    This work requires final design of a roundabout at the intersection of Roddy Road and Churchpoint Road.  This task included creating a set of construction drawings, construction specifications, and obtaining Louisiana DOTD approval for this project. Coordination with utilities to come up with a final design and cost estimate based on any associated costs, coordination with ROW acquisition process, and other related work to complete the project will be necessary.

    Parish of Ascension is seeking proposals from qualified companies to provide Backhoe and Dozer Leasing services.  Parish of Ascension RESERVES THE RIGHT TO AWARD THE RFP TO ONE OR MORE VENDORS..     The Council of the Parish of Ascension, Louisiana, met in regular session on Thursday July 21, 2011, 6:00 p.m., in the Ascension Parish Courthouse Annex,
    828 S. Irma Blvd Gonzales, Louisiana, with Council Chairman Pat Bell presiding.
    The opening prayer was offered by Councilman Chris Loar and the pledge was led by Ascension Republican Women. Jenny Heroman sang the National Anthem.

    President Martinez invited Ms. Joyce Lacour with the Ascension Republican Women to speak about the “Up with Words” Project, a dictionary project that distributes dictionaries to third graders throughout the nation.
    President Martinez invited Ms. Glenda Shaheen to discuss the “Louisiana Development Ready Communities Program”, one of Louisiana Economic Development’s strategies to strengthen the economic competitiveness of municipalities. The City of Donaldsonville was selected from eight communities for this program.
    President Martinez proclaimed July 22, 2011 as “Jenny Heroman Day” in Ascension Parish and presented Ms. Heroman with the proclamation.

    There was one speaker on the Condemnation Proceedings for 14390 Airline Highway Prairieville, LA 70769:

    Councilman Randy Clouatre made a motion to delay condemnation of 14390 Airline Highway Prairieville, LA 70769 for 30 days. Councilman Todd Lambert seconded the motion. No objections were made. The motion passed.
    After receiving public comment from Ms. Cassandra Davis regarding the property, Councilman Randy Clouatre made a motion to delay the condemnation of 39204 Highway 929 Prairieville, LA 70769  for 60 days and to require the land owner to send a letter to the Planning Department noting progress. The motion was seconded by Councilman Oliver Joseph. No objections were made. The motion passed.
    Page 9 of 45 - Chairman Bell read the Resolution – to allow materials purchase by contractors and subcontractors for Ascension Parish Public Works projects to be tax exempt from state and local sales tax. A motion to pass the resolution was made by Councilman Dennis Cullen and seconded by Councilman Randy Clouatre. The resolution was unanimously adopted with no objection.

    WHEREAS, currently, existing sales taxes are paid by contractors acting as an agent for the Parish of Ascension unless specified otherwise;
    WHEREAS, La. RS 47:301 (8) (c) provides a state and local sales tax exclusion for Louisiana state, parish, city, municipality, district, or other political subdivision; and  
    WHEREAS, La. Const. art. VI s 44 (2) defines a political subdivision as “a parish, municipality, and any other unit of local government, including a school board and a special district authorized by law to perform governmental functions”; and
    NOW, THEREFORE, BE IT RESOLVED that the Ascension Parish Governments allows the Parish of Ascension to award contracts for public works to contractors and subcontractors and designate that contractor an agent for the parish,  in order to purchase materials for the project, and allow those materials be exempt from state and local sales taxes.
    BE IT FURTHER RESOLVED that the Parish President is hereby authorized to and empowered for and on behalf of the Parish of Ascension to execute all documents necessary to complete the said Resolution.
    BE IT FINALLY RESOLVED, that this Resolution become effective immediately upon adoption of the Ascension Parish Council.

    DRAINAGE APPLICABILITY ORDINANCE, MODIFYING SECTION 17-503(A)(5), APPENDIX V, DRAINAGE REGULATIONS, OF THE PARISH UNIFIED LAND DEVELOPMENT CODE, PROVIDING SEVERABILITY, AND EFFECTIVE DATE.
    PURPOSE: The purpose of this ordinance is to add clarification language that ensures the intent of the ordinances applicability is not to supersede state or other local regulations, but the regulations are in addition to.
    WHEREAS: Ascension Parish is a local governmental subdivision as defined by Article VI, Section 44 of the Louisiana Constitution of 1974, and
    WHEREAS: The Parish of Ascension is the governing and responsible body within this jurisdiction, and
    WHEREAS: Article VI of the Home Rule Charter of Ascension Parish, adopted May 4, 1993,
    Identifies the process and manner in which to adopt ordinances regulating the lands of this Parish, and
    WHEREAS: The Ascension Parish Drainage Ordinance / Regulation was adopted on July 16, 2009 by ordinance DR09-01, and
    WHEREAS: This code was incorporated as Appendix V of the Parish Unified Land Development Code adopted December 17, 2009, and

