LOUISIANA DEPARTMENT OF ENVIRONMENTAL QUALITY (LDEQ)

LC GEISMAR SERVICES, LLC

DRAFT WATER DISCHARGE PERMIT MODIFICATION

The LDEQ, Office of Environmental Services, is accepting written comments on a draft modification of a  Louisiana Pollutant Discharge Elimination System (LPDES) permit prepared for LC Geismar Services, LLC, P.O. Box 488, Geismar, LA 70734. The facility is located at 4266 Highway 73, Geismar, Ascension Parish. 

The principal discharge from this existing source is made into the Mississippi River, waters of the state classified for primary contact recreation, secondary contact recreation, fish and wildlife propagation and drinking water supply.  The facility also discharges wastewater to New River via local drainage, waters of the state classified for primary contact recreation, secondary contact recreation and fish and wildlife propagation.  Under the SIC  4961, the applicant proposes to discharge utility wastewaters, treated sanitary wastewater, clarifier underflow, miscellaneous non-process wastewaters, previously monitored process wastewaters, and non-process area stormwater from an existing steam and utility water supplier.

During the preparation of this permit, it has been determined that the discharge will have no adverse impact on the existing uses of the receiving waterbody.  As with any discharge, however, some change in existing water quality may occur.

This permit is being modified to DISCHARGE PREVIOUSLY MONITORED WASTEWATERS FROM DYNAMIC FUELS, LLC.  (LPDES PERMIT LA0124842) .  In accordance with LAC 33:IX.3105.B.2, only those permit limitation and conditions pertaining to the draft modifications are open to public comment.

Written comments, written requests for a public hearing or written requests for notification of the final decision regarding this permit action may be submitted to Ms. Soumaya Ghosn at LDEQ, Public Participation Group, P.O. Box 4313, Baton Rouge, LA 70821-4313.  Written comments and/or written requests must be received by 12:30 p.m., Tuesday, March 23, 2010.  Written comments will be considered prior to a final permit decision.

If LDEQ finds a significant degree of public interest, a public hearing will be held.  LDEQ will send notification of the final permit decision to the applicant and to each person who has submitted written comments or a written request for notification of the final decision.

The draft permit modification and  are available for review at the LDEQ, Public Records Center, Room 127, 602 North 5th Street, Baton Rouge, LA.  Viewing hours are from 8:00 a.m. to 4:30 p.m., Monday through Friday (except holidays).  The available information can also be accessed electronically on the Electronic Document Management System (EDMS) on the DEQ public website at www.deq.louisiana.gov.

 WASTEWATER TREATMENT UTILITIES, INC/ MEADOW RIDGE SUBDIVISION

DRAFT WATER DISCHARGE PERMIT

The LDEQ, Office of Environmental Services, is accepting written comments on a draft Louisiana Pollutant Discharge Elimination System (LPDES) permit prepared for Wastewater Treatment Utilities, Inc, Meadow Ridge Subdivision, 17188 Airline Highway, Suite M-157, Prairieville, LA 70769.  The facility is located at 17422 Karen Drive in Prairieville, Ascension Parish.  Upon issuance of this permit, the previous permit, LAG570292 will be terminated in its entirety.

The principal discharge from this existing source is made into Muddy Creek, thence into Bayou Manchac, waters of the state classified for primary contact recreation, secondary contact recreation and propagation of fish and wildlife.  Under the SIC  4952, the applicant proposes to discharge treated sanitary wastewater from a privately owned treatment works serving the Meadow Ridge Subdivision.

During the preparation of this permit, it has been determined that the discharge will have no adverse impact on the existing uses of the receiving waterbody.  As with any discharge, however, some change in existing water quality may occur.

DRAFT WATER DISCHARGE PERMIT

The LDEQ, Office of Environmental Services, is accepting written comments on a draft Louisiana Pollutant Discharge Elimination System (LPDES) permit prepared for Hexion Specialty Chemicals, Inc., P.O. Box 232, Geismar, Louisiana 70734.  The facility is located at 9288 Louisiana Highway 75, Geismar, Ascension Parish.

