The Ascension Parish School Board met in regular session on Tuesday, December 1, 2009 at 6:30 P.M. in the School Board Office, Donaldsonville, Louisiana.  Mr. Edward Price, President, presided.

On roll call the following members were in attendance:

Mr. Nickens opened with a prayer.

Mr. Gautreau led the Pledge of Allegiance.

Mr. Diez read the mission statement.

On a motion by Mrs. Russo and seconded by Mr. Kleinpeter, the board unanimously approved the minutes of November 17, 2009.

Under Election of Officers, a motion was made by Mr. Nickens to nominate Mr. Edward Price as President of the Ascension Parish School Board beginning January 1, 2010.  The motion was seconded by Mr. Jarreau and unanimously approved by the board.

Mr. Price thanked the board for the confidence that they continue to put in him.  He will continue to work hard to always put the children of Ascension Parish first.  He is proud to say we are moving forward as a parish.

Mrs. Russo made a motion to nominate Mr. Troy Gautreau, Sr. as Vice-President of the Ascension Parish School Board beginning January 1, 2010.  The motion was seconded by Mr. Murphy and unanimously approved by the board.

Mr. Gautreau thanked Mrs. Russo for the nomination and said he looks forward to working with Mr. Price.  He will learn whatever he can and do his best.

Mr. Songy said the Personnel Committee met last night to conduct interviews for the position of Supervisor of Child Nutrition.  Three very good candidates were interviewed.  It was the recommendation of the Personnel Committee to appoint Ms. Leuna Johnson as Supervisor of Child Nutrition effective January 5, 2010.  On a motion by Mrs. Russo and seconded by Mr. Diez, the board unanimously approved the above recommendation.

Ms. Johnson said she was humbled, honored and elated to be appointed as Supervisor of Child Nutrition in this fine district.  She will deliver a positive contribution and said she will make the board proud.

On a motion by Mr. Murphy and seconded by Mrs. Davis, the board unanimously approved the following items under consent agenda:

Under Committee Reports, Mr. Gautreau said the Technology Committee met today.  The following report was given:

Current Project Updates

Report on equipment installs at the schools

The Second Phase of installs is complete and the Third Phase is now beginning. Phase two involved about 500 work stations. Phase three will involve approximately another 300 workstations and should place printers in all classrooms.

Connections for Video Conferencing with the Ascension Parish Government (Office of Emergency Preparedness)

The Video Conferencing systems for communication are set up in the Planning and Construction Dept. Conference Room and at BC Alwes. These systems can be used to do conferencing between these sites, with outside video conferencing trainings, and with Donaldsonville High School who has also implemented a system.

Report on Ongoing Communication Efforts from the Technology Department

Tech-Notes:  A new tech notes will be distributed tomorrow

Review Survey  -  Mr. Ragusa and the committee reviewed some survey questions and identified the questions to be used and how to communicate the survey’s existence and encourage participation. Mr. Gautreau would like to review the survey at a January meeting and post it in January.

Report on Video Surveillance RFP – The Committee recommended LA Tech as the highest scoring proposer meeting the specifications. The board briefly discussed these first schools and the remainder of the project.

Mr. Gautreau said the Budget Review Committee met today.  The following report was given:

Review of the 2009-2010 Sales Tax Collections as of October 31, 2009

Review of the 2009-2010 General Fund Budget as of October 31, 2009

Mr. Nickens scheduled an Executive Committee meeting for Tuesday, January 5, 2010, at 6:00 P.M.

Under Superintendent’s Comments, Mr. Songy said that new regulations for the Race to the Top grant were sent. We may now consider applying for funding for expansion to the Teacher Advancement Program, and also for a Data Warehouse project.  We are still waiting for final regulations/application.  We may apply if the conditions are suitable to our parish.

Mr. Songy noted that the location of the Board and Staff Christmas party on December 15, 2009, was changed to Elegant Affairs.

He also noted that membership cards for LSBA were in board member packets.

There were no comments under Board Comments.

There was no action under Action Item Review.

On a motion by Mr. Broussard and seconded by Mr. Diez, the board unanimously agreed that the meeting be adjourned.

