NOTICE – In the matter of the Succession of John Henry Collins, Probate No. 15321, Twenty-third Judicial District Court, Parish of Ascension, State of Louisiana.  Newspaper Advertisement for Private Sale:  Since the Succession of John Henry Collins, of the above estate has made application to the Court for the Sale at private sale of the immovable and movable property described as follows:

A.        1.    One (1) certain lot or parcel of ground together with all buildings and improvement located thereon situated in Ascension Parish, Louisiana, and being more particularly described according to a map entitled ATimberlake Estates Phase One@ made by W. Kenneth Moore and Associates, C.E., dated Baton Rouge, Louisiana, March 12, 1975 as LOT SIX (6) according to said map; said lot having a front of two hundred seventeen and sixty-two-hundredths (217.62) feet on Henderson Bayou Road (existing) by a depth of three hundred twelve an thirty-five hundredths (312.35) feet (plus ten (10) feet as shown on said map) on the North side and having a rear measurement of two hundred and ninety-one-hundredths (202.91) feet;

Kenneth Moore Associates, C.E. dated September 21, 1974 and recorded in the Conveyance Records of Ascension Parish under file #132669, then measures West a distance of two hundred thirty-nine and fifty-nine hundredths (239.59) feet to the northwest corner of Lot Four (4) of said subdivision, then North a distance of one hundred ninety and two-tenths (190.2) feet, then East a distance of two hundred twenty nine and six-tenths (229.6) feet to the northwest corner of Lot (6) as corrected by Act of Correction recorded in C.O.B. 270, folio 378 of Ascension Parish, thence South a distance of two hundred two and forty-four hundredths (202.44) feet to the point of beginning, containing 1.057 acres;

The two parcels hereinabove described being contiguous and forming one unit of property for purposes of this sale.

MINUTES OF A SPECIAL MEETING OF THE MAYOR AND COUNCIL, TOWN OF SORRENTO, TUESDAY, OCTOBER 12, 2010, 6:00 P.M.,
SORRENTO TOWN HALL, SORRENTO, LOUISIANA

Members Present:

   Motion by Councilman Marvin Martin and seconded by Councilman Wilson Longanecker, Jr. to adopt Ordinance 10-09.

Ordinance #10-09

An ordinance to amend Section 12, Chapter 7 of the Sorrento Code of Ordinances to allow for certain restaurant establishments to serve alcoholic beverages until 2:00 a.m. on certain days of the week.

BE IT ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF SORRENTO:

Section 12, Chapter 7, of the Code of Ordinances is hereby amended as follows:

Section 1.  It shall be unlawful under the provisions of this chapter for the proprietor, owner, agent, or employees of any barroom, club, tavern, lounge, or other establishment where alcoholic beverages are sold and consumed on the premises to serve drinks of any kind, whether alcoholic content or not, in or on the premises during the hours between twelve o’clock midnight and six o’clock a.m., during which hours said establishment shall remain closed. 

Section 2.  Exception for Certain Restaurants.  Notwithstanding the previous paragraph, any restaurant establishment with a valid permit or license to sell alcoholic beverages from the State Office of Alcohol and Tobacco Control, and which serves food as its primary source of business, may serve alcoholic/non alcoholic beverages approved by said permit past twelve o’clock midnight on Thursday, Friday, and Saturday nights only until two o’clock a.m. the following mornings.

Section 3. The remainder of Section 12, dealing with penalties, shall remain in effect as written.

Section 4. This ordinance shall be effective upon adoption.

The foregoing ordinance was introduced on October 5, 2010, by Councilman Lionel Melancon, Jr.  A public hearing was held, notice of which was duly published.  Upon the title being read and the ordinance considered, on motion by Councilman Marvin Martin, and seconded by Councilman Wilson Longanecker, Jr., to adopt said ordinance, a record vote was taken and the following result was had.

NEAS:   None

ABSENT:   Milton Vicknair, Lionel Melancon, Jr.

Whereupon, the presiding officers declared the ordinance duly adopted.

