Notice is hereby given, pursuant to Article IV, Section 21(D)(1) of the Louisiana Constitution, that on May 28, 2010, Entergy Gulf States Louisiana, L.L.C. (“EGSL”) an electric public utility providing retail electric service to customers in eighteen (18) Parishes of the State of Louisiana, filed with the Louisiana Public Service Commission (“LPSC”), pursuant to Article IV, Section 21(D)(3) of the Louisiana Constitution and Title 45, Section 1163.1 of the Louisiana Revised Statutes, its Formula Rate Plan (“FRP”) Rider FRP schedule for the test year ended December 31, 2009, pursuant to LPSC Order No. U-28916 (TY 2007 FRP) decided at the October 14, 2009 Business and Executive Session of the Louisiana Public Service Commission. EGSL’s FRP filing, if approved by the Commission as filed, will result in a net FRP revenue increase of approximately $30.5 million, which increase will be implemented effective the first billing cycle of September 2010, pursuant to Section 2.B.2 of the FRP.
EGSL’s FRP has a target return on equity (“ROE”) of 10.65% with a plus or minus 75 basis points deadband in which there is no change in rates based upon earned ROE (“EROE”) for the test year. EGSL’s FRP filing for the 2009 test year reflects an EROE of 10.25%; therefore, there is no rate change due to EGSL’s cost of service sharing mechanism. EGSL has, however, reflected the following adjustments to Rider FRP revenues outside of the FRP sharing mechanism: (1) an increase of $9.671 million to reflect an extraordinary cost change associated with a required increase in decommissioning accruals related to of EGSL’s River Bend Station; and (2) an increase of approximately $20.849 million to reflect a change in the Additional Capacity Revenue Requirement pursuant to LPSC Special Order 42-2009.
It is estimated that the proposed net increase of $30.5 million will have the following effects upon EGSL customers’ bills based upon May 2010 Fuel Adjustment and Environmental Adjustment Charges. A bill for Residential Service for 1,000 kWh would increase $2.59 from $91.52 to $94.11. A bill for Small General Service for 5,000 kWh would increase $16.67 from $541.35 to $558.02. A bill for General Service for 500 kW and 255,500 kWh would increase $419.83 from $18,014.66 to $18,434.49.
Included in EGSL’s main FRP filing described above is an ancillary filing that reflects the additional changes in Total FRP Revenue that would result from certain changes to EGSL’s depreciation rates, if approved by the Commission. As a result of litigation at the Federal Energy Regulatory Commission (“FERC”) in which the LPSC challenged the propriety of depreciation rates of EGSL and other Entergy Operating Companies, EGSL and the other Entergy Operating Companies have filed new depreciation studies with the FERC and EGSL has requested that the LPSC open a subdocket in this FRP proceeding to review the depreciation studies filed at the FERC and to determine whether the existing depreciation rates remain just and reasonable and, if not, to approve the depreciation rates that it determines to be just and reasonable. The ancillary filing reflects the additional increase in Total Rider FRP Revenue that would be required under two alternative scenarios: (1) if EGSL’s depreciation rates were changed in accordance with the new depreciation studies and the estimated useful life of EGSL’s nuclear facilities is deemed to be 40 years; and (2) if EGSL’s depreciation rates were changed in accordance with the new depreciation studies and the estimated useful life of EGSL’s nuclear facilities is deemed to be 60 years. The first scenario would yield an additional increase in Rider FRP revenue of approximately $45.257 million and the second scenario would yield an additional increase of approximately $24.409 million over and above the net $30.5 million increase included in the main filing. It is the Company’s expectation that any change in depreciation rates related to its ancillary filing that is ultimately approved by the Commission would be implemented only on a prospective basis and in conjunction with the next rate implementation after any such approval occurs.
In addition to the aforementioned issues, the Company notes that pursuant to ordering paragraph 6 of LPSC Order No. U-28916 (TY 2007 FRP), the Staff, the Company, and Intervenors are currently working to design a transmission rider for EGSL, that, if adopted by the Commission, would provide for the recovery of transmission investment on a more contemporaneous basis than would be achieved absent such a rider. These efforts may ultimately result in a mechanism that may modify the current 2009 Test Year filing and/or future FRP filings.

