebeau Enterprises, LLC, LeBeau Cajun Café & Catering, 13521 Hwy 44, Gonzales, LA 70737.  The facility is located 13521 Hwy 44, Gonzales, Ascension Parish.

The principal discharge from this proposed source will be made into an unnamed bayou, thence into Black Bayou, waters of the state classified for primary contact recreation, secondary contact recreation and propagation of fish and wildlife .  Under the SIC Code 5812, the applicant proposes to discharge treated sanitary wastewater and seafood boil water from a privately owned treatment works serving a restaurant.

During the preparation of this permit, it has been determined that the discharge will have no adverse impact on the existing uses of the receiving waterbody.  As with any discharge, however, some change in existing water quality may occur.

Written comments, written requests for a public hearing or written requests for notification of the final decision regarding this permit action may be submitted to Ms. Soumaya Ghosn at LDEQ, Public Participation Group, P.O. Box 4313, Baton Rouge, LA 70821-4313.  Written comments and/or written requests must be received by 12:30 p.m., Monday, December 13, 2010.  Written comments will be considered prior to a final permit decision.

If LDEQ finds a significant degree of public interest, a public hearing will be held.  LDEQ will send notification of the final permit decision to the applicant and to each person who has submitted written comments or a written request for notification of the final decision.

The permit application, draft permit, and statement of basis are available for review at the LDEQ, Public Records Center, Room 127, 602 North 5th Street, Baton Rouge, LA.  Viewing hours are from 8:00 a.m. to 4:30 p.m., Monday through Friday (except holidays).  The available information can also be accessed electronically on the Electronic Document Management System (EDMS) on the DEQ public website at www.deq.louisiana.gov .

NOTICE OF PUBLIC HEARING

NOTICE IS HEREBY GIVEN that The Industrial Development Board of the Parish of Ascension, Louisiana, Inc. (the "Issuer") will meet and conduct a Public Hearing at the Ascension Center Tourist Center, 6967 Highway 22, Sorrento, Louisiana, on November 29, 2010 at ten (10:00) o'clock a.m., to hear any objections with respect to the issuance by the Issuer of not exceeding $200,000,000 Revenue Bonds (IMTT - Geismar Project) Series 2010 (the “Bonds”), the proceeds of which will be used for the purpose of financing the acquisition, construction and installation of expansions to the IMTT liquid logistics center located on 115 acres on the east side of the existing BASF plant on Highway 30 in Geismar, Louisiana.  The initial owner and operator of which shall be International-Matex Tank Terminals (the “Company”) or any related legal entity or operating entity.

The Bonds referred to above will be issued under the provisions of Chapter 7 of Title 51 of the Louisiana Revised Statutes of 1950, as amended (the "Act") and will be payable solely from payments made by the Company.  The Bonds will be limited obligations of the Issuer, and neither the full faith and credit nor the taxing power of the Parish of Ascension, the Issuer or the State of Louisiana or any political subdivision thereof will in any way be pledged to the payment of said Bonds.

Capital Area Human Services District (CAHSD)

SOLICITATION OF OFFERS FOR

Adult Residential Care Facility/

Supervised Independent Living Services

CAHSD, a political subdivision of the State of Louisiana, is conducting a fair and impartial competitive procurement process to solicit offers from qualified contractors with either an Adult Residential Care Facility (ARCF) or a Supervised Independent Living program (SIL) licensed in the State of Louisiana, interested in providing beds for adults with severe mental illnesses (adults must be established clients with CAHSD) who reside in CAHSD geographical area which includes the parishes of East and West Baton Rouge; East and West Feliciana; Iberville; Ascension; and Pointe Coupee.  The services contracted as a result of this Solicitation of Offers (SOO) will be directed by CAHSD and provided to CAHSD identified consumers in the CAHSD geographical service area.  Qualified contractors must be licensed by the State of Louisiana to provide any services that require a license.  Non-profit and for-profit agencies may submit offers in response to this SOO, which is made possible by CAHSD.

The contract period will be renewable annually for up to 3 years, beginning December 6, 2010.  A full summary of the work specifications is contained in the Solicitation Guidelines package which will be available beginning November 15, 2010 through November 30, 2010.

The last date for CAHSD staff to receive questions concerning the SOO will be November 24, 2010.

Special Election-Town of Sorrento

WHEREAS, there has been declared a vacancy on the Town Council of the Town of Sorrento as of October 21, 2010 due to the resignation of Honorable Blake LeBlanc; and

WHEREAS, state law requires that the governing authority for the Town of Sorrento issue a proclamation ordering a special election to fill the vacancy of the Mayor of Sorrento.

WHEREAS, a meeting of the Town Council was held on the 4th day of November, 2010, in which the following proclamation was issued:

IT IS HEREBY PROCLAIMED that a special election is ordered to fill the vacancy of the Mayor for the Town of Sorrento.  The open primary for this special election will take place on April 2, 2011. Qualifying period for candidates seeking to fill the vacancy will be held February 9, 10, and 11, of 2011.  A general election, if necessary, will be held on April 30, 2011.