PARISH OF ASCENSION

ORDINANCE

PURPOSE:    To authorize the exchange of certain immovable property owned by the Parish of Ascension for certain immovable property owned by the City of Gonzales for the purpose of completing the Roddy Road Widening from LA 621 to LA 931 road construction project.

WHEREAS, The Parish of Ascension through the Department of Public Works has engaged in a road project entitled, “Roddy Road Widening from LA 621 to LA 931”; and

WHEREAS, the Parish of Ascension owns certain immovable property within said Parish road project, more fully described in the attached Act of Exchange, attached hereto and made a part hereof as Exhibit A; and

WHEREAS, the City of Gonzales also owns certain immovable property within said Parish road project, more fully described in the attached Act of Exchange, having the same approximate value as said land owned by the Parish of Ascension; and

WHEREAS, in order to complete said Parish road construction project, it is the intent of both the City of Gonzales and the Parish of Ascension to make an even exchange of the two pieces of immovable property described in the attached Act of Exchange.

THEREFORE, BE IT ORDAINED that the Ascension Parish Council authorizes the transfer of certain immovable property owned by the Parish of Ascension to the City of Gonzales. In exchange, the Ascension Parish Council agrees to accept the transfer of certain immovable property owned by the City of Gonzales to the Parish of Ascension, in accordance with the terms of the Act of Exchange document attached hereto and made a part hereof as Exhibit “A,” and the Local Services Agreement attached hereto and made a part hereof as Exhibit “B.” (These Exhibits may be reviewed in the Office of the Parish

Secretary, 208 E. Railroad Street, Gonzales, LA 70737.)

BE IT FURTHER ORDAINED that the exchange of the property is subject to approval by the Parish Attorney and contingent upon the City of Gonzales being able to deliver a good and merchantable title and that Tommy Martinez, Parish President, is authorized to sign all necessary documents on behalf of the Parish.

  ORDINANCE

Purpose: 

To declare the below described property as surplus and transfer title pursuant to a Cooperative Endeavor Agreement attached hereto and made a part hereof.

WHEREAS, the Parish of Ascension owns a 1978 Ford FMC pumper truck with a vehicle identification number of F82JVAG5527, that is surplus equipment and is no longer needed by the Parish,

WHEREAS, the Village of Sicily Island has need for this equipment and is willing to offer valuable services to the Parish of Ascension in exchange for said equipment,

THEREFORE BE IT ORDAINED that the Ascension Parish Council, as the governing authority in and for the Parish of Ascension does hereby declare the aforementioned vehicle to be surplus and authorize the conveyance and transfer of all rights, title and interest in one 1978 Ford FMC fire truck bearing vehicle identification number F82JVAG5527 to the Village of Sicily Island as is, and without warranty of any kind for the terms and conditions as set forth in the Cooperative Endeavor Agreement attached hereto and made a part hereof.

This ordinance having been submitted to a vote, the vote thereon was as follows:

AN ORDINANCE to amend the ordinance approving, adopting, and appropriating the 2009 Operating and Capital Budgets for the Parish of Ascension, adopted by the Ascension Parish Council on the 20th day of November, 2008. 

SECTION ONE.  THE ASCENSION PARISH COUNCIL HEREBY ORDAINS, that the ordinance approving, adopting, and appropriating the 2009 Operating and Capital Budgets for the Parish of Ascension, is hereby amended, approved and appropriated as follows:

Expenditures:

    Appropriations & Grants            $  246,659

(To appropriate additional funds for the planning and design of environmental infrastructure improvements in Ascension Parish as prepared by the U. S. Army Corps of Engineers.  These funds will be paid from the Fund Balance.)

PUBLIC NOTICE

The Ascension Parish Sheriff’s Department is filing notice of livestock recovered by Ascension Parish Sheriff’s Office Range Rider. Livestock described as:

Pot Belly Pig, white, male

Pig was recovered from the area of 17479 Blossom Trail (Autumn Woods Neighborhood), Prairieville, La, on December 31, 2009.

Any person claiming to be the owner of the above described livestock shall contact the Sheriff’s Office at 225 473-8671 during regular business hours no later than January 25, 2010. Owner shall pay $10.00 for each head of animal and $2.00 per day for the cost of feeding and caring for the livestock according to R.S. 3:3004 & 3:3005.