Permanent Supportive Housing Initiative
Housing Support Team Services
CAHSD, a political subdivision of the State Of Louisiana, is conducting a fair and impartial competitive procurement process to request proposals from qualified, licensed contractors interested in providing PSH HST Services through the provision of staff with flexible work schedules to provide the following PSH activities: Tenant Services Liaison; Pre-Tenancy Assistance; Move-in Assistance; Tenancy Stabilization; and Service Coordination. The selected contractor also provides crisis prevention/intervention planning/response, non-emergency transportation services, and serves as the fiscal agent for the CAHSD PSH Housing Establishment & Preservation System (HE&PS).
The services contracted as a result of this Request for Proposals (RFP) will be directed by CAHSD and provided to the identified PSH consumer households within the seven (7) parishes served by CAHSD: East and West Baton Rouge; East and West Feliciana; Iberville; Ascension; and Pointe Coupee. Qualified contractors must be licensed by the Louisiana Department of Health and Hospitals to provide Case Management services or Supervised Independent Living services. Non-profit and for-profit agencies may submit proposals in response to this RFP, which is made possible by CAHSD.
The contract period will be renewable annually for up to 3 years, beginning July 12, 2010. A full summary of the work specifications is contained in the Proposal Guidelines package which will be available beginning June 4, 2010 through July 05, 2010.
The last date for CAHSD staff to receive questions concerning the RFP will be July 01, 2010.

STATEMENT OF WORK:
To construct roadway widening and drainage improvements along West Worthy Rd. from Boudreaux Road to the Gonzales City Limits. The type of construction being grading, drainage structures, cement stabilized base course, asphaltic concrete pavement, aggregate shoulders.
All Bids must be in accordance with the Contract Documents on file at the Parish of Ascension, Public

Copies of Specifications, Bid Documents, Contract Documents and Construction Plans for use in preparing Bids may be obtained from the Glenn G. Shaheen & Associates, Inc., 1022 S. Purpera Avenue, P.O. Where bids are to be received on forms furnished by the awarding authority, no contract documents shall be issued to anyone except a Licensed Contractor or his authorized Representatives. Each bid must be submitted in a sealed envelope bearing on the outside the name of the bidder, his/her address, contractor's state license number and the name of the project for which the bid is submitted. Contractors desiring to bid shall submit to the Engineers, with their request for Contract Documents, contract documents deposit and evidence that they hold State License of proper classification and in full force and effect.
Bid security in the amount of five percent (5%) of the Total Bid must accompany each Bid, and shall be made payable to the Owner.
The Owner reserves the right to waive any informalities or to reject any or all bids.
No bidder may withdraw his bid within forty-five (45) days after the actual date of opening thereof.
A Pre-Bid Conference is scheduled for June 15, 2010 at 10:00 a.m. at the office of GSA, Inc., 1022 S. Purpera Ave., Gonzales, LA 70737.

SOLICITATION OF PROJECT PROPOSALS
Louisiana Emergency Shelter Grants Program
The Ascension Parish Council has been issued an application package for the Emergency Shelter Grants Program (ESGP) administered by the Louisiana Department of Social Services (DSS). Funding available under the Emergency Shelter Grants Program is dedicated for the rehabilitation, renovation, or conversion of buildings for use as shelters for the homeless, and for payment of certain operating costs and social services expenses relating to homeless emergency shelter. The Program also allows funding for use in homeless prevention activities as an adjunct to other eligible activities.
Applicants for grants under the State ESG Program are limited to units of local government which may distribute all or part of their grant amounts to private nonprofit organizations for use in eligible Program activities. Nonprofit organizations interested in developing a project proposal for possible inclusion in an ESGP funding application under consideration by the Ascension Parish Council may request a copy of the proposal materials by contacting Hermina Edward-Irvin at (225) 621-1128.
To qualify for funding participation, a private nonprofit organization as defined by Program regulations must be one which is exempt from taxation under subtitle A of the Internal Revenue Code, has an accounting system and a voluntary board, and practices nondiscrimination in the provision of assistance. Matching funds (including in-kind contributions) equal to the amount of grants funds must be provided except under special circumstances when an exemption can be allowed. Program rules require that ESGP recipients involve, to the maximum extent practicable, homeless individuals and families in ESG funded activities, including constructing, renovating, maintaining, and operating facilities assisted under the ESG Program, and in providing services for occupants for these facilities.
No funding obligations shall be implied based on information in this solicitation of ESGP project proposals. The Ascension Parish Council reserves the right to accept any proposal or reject any and all proposals on such basis as may be deemed to be in its best interest. The deadline for receipt and consideration of a proposal is 12:00 noon June 15, 2009.
