ADVERTISEMENT FOR BIDS

The Parish of Ascension hereby advertises for bids for construction of Transfer of Jail Sewerage Flow to Donaldsonville Wastewater Treatment Plant as follows:

Contract Owner: Ascension Parish

Contract Name: Transfer of Jail Sewerage Flow to Donaldsonville Wastewater Treatment Plant

Principal Work Location: The Contract Work will be located generally at Donaldsonville, LA.

Description of Basic Work:  The Contract Work comprises of installation of a duplex sewer lift station, approximately 18,000 linear feet of 10” HDPE Pipe, miscellaneous gravity lines, and abandoning the existing sewer treatment plant. 

Bids:  Sealed Bids must be received by the Ascension Parish Government Purchasing Department, 120 East Railroad Street, Gonzales, 70737 (mailing P.O. Box 2392, Gonzales, Louisiana 70707) either by mail or hand delivery, no later than 10:00 a.m. local time on February 10, 2010.  The Owner reserves the right to reject any and all Bids, to waive any and all informalities not involving price, time or changes in the Work, and the right to disregard all nonconforming, nonresponsive, unbalanced or conditional Bids.

Bidding Documents: The Bidding Documents (the Contract Documents, Specifications and Drawings) are available to Contractors who are properly licensed in Louisiana or to bona fide suppliers of materials and equipment for purchase and/or review at the office of the Engineer for the contract, Davezac Consulting Engineers, LLC., located at 13658 River Road, Destrehan, Louisiana. 

A payment of $ 200.00 in cash or check payable to the Engineer will be required for each complete set of the Bidding Documents.  This payment is nonrefundable as provided in the Louisiana Revised Statues.

Pre-Bid Conference: A Non-Mandatory Pre-Bid Conference to discuss the scope of the project and the requirements of the Bidding and Contract Documents will be held on January 26, 2010, at 10:00a.m.at the Ascension Parish Courthouse, (2nd Floor Conference Executive Room), 828 S. Irma Blvd., Gonzales, Louisiana, 70737.  The Pre-Bid Conference is not mandatory but is highly recommended.

Any contract or contracts awarded under this invitation for bids are expected to be funded in part by a grant from the United States Environmental Protection Agency.   Neither the United States nor any of its departments, agencies or employees is or will be a party to this invitation for bids or any resulting contract.  This procurement will be subject to regulations contained in 40 CFR Part 31 excluding the Davis-Bacon Act requirements and the Buy American provisions.

Pump Station No. 19 Reconstruction & Force Main Extensions

STATEMENT OF WORK:

Construct a new regional sanitary sewer pump station adjacent to the existing P.S. #19; install new gravity sewers and force main between the existing P.S. #40 and the P.S. #19 site; abandon and demolish the existing P.S. #19; upgrade PS#8 and PS#23, install an emergency pump out connection on the discharge of PS#4; and extend the existing P.S. #40 force main from the southeast corner of Vesta Trailer Park to the existing Wastewater Treatment Plant.

All Bids must be in accordance with the Contract Documents on file at the City of Gonzales, 120 S. Irma Blvd., Gonzales, Louisiana 70737.

Copies of Specifications, Bid Documents, Contract Documents and Construction Plans for use in preparing Bids may be obtained from the office of Glenn G. Shaheen & Associates, Inc., 1022 S. Purpera Avenue, P.O. Box 298, Gonzales, LA 70707-0298, (225) 644-5523 upon payment of One hundred fifty and 00/100 Dollars ($150.00) dollars per set. Documents can be mailed to bidders for an additional $5.00 per set.  Deposits on the first set of Documents furnished to bona fide Prime Bidders, fully licensed by the Louisiana State Licensing Board of Contractors, will be fully refunded upon return of the documents in original condition and no later than ten (10) days after receipt of Bids.  On other sets of documents furnished to said Prime Bidders, the deposit less actual cost of reproduction will be refunded upon return of the documents in original condition and no later than ten (10) days after receipt of bids.  No refund will be made to non-bidders or sub-bidders.

Where bids are to be received or forms furnished by the awarding authority, no Proposal Forms or Specifications shall be issued to anyone except a Licensed Contractor or his authorized Representatives.  In no event shall Proposal Forms be issued later than twenty-four (24) hours prior to the hour and date set for receiving proposals.

Each bid must be submitted in a sealed envelope bearing on the outside the name of the bidder, his/her address, contractor's state license number and the name of the project for which the bid is submitted.  If forwarded by mail, the sealed envelope containing the bid must be enclosed in another envelope addressed to the City of Gonzales, 120 S. Irma Blvd., Gonzales, LA 70737.

Contractors desiring to bid shall submit to the Engineers, with their request for Contract Documents, contract documents deposit and evidence that they hold State License of proper classification and in full force and effect.

Bid security in the amount of five percent (5%) of the Total Bid must accompany each Bid, and shall be made payable to the Owner. 

Each Bidder must deposit with his/her bid, security in the amount, for and subject to the conditions provided in the Information for Bidders.  Sureties used for obtaining bonds must appear as acceptable on the U.S. Department of Treasury Circular 570.

The Owner reserves the right to waive any informalities or to reject any or all bids.

No bidder may withdraw his bid within forty-five (45) days after the actual date of opening thereof.

A Pre-Bid Conference is scheduled for Wednesday January 27, 2010 at 2:00 P.M. at the office of GSA, Inc., 1022 S. Purpera Avenue, Gonzales, Louisiana. 70737.