The principal discharge from this existing source is made into the Mississippi River, waters of the state classified for primary contact recreation, secondary contact recreation, fish and wildlife propagation and drinking water supply.  The faclity also discharges to New River via an unnamed drainage ditch, waters of the state classified for primary contact recreation, secondary contact recreation and fish and wildlife propagation .  Under the SIC Codes 2869, the applicant proposes to discharge utility wastewaters, sanitary wastewater, and stormwater runoff from an existing organic chemical manufacturing facility.

During the preparation of this permit, it has been determined that the discharge will have no adverse impact on the existing uses of the receiving waterbody.  As with any discharge, however, some change in existing water quality may occur.

Written comments, written requests for a public hearing or written requests for notification of the final decision regarding this permit action may be submitted to Ms. Soumaya Ghosn at LDEQ, Public Participation Group, P.O. Minutes of the Ascension Parish Tourism Commission (APTC)

October 27, 2009

COMMITTEE REPORTS

Personnel

Ramon reported that all employees have received, reviewed and signed for the APTC Employee Handbook and their job description. 

Finance

Discussed the Commission’s current financial report.   Hotel/Motel tax collection amount for September, 2009 was $23,110.14 and the amount for October, 2009 was $21,468.87.  The amount collected for September was an increase from the previous month and the amount collected for October was a decrease from the amount collected in the month of September of 2009.  A report was provided to the Board regarding the expenses and funds received for the 3rd quarter of 2009 and the beginning of the 4th quarter. 

Ramon distributed a draft copy of the Amended Budget for 2009 and the draft of copy the 2010 Budget.  Robert Judice discussed the draft budgets with the Commission Members.  It was pointed out that the budget for 2010 has been cut by one third.  Susan Phillips gave a report on the results of the Finance Committee Meeting.   She discussed the amount of funds available in 2010 to APTC for operation expenses and marketing and advertising.  The Finance Committee will meet again to finalize the drafts of the Amended 2009 Budget and the 2010 Budget that will be presented at a special meeting in December for approval.  Elinda Taillon requested information on the operation and history of the Donaldsonville Welcome Center.  The Board discussed the future operation of the Welcome Center in light of the budget cut and increase in hourly pay for the part-time travel counselors who operate it.  The decision was made to schedule a meeting with Mayor Sullivan to discuss the operation of the Welcome Center in 2009 and determine if the Co operative endeavor will continue for 2010.  

Advertising/Marketing

Susan Ringwald gave a report on the results of the Marketing/Advertising Meeting held prior to the Board Meeting.  The Committee is recommending that funds be allocated for brochure distribution through Certified Distribution, Web Enhancements and Internet Marketing, Where Magazine advertising on a limited basis and participation in Southeast Louisiana Gumbo Marketing Co op for 2010 in addition to the advertising that the Board had committed to at a previous meeting. 

New Business

Robert Judice presented the AEDC Lease Expense report to the Board.  The monthly amount is $847.79.  Motion made by Cecily Boudreaux to approve the APTC Lease amount.  Second by Susan Phillips.

Loretta Templet provided the list of meeting dates for 2010.  Motion made by Cecily Boudreaux to accept the following dates for Board Meetings in 2010 to be held at 6:00p.m. at the Sorrento Welcome Center:

Robert Judice discussed the need for the Board to obtain D & O insurance.  A price quote is being obtained for consideration by the Board.

Old Business

Robert Judice reported that contracts to handle the use of media, video, photos and print ads by APTC’s tourism industry partners are completed.  Ramon will send copies to all Board Members, Loretta Templet and Mike Poirrier.  Ramon reported that a phone poll was taken with the Board Members regarding the request by Mr. Ricky Goff for sponsorship money for the Cajun Indoor Kart Nationals.  All members voted no to the request with the exception of Alyce J. Smith-Robinson.  APTC did provide ditty bags to the participants and calendar of event listings on the Commission’s website and brochure and the State’s website.  A special brochure was also created with special discounts offered by area tourism partners during the event. 

Next meeting is scheduled for Tuesday, January 12, 2010.

Robert Judice appointed Elinda Taillon to the Finance Committee to fill the vacancy created by the resignation of Alyce J. Smith-Robinson.

The Board discussed the Amended 2009 Budget and the 2010 Budget.
