DRAFT WATER DISCHARGE PERMIT MODIFICATION

The LDEQ, Office of Environmental Services, is accepting written comments on a draft modification of a Louisiana Pollutant Discharge Elimination System (LPDES) permit prepared for Lion Copolymer Geismar, LLC, Geismar Facility, Post Office Box 397, Geismar, Louisiana 70734.  The facility is located at 36191 Louisiana Highway 30 in Geismar, Ascension Parish.

The principal discharge from this existing source is made into he Mississippi River via an outfall at the neighboring Air Liquide Large Industries U.S. LP, Air Liquide Geismar Utility Services Facility (LA0006220) for Outfall 001 and the New River via local drainage for Outfall 002, waters of the state classified for primary contact recreation, secondary contact recreation, propagation of fish and wildlife, and drinking water supply.  Under the SIC  2822, 2869, and 2899, the applicant proposes to discharge treated process wastewater and process area stormwater, miscellaneous wastewaters, utility wastewaters, and non-process area stormwater (Outfall 001) and low contamination potential stormwater runoff, miscellaneous operational and maintenance wastewaters, and utility wastewater (Outfall 002) from an existing an integrated chemical manufacturing facility that produces EPDM synthetic rubber and other industrial organic chemicals.

During the preparation of this permit, it has been determined that the discharge will have no adverse impact on the existing uses of the receiving waterbody.  As with any discharge, however, some change in existing water quality may occur.

This permit is being modified to INCREASE LIMITATIONS AT OUTFALL 001 AND CHANGE THE BIOMONITORING DILUTION SERIES DUE TO AN INCREASE IN  SYNTHETIC RUBBER PRODUCTION AND FLOW.  In accordance with LAC 33:IX.3105.B.2, only those permit limitation and conditions pertaining to the draft modifications are open to public comment.

This permit was processed as an expedited permit in accordance with LAC 33:I.Chapter 18.

The Parish wishes to select one to three firms to complete multiple submittal packages that follow the requirements of the Project Selection Process detailed on the CRPC website (http://crpc-la.org/).  

Project Summary:
Ascension Parish is requesting qualifications from responsible firms that have experience in providing LaDOTD Stage 0 studies and similar on projects in the Baton Rouge MPO Urbanized Area. The Parish is currently preparing a list of preservation projects and intersection projects to be submitted by the project submission deadline of April 16, 2012. All projects will fall into either the “System Preservation” or “Safety and Other” categories.  
    
Scope
The Parish of Ascension is soliciting qualification statements for engineering services to prepare submittals that meet the requirements of the Project Selection Process detailed on the CRPC website for multiple projects throughout the Parish.  This project requires an immediate response from the selected consultants with a short turn around period. A contract generated for this RFQ will be made with a task order structure. Tasks will be issued as necessary.

The consultant will provide intergovernmental strategic consulting and advocacy services relating to Federal, state programs and policies of interest to the Parish of Ascension.

The Consultant will assist Ascension Parish in the developing specific strategies to address pursuing appropriations in the federal surface transportation reauthorization, reauthorization of the water resources development act and the competitive grant process for federal funds.

The Consultant will also assist Ascension Parish by providing intergovernmental services related to Louisiana State Government, focusing on relations with the Louisiana Legislature, Governor’s Office, departments and agencies of government.  The Consultant will assist the Parish in developing strategies to access the appropriations, capital outlay, and transportation and state grants process.

The Consultant will assist the Parish as directed on developing intergovernmental issues.

The Consultant will establish and maintain relations with the Louisiana Congressional Members and the members of the Louisiana Legislative Delegation.

The Consultant will follow the directions of the Parish President and /or Chief Administrative Officer and keep them informed of his activities.

The contract will begin April 1, 2012 and expire March 31, 2013 with two one year options to renew.

The work on this project entails dredging the Partial Mix Cells (Cells 2, 3, and 4) of the existing City of Donaldsonville Wastewater Treatment Plant to remove the excess wastewater biosolids. The treatment plant is located on LA Hwy. 70 at the Ascension Parish/Assumption Parish line.

All Bids must be in accordance with the Contract Documents on file at the Ascension Parish Grants Department, 122 E. Railroad Ave., Gonzales, LA 70737.

Copies of Specifications, Bid Documents, Contract Documents and Construction Drawings for use in preparing Bids may be obtained from Glenn G. Shaheen & Associates, Inc. (GSA, Inc.) upon payment of One Hundred Fifty Dollars ($150.00) per set made payable to GSA, Inc.  Documents can be mailed to bidders for an additional $5.00 per set.  No refunds will be made for returned drawings.