2009 P&N Financial Statement Review
Ben Couch with Postlethwaite & Netterville Accounting Firm presented the Board Members with the results of the Financial Statement Review for APTC for 2009. 

Vacated Board Member Position
Elinda Taillon confirmed that she had accepted the letter of resignation from Wendy Perniciaro.  All Board Members had received a copy of the resignation letter.  She also informed the Board that the Parish President’s Office had been notified and they are in the process of advertising for applicants to fill the vacancy.

COMMITTEE REPORTS

Finance
Discussed the Commission’s current financial report.   Hotel/Motel tax collection amount for April, 2010 was $28,072.12, for May, 2010 was $21,111.60, for June, 2010 was $21,666.44 and for July, 2010 was 21,215.63.  A report was provided to the Board regarding the expenses and funds received for the 2nd quarter of 2010 and the beginning of the 3rd quarter of 2010.  Ray Hays will contact Merrill Lynch to obtain information on management of APTC funds.  Copies of the current year’s budget were given to the Board Members.  The Finance and Marketing/Advertising Committees will meet to discuss and make recommendations for the 2010 amended budget and the 2011 budget. Ramon also informed the Board of a change in travel consumer shows that the Southeast Louisiana Gumbo Co op was participating in.  Motion made by Susan Ringwald to change APTC’s participation to the Adventures In Travel Dallas Show instead of the FMCA Spring Rally.  Second by Walter R. Hays, Jr.

Advertising/Marketing
Ramon presented a report on the monthly meetings, events and activities that the APTC staff and Board Members participated in from April through July 12, 2010.  Elinda Taillon stated that the Parish President and Council Chairman have expressed an interest in partnering with APTC at several events in state and out of state.  APTC will be allowed to make a presentation at the Parish Council Meeting on August 19, 2010.  Ray Hays reported that the Advertising and Marketing Committee met and discussed the marketing and advertising initiatives that could be utilized if an increase in Hotel/Motel tax is received.  Board members were shown the latest ads in Where Magazine, APTC’s initial press release and thank you letters from the Lt. Governor’s Office and film staff from the Movie, Flypaper.  Copies of the new APTC travel guide were given to the Board Members.  Tony Lawson reported that the made for TV movie, Revenge of the Bridesmaid, filmed at Houmas House Plantation and Gardens, will air on ABC, Sunday, July 18, 2010 at 7:00p.m.

Up Coming Parish Events
Ray Hays gave a status report on the planning for the Dixie Youth World Series scheduled in August.  APTC travel guides were included in packets sent to the coaches of each team participating.  Ray will get further information regarding opportunities for APTC to distribute promotional information to the families of the participants at the opening ceremony and throughout the event.  Ramon gave a status report on the Festival of Festivals Event.  Organizers have come up with a musical line up for the event.  Because contracts have not been signed the names of the musical acts have not been released.  APTC has sent completed forms for three booth commitments totaling representation of 13 festivals.

New Business
Elinda Taillon had planned to discuss the process for requesting an increase in Hotel/Motel Tax.  However, clarification on several steps of the process is needed.  Board Members have received a list of objectives for this endeavor. The Board will proceed after further clarification is received.

Mr. Wally Taillon was sworn in as a Tourism Commission Board Member by Michael Poirrier.

Alaric Corporation Presentation
Larry Townsend, owner of Alaric Corporation presented his proposal to the Tourism Commission to provide computer hardware, backup services, network services and monthly data management services.  He discussed the history of his company and the services that he provides.  Mr. Townsend also answered questions from various Board Members.
Discussion was requested by Tony Lawson for clarification of actual contract costs.
Motion made by Susan Ringwald to accept Alaric Corporation’s proposal and proceed with the contract for computer hardware, backup services, network services and monthly data management services.  Second by Walter R. Hays, Jr.

Elinda Taillon discussed the procedure to request an increase in the percentage collected for Hotel /Motel Tax in Ascension Parish from the current 2% to 4%.  Motion made by Ooly LeJeune to pursue the increase in Hotel/Motel Tax collections from 2% to 4%.  Second by Walter R. Hays, Jr.
