PROCLAMATION

Special Election-Town of Sorrento

WHEREAS, there has been declared a vacancy on the Town Council of the Town of Sorrento as of October 21, 2010 due to the resignation of Honorable Blake LeBlanc; and

WHEREAS, state law requires that the governing authority for the Town of Sorrento issue a proclamation ordering a special election to fill the vacancy on the Town Council.

WHEREAS, a meeting of the Town Council was held on the 26th day of October, 2010, in which the following proclamation was issued:

IT IS HEREBY PROCLAIMED that a special election is ordered to fill the vacancy on the Town Council for the Town of Sorrento. The open primary for this special election will take place on April 2, 2011. Qualifying period for candidates seeking to fill the vacancy will be held February 9, 10, and 11, of 2011.  A general election, if necessary, will be held on April 30, 2011.

CITY OF GONZALES GOVERNMENT

NEW POLICE STATION

ASCENSION PARISH, LOUISIANA

OCD/DRU PROGRAM DRU PROGRAM

FLOODPLAIN & WETLANDS EXPLANATION

The City of Gonzales Government (CGG) intends to carry out actions which may affect or be affected by the 100-year flood plain and wetlands and seeks to involve the public in the decision making process. The CGG is proposing to construct a new police station on a 2.0 acre tract of land using funding under the Louisiana Community Development Block Grant Program. The new station will become the centralized police station for the City of Gonzales Police Department and will also serve as an Emergency Operations Center (EOC) during emergencies or catastrophic events in the area.  The new police station will be approximately centered at 30.232446° N / -90.916983° W, within the City of Gonzales.

The CGG is proposing the following improvements for this project to include:

The construction of an 18,000 square foot police station which will also be utilized as an emergency operations center. The building will be one story, steel framed, brick construction with concrete paved passenger vehicle parking areas.

In accordance with Executive Order 11988, the CGG has determined that approximately 2.0 acres of the improvements are within the 100-year floodplain. In accordance with Executive Order 11990, the CGG has also determined that the project will not impact any wetlands as indicated in a Department of the Army, New Orleans District, Corps of Engineers Jurisdictional Determination dated November 18, 2009. The main building will be constructed 1 foot above the Base Flood Elevation (BFE).

Practical alternatives to locating the proposed action in a floodplain were identified and evaluated. For each of the following alternatives, various factors were considered including feasibility, technology, hazard reduction and related mitigation costs, and environmental impacts. 

Alternative 1 – The CGG considered utilizing land located outside of the 100-year floodplain. The proposed site is that of a parcel of land already owned by the CGG, centrally located within the City of Gonzales. By nature, the project has an inherent need to be located in an area allowing ready, rapid access to all points of the City with ample alternative routing around the site. Locations outside of the floodplain were considered, and though the nearest such location is only 0.25 miles away, the lack of land availability made nearby locations unfeasible. The police station would have to relocate to a non-central location in order to avoid the 100-year floodplain and such a location would fail to offer a central point for housing law enforcement resources to allow for rapid response in emergency situations. As such, this alternative was rejected.

Alternative 2 – The CGG considered alternative methods to achieve the project objectives. For example, the CGG considered utilizing the site as a smaller satellite office in lieu of relocating the main police headquarters. Though this option would offer a centralized law enforcement presence, it would limit the amount of resources to utilize the location due to its smaller size and physical disconnect from the headquarters.  It would also continue to hinder the operations at the exisiting main police headquarters. It was thus determined that a new main building, providing ample space and access, was a necessity. Additionally, a two-story building was considered in lieu of the proposed single–story design. However, this option was bid and found to be economically unfeasible and was thus rejected. Similarly, a variety of building sizes were considered ranging from 12,000 to 20,000 square feet. Upon evaluation of the police department’s expanding needs, the smaller options were rejected in favor of the 18,000 square foot design in order to provide future expansion capability to the growing police department. Further, the removal of a secure entrance into the proposed building (i.e., the sally port) was considered in order to reduce the building footprint; however the feature was deemed critical to daily operations thus the option of its removal was rejected. Similarly, the Office of Emergency Preparedness (OEP) office was considered for removal from the facility for similar reasons. However this feature was also deemed critical to law enforcement communications and remains in the final design.

Alternative 3 –The CGG considered a “No Action” alternative. The “No Action” alternative would fail to meet the project objective of providing a central location to house law enforcement operations for the City that ultimately allows for rapid response in emergency situations. However, by taking no action, the project site in its current condition would continue to allow for storm water percolation with minimal storm water retention as the site is largely manicured grass; thus the floodplain potentially benefits by taking no action. However, with the proposed project utilizing a bulk of the site including paved parking and access drives, as part of the construction design, proper storm water handling infrastructure will be constructed via drains and ditches.  This will allow proper management of the displaced storm water while also achieving the City’s goal of centralizing and upgrading the local police facilities. As such, the alternative of taking no action was rejected.

In accordance with 24 CFR 55.20.g.1, the applicant has documented that there are no practicable alternatives to locating the proposed project in the floodplain.  Mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values to the floodplain include the installation of proper storm water handling infrastructure on the property so as to maintain efficient handling of any storm water displaced by the new building. Greenspace buffers and landscaping will be employed at the new facility as space allows.

LOUISIANA DEPARTMENT OF ENVIRONMENTAL QUALITY (LDEQ)

DRAFT WATER DISCHARGE PERMIT

The LDEQ, Office of Environmental Services, is accepting written comments on a draft Louisiana Pollutant Discharge Elimination System (LPDES) permit prepared for Trimac Transportation South, Inc., Trimac Geismar Terminal, Post Office Box 459, Geismar, LA  70734.  The facility is located at 35072 Highway 30, in Geismar, Ascension Parish.  Upon the effective date of the final permit, the LPDES permit shall replace the previously issued LPDES permit.

The principal discharge from this existing source is made into New River via local drainage, waters of the state classified for primary contact recreation, secondary contact recreation and propagation of fish and wildlife.  Under the SIC Codes 7542, 7699, and 4789, the applicant proposes to discharge process wastewater consisting of internal and external tank trailer washwater, sanitary wastewater, and stormwater runoff from an existing internal and external tank trailer washing and maintenance terminal.

During the preparation of this permit, it has been determined that the discharge will have no adverse impact on the existing uses of the receiving waterbody.  As with any discharge, however, some change in existing water quality may occur.

Written comments, written requests for a public hearing or written requests for notification of the final decision regarding this permit action may be submitted to Ms. Soumaya Ghosn at LDEQ, Public Participation Group, P.O. Box 4313, Baton Rouge, LA 70821-4313.  Written comments and/or written requests must be received by 12:30 p.m., Monday, December 6, 2010.  Written comments will be considered prior to a final permit decision.

If LDEQ finds a significant degree of public interest, a public hearing will be held.  LDEQ will send notification of the final permit decision to the applicant and to each person who has submitted written comments or a written request for notification of the final decision.

The permit application, draft permit, and statement of basis are available for review at the LDEQ, Public Records Center, Room 127, 602 North 5th Street, Baton Rouge, LA.  Viewing hours are from 8:00 a.m. to 4:30 p.m., Monday through Friday (except holidays).  The available information can also be accessed electronically on the Electronic Document Management System (EDMS) on the DEQ public website at www.deq.louisiana.gov .