Where bids are to be received on forms furnished by the awarding authority, no contract documents shall be issued to anyone except a Licensed Contractor or his authorized Representatives.  In no event shall any documents for bidding be issued later than twenty-four (24) hours prior to the hour and date set for receiving bids.

Each bid must be submitted in a sealed envelope bearing on the outside the name of the bidder, his/her address, contractor’s state license number and the name of the project for which the bid is submitted.  If forwarded by mail, the sealed envelope containing the bid must be enclosed in another envelope addressed to the Ascension Parish Purchasing Department, 120 East Railroad Street, Gonzales, Louisiana (P.O. Box 2392, Gonzales, Louisiana 70707), mailed certified mail and must be received no later than the bid opening.

Contractors desiring to bid shall submit to GSA, Inc., with their request for Contract Documents, contract documents deposit and evidence that they hold State License of proper classification and in full force and effect.

Bid security in the amount of five percent (5%) of the Total Bid must accompany each Bid, and shall be made payable to the Owner.  

The Owner reserves the right to waive any informalities or to reject any or all bids.

No bidder may withdraw his bid within forty-five (45) days after the actual date of opening thereof.

Loader and Excavator Leasing Services

1.0    Parish of Ascension is seeking proposals from qualified companies to provide Loaders and Excavators Leasing services.  Parish of Ascension RESERVES THE RIGHT TO AWARD THE RFP TO ONE OR MORE VENDORS. The service provider will be asked to bid 36 month term lease.  This RFP establishes a general scope and terms of services that should form the basis of each bidder’s proposal, and the Parish will tentatively select a successful bidder on the basis of the submitted proposals.  However, the Parish hereby notifies all prospective bidders that it reserves the right to enter into discussions with the tentative awardees to negotiate appropriate tailoring of the selected proposals and create a finalized set of terms and conditions for the contract.  The Parish is taking this approach because the nature of the requirements and the varied details concerning how it might be satisfied by different contractors may necessitate additional clarification.

The Ascension Parish School Board met in regular session on Tuesday, January 10, 2012 at 6:30 P.M. in the School Board Office, Donaldsonville, Louisiana.  Mr. A.J. Nickens, President, presided.

On roll call the following members were in attendance:

Mrs. Wimberly opened with a prayer.

Mr. Gautreau led the Pledge of Allegiance.

Mr. Kleinpeter read the mission statement.

On a motion by Mrs. Russo and seconded by Mr. Kleinpeter, the board unanimously approved the minutes of January 3, 2012.

Mrs. Pujol noted that according to law a proclamation has to be approved calling a special election to fill the unexpired term of Mr. Edward Price as School Board Member for District 3.  On a motion by Mr. Murphy and seconded by Mr. Gautreau, the board unanimously approved a proclamation calling a special election. (Attachment A)

Mrs. Pujol said that according to law a resolution has to be approved to appoint an interim school board member to fill the vacancy in District 3.  It was moved by Mrs. Davis and seconded by Mr. Kleinpeter to appoint Mr. Jesse Bartley as Interim School Board Member for District 3.  On a motion by Mrs. Wimberly and seconded by Mr. Kleinpeter, the board unanimously approved to close the floor for nominations.  

Mr. Bourgeois asked if he could know who Mr. Bartley is before he places his vote since he doesn’t know his background.  

Mrs. Davis said that since she made the motion to nominate Mr. Bartley she presented the following information.  Mr. Jesse Bartley held the positions as teacher, principal, supervisor then retired as Director of Elementary Education for Ascension Parish School System.  He then worked for the Ascension Parish Sheriff’s Department and is actively involved in his community and church.  He belongs to many civic and social organizations.  Most people in the parish schools know his qualifications.

The following vote was taken to appoint Mr. Jesse Bartley as interim school board member:

Yeas: Kleinpeter, Nickens, Davis, Pearce, Wimberly
Nays: Gautreau, Russo, Diez, Murphy, Bourgeois
Absent:  None

The motion failed.

Mrs. Pujol noted that if within 10 days of Mr. Price’s retirement the board does not appoint a replacement, then the Governor will make that appointment.  The board does have one more meeting it can vote on this issue.

