Alton Hall received his Doctorate in Veterinary Medicine in 1973, and has been practicing veterinary medicine since. He is Board Certified in Mississippi, Texas, Louisiana, and Alabama. At the council meeting in Gonzales on August 13, his son, Attorney Alton J. Hall Jr., spoke on his behalf in regards to the law.
Low Cost Vaccination has recently signed an agreement with Cabela's to host a monthly opportunity, for 1-2 hours in the parking lot, where families can bring their pets to receive vaccines at a low cost. The corporation has served 195,210 patients over the past decade and without complaint. The services would be inside a comfortable, on wheels location with air conditioning on the inside.

A perk of Low Cost Vaccination is that the Louisiana Board of Veterinary Medicine has specifically approved their business model, modes of operation, and equipment in their facilities. Since they began operating in Gonzales in 2012, they have serviced over 3,000 clients without any complaints.
They spoke at the council meeting since the city has some worry about whether or not it would be considered a peddler business, meaning someone who is just passing through a place to sell items and does not return. Typically, these people cannot take responsibility for a product they provide. However, for Low Cost Vaccination, they are not passing through cities and have permanent locations throughout Louisiana. They also would not be on the side of the road, for example, to provide the service. Instead, they have formed an agreement with Cabela's to be in a designated area of their parking lot once a month.
"We won't be selling a product. We are providing a service for the people that come. This service isn't just a one time event. It will be recurring every month. This means people will be able to find us when they need us, especially at our permanent locations," Hall Jr. said.
The services of Low Cost Vaccination is highly regulated by the state of Louisiana by the Board of Veterinary Medicine. The corporation is also subject to judicial jurisdiction, just as other businesses are subject to.
At the close of the discussion, the council motioned for approval of seeking to provide these services without obtaining another business license since Low Cost Vaccination LLC is not a peddler.
