    One certain piece of portion of ground, together with all buildings and improvements thereon, and all the rights, ways, privileges, servitudes, appurtenances and advantages thereunto belonging or in anywise appertaining, situated in the Parish of Ascension, State of Louisiana, in that subdivision known of as GREENLAND ACRES, and designated on the official plan thereof, on file and of record in the office of the Clerk and Recorder of the Parish of Ascension, State of Louisiana, as LOT NUMBER SEVENTEEN (17), said subdivision, said lot having such measurements and dimensions and being subject to such servitudes as are more particularly described on said subdivision map.

    RESOLUTION
    WHEREAS, the Louisiana Department of Transportation will provide for the installation of roadway lighting on the interchange of I-10 at La. Highway 22 and,
    WHEREAS, prior to installation of said lighting system, the Town of must enter into an agreement with the Louisiana Department of Transportation which obligates the Town to assume all legal liability for, and all maintenance and energy costs, of said system; and
    WHEREAS, in order to proceed with the design of said roadway lighting system, the Department of Transportation and Development requires that the governing authority authorize the Mayor or Mayor Pro-Tem to execute the subject agreement on behalf of the Town.
    BE IT RESOLVED by the Town Council of the Town of Sorrento, that Mayor Wilson Longanecker or Mayor Pro-Tem Randy Anny is hereby authorized to execute on behalf of the Town of Sorrento, an agreement with the Louisiana Department of Transportation and Development which obligates the Town to assume all legal liability for, and all maintenance and operating cost, of the subject lighting system.
    BE IT FURTHER RESOLVED that if any portion or item of this resolution or the application thereof is held invalid, such invalidity shall not affect other provisions, items or applications of this resolution which can be given effect without invalid provisions, items or applications and to this end the provisions of this resolution are hereby declared severable.
    BE IT FURTHER RESOLVED that all resolutions or parts thereof in conflict herewith are hereby repealed.
    The forgoing motion was offered by Councilman Marvin Martin and seconded by Councilman Charles Day, and put to a vote on this 20th day of March, 2012

    The Ascension Parish School Board met in regular session on Tuesday, March 6, 2012 at 6:30 P.M. in the School Board Office, Donaldsonville, Louisiana.  Mr. A.J. Nickens, President, presided.

    Under Committee Reports, Mrs. Wimberly said that the Budget Audit Committee met tonight.  The following report was given:
    The 2011 Budget Audit has been completed.  In discussion the problems that were found were the same as all over:  MFP is down, retirement is up, and there is a decrease in sales tax and property tax.  These are some reasons the budget was affected.  Retirement was reported as the biggest expense.  Expenditures on students went down, but we have more students in the system now which causes the effect.  We discussed internal suggestions on improvements and since the computer system conversion turned over we have to be in compliance with Laws and Regulations to make sure everything lines up correctly, and these factors are being done correctly.  The deficit now stands at 4.3 million for 2011.  Everything went as well as expected.  (Attachment N)
    Mr. Murphy said that the Insurance Committee met tonight.  They reviewed and discussed insurance amounts and coverage that should be carried by contractors performing work on School Board premises.  All contractors must have minimum liability requirements in automobile, workman’s compensation and general liability, and must have certificate stating so.  This item will be placed on the agenda for the March 20, School Board Meeting.  
    Mr. Kleinpeter scheduled an Athletic Committee Meeting for April 3, 2012 at 6:00 P.M.
    Mrs. Wimberly scheduled a Personnel Committee Meeting for Monday, March 19, 2012 at 5:00 P.M.
    Under Superintendent’s Comments, Mrs. Pujol noted the following:
    State Superintendent John White will be visiting Ascension Parish on March 14, to meet her and a group of teacher leaders.
    The parish received MFP simulations.  She expressed concern about the new formula.  It includes that local money will go to other schools that it has never gone to before.  We are showing an increase on the total figure in simulation probably due to projected growth.
    Page 33 of 35 - The Governor is meeting with principals from around the state.  Mrs. Lori Charlet was chosen to participate in this meeting.
    Two years ago our board received a presentation and authorized us to negotiate a memorandum with Capital City Family Health Center.  They had requested to use some school space to serve impoverished community members who needs mental and physical health services.  Capital City Family Health Center is building a clinic in Donaldsonville.  Attorney Jeff Diez is working on memo of understanding that we will be entering into with the center. The parish does have space at Donaldsonville Primary and Donaldsonville High Schools and services should be provided by next year.
    Mrs. Pujol and several other administrators will be attending a mandated TAP Conference for the next few days.  Mrs. Pujol will be on a panel of national experts talking about professional development for teachers to 1500 attendees.  Mrs. Tuttleton and Mrs. Hills will being doing breakout sessions at the conference.
    NSBA Conference information is in packets.
    Board members should let Robbin know if they plan on attending the NSBA Southern Region Conference July 23-26, in Mississippi.
    The location of the March 20, School Board Meeting will be changed to East Ascension High School.
    Under Board Comments, Mrs. Russo noted that the LSBA Convention held this past week went well.  They currently do not have an Executive Director.  The Interim Executive Director has to resign due to health reasons.  Mrs. Russo was re-elected to a second term on the Board of Directors for District 2, so if any board members have any comments or suggestions please let her know.

    The LDEQ, Office of Environmental Services, is accepting written comments on a  Louisiana Pollutant Discharge Elimination System (LPDES) permit prepared for Church Funeral Services & Crematory, LLC, 13250 LA Hwy. 431, St. Amant, LA 70774. The facility is located at 13250 LA Hwy. 431, in St. Amant, Ascension Parish.
    The principal discharge from this  source  made into an LA Hwy. 431 drainage ditch, thence to White Cypress Swamp, thence to Black Bayou, waters of the state classified for primary contact recreation, secondary contact recreation and propagation of fish and wildlife.  Under the SIC  7261, the applicant proposes to discharge treated sanitary wastewater (Outfall 002) and embalming room wastewater (e.g. embalming wastewater and floor washdown) (Outfall 001) from an existing funeral home.
    Page 34 of 35 - During the preparation of this permit, it has been determined that the discharge will have no adverse impact on the existing uses of the receiving waterbody.  As with any discharge, however, some change in existing water quality may occur.