Mrs. Meredith Hathorn, Foley & Judell Lawyer, presented a resolution giving preliminary approval to issue $1,460,775 of general obligation bonds for the construction rehabilitation repair of school facilities.  On a motion by Mr. Gautreau and seconded by Mr. Kleinpeter, the board unanimously approved a resolution giving preliminary approval to the issuance of not to exceed one million, four hundred sixty thousand, seven hundred seventy-five dollars ($1,460,775) of Taxable general obligation bonds (QSCB), in one or more series, of the parish school board of the Parish of Ascension, State of Louisiana providing certain terms of said bonds, making application to the state bond commission for the approval of said bonds, and providing for other matters in connection therewith. (Attachment B)

Mrs. Pujol recommended that the proposed 2012-2013 school calendar be approved.  On a motion by Mrs. Davis and seconded by Mrs. Russo, the board approved the above recommendation. (Attachment C)

Ms. Ronda Matthews spoke about a dropout prevention program JAG (Jobs for America’s Graduates) that works with at-risk and disadvantaged students.  One of our JAG specialists was recently recognized as one the top 10 JAG specialist in the state.  Ms. Matthews was honored to recognize Ms. Melissa Zeller who has gone above and beyond her JAG duties.  She was also acknowledged by State Director of JAG and Dropout Coordinator for the state, Ms. Diane Keller, who believes we have the best JAG specialist in the nation.

Mrs. Pujol congratulated Missy and said that some years ago when she was Director of Secondary Schools she, along with Ms. Ginger Weber,  interviewed Missy and they put her in this position.  Missy has certainly moved to the potential they saw in her.

Ms. Zeller thanked the staff at the Alternative School as well as Ms. Matthews and Ms. Keller.  Without all of these individuals she would not be where she is today.

On a motion by Mr. Diez and seconded by Mr. Gautreau the board unanimously approved the following items under Consent Agenda:

Under Committee Reports, Mr. Bourgeois said that the Facility Management Committee met today.  The following report was given:

Mr. Lynch informed the committee that the Parker Rd property agriculture lease is complete and in use.
Mr. Lynch informed the committee that he was contacted by the Legal Street Riders on a possible lease agreement on the old Lowery school facility.
Mr. Lynch informed the committee that the parish government would like to have an exclusive lease agreement with the gym at BC Alwes. The committee agreed as long as Head Start can still use the gym for its daily operations.
Mr. Lynch informed the committee that he is awaiting the return of the draft lease on the Galvez middle tennis courts.
Mr. Lynch updated the committee on the application process for possible annexation of the recently purchased MP Evans property into the city of Gonzales. The committee authorized staff to pursue the application.
Mr. Lynch updated the committee on the legal suit filed against the developer of Orange Grove over the water line extension to Sorrento Primary.
Mr. Lynch updated the committee on the revised utility usage agreement. The committee requested that the liability insurance must be obtained by all parties requesting the use of APSB facilities. The committee also requested to add some verbiage that APSB facilities are a drug free zone.
This concluded the Facility Management Committee Meeting.

Under Superintendent’s Comments, Mrs. Pujol noted the following:
Several resolutions from neighboring school boards are in board member packets.
Reminded board members of the LSBA Convention March 1-3 in Lafayette.  Please let Robbin know if you plan to attend.
Staff Development Day will be Friday at individual schools.
Several administrators will be attending a State Leadership for Change summit that the Governor has called.  
The State reported additional monies in our TIF grant.  We have an opportunity to bring an additional school to TAP.  The staff has decided to add Carver Primary to TAP.
Reminded board members that bond closing will be January 19, at 10:00 A.M.

Under Board Comments, Mrs. Russo said that the resolution committee for LSBA will be presenting some emergency resolutions.  They will be sent to all board members.

Mr. Bourgeois said it has been one year since he was elected to this board.  He noted that our team of administrators has done an outstanding job with working with board members; however the lack of communication amongst this board is probably the worst he has ever dealt with.  There needs to be a method of collaboration of the board.  This parish needs to continue to move forward for the best interest of our children.  Mr. Bourgeois stressed the importance of establishing a protocol for communication between board members.

Mrs. Wimberly asked where the board goes now as far as an interim board member for District 3.  Do we have to go to the Governor? She said the board needs to put their selfishness aside.  This board needs to be there for the Superintendent and staff.  Mrs. Wimberly said that if she offended someone please forgive her or come to her.  She also said if someone has a problem with her being Vice-President to please tell her. The position is not that important to her.

There was no discussion under Action Item Review.

Mr. Nickens said that committee appointments will be held off until the interim board member is appointed.

On a motion by Mr. Murphy and seconded by Mr. Bourgeois, the board unanimously agreed that the meeting be adjourned.