    17-509.     Erosion/Sediment Control and Bank Stability:
    A. An Erosion/Sedimentation Control (ESC) Plan shall be developed by the Engineer and submitted for approval to address potential sediment migration from the project site during construction activities.  It will be the responsibility of the Contractor to maintain drainage ditches and detention ponds and to provide adequate bank stability and erosion protection until the site is fully stabilized.
    B. As per LPDES requirements a Storm Water Pollution Prevention Plan (SWPPP) shall be developed for all sites greater than 1 acre.  This plan will be submitted to the engineering department of Ascension Parish prior the beginning of construction at the site.   All of these sites will be covered under general permit LAR100000 or LAR200000, please contact LDEQ for specific requirements for each permit.  It will be the responsibility of the Contractor to fulfill and maintain the requirements of the permit.
    C. The LPDES permit for small construction activities (LAR200000) requires a completion report be submitted within sixty (60) after completion of covered activities, a copy of this report shall be submitted to the Parish at the same time.  The LPDES permit for construction activities larger than 5 acres (LAR100000) requires a  Notice of Termination (NOT) be submitted after the site has been finally stabilized, a copy of this NOT shall be submitted to the Parish at the same time.
    D. B.The following shall be considered as maximum slopes that provide adequate bank stability and erosion protection:
    Major streams: Maximum slope shall be 3:1 (horizontal to vertical).  If the slopes are concrete lined, a slope of 1.5:1 may be utilized.
    Storm Water detention ponds: Maximum side slope shall be 3:1 (horizontal to vertical) to a minimum of two feet below the normal pool stage.  Sides slopes more than two feet below the normal pool stage may be established at slopes greater than 3:1 (up to a maximum 1.5:1) with written certification by a licensed Geotechnical Engineer stating that the side slopes will be permanently stable at the design slope.
    Page 13 of 45 - Open Ditches: Maximum slope shall be 3:1 (horizontal to vertical).
    E. C. Where a ditch discharges into an outfall channel, the proposed ditch shall be enclosed in a properly sized pipe approved by the Department of Public Works under the maintenance access strip of the outfall channel.

    The Council of the Parish of Ascension, Louisiana, met in regular session on Thursday, February 7, 2012, 6:00 p.m., in the Ascension Parish Courthouse, 300 Houmas Street Donaldsonville, Louisiana with Chairman Chris Loar presiding.
    The opening prayer was offered by Reverend Kenny Chatman and the pledge was led by Melissa Jandura, Donaldsonville Downtown Development District.

    President Martinez presented the Ascension Catholic High School 2011 Class 1A State Cross Country Champions with Certificates of Achievement.
    President Martinez presented a Certificate of Achievement to 2011/2012 Teacher of the Year at Donaldsonville High School, Brian Richardson.

Councilman Clouatre made a motion to have a Resolution in support of moving the Balloon Festival to Ascension Parish. Benny Johnson seconded the motion and it passed with no objection.

With only one objection from Councilman Satterlee, the motion passed and Mr. Bishop was appointed to the Planning & Zoning Commission for a term ending on February 8, 2014.
    The next applicant to be recommended was Mr. Gasper Chifici. A motion to approve this appointment was made by Councilman Joseph and seconded by Councilwoman Casso. No objections were made and Mr. Chifici was appointed to the Planning & Zoning Commission for a term ending on February 8, 2013.

And to authorize the Parish President Tommy Martinez to sign and execute all documents pertaining to this grant and/or Ms. Gwen Leblanc for financial documents.  A motion to approve was made by Councilman Randy Clouatre and seconded by Councilman Todd Lambert.     The Council of the Parish of Ascension, Louisiana, met in regular session on Thursday, February 16, 2012 6:00 p.m., in the Ascension Parish Courthouse 828 S. Irma Blvd., Gonzales, Louisiana with Chairman Chris Loar presiding.
    The opening prayer was offered by Human Resources Director Cheryl Kinchen.  
    The pledge was led by Boy Scout Troop 76.

    Chairman Loar respectfully requested a motion to add a change order No. 1 for Louisiana Department of Natural Resources and Energy Efficiency HVAC Project. A motion to add this item was made by Councilman Oliver Joseph and seconded by Councilman Todd Lambert. No objections were made. In accordance with law, a roll call vote was conducted with the results as follows:

    Purchasing Manager Joan Shivers presented the Request for Qualifications – Project No. ENG-12-015 – Baton Rouge Urbanized Area Metropolitan Planning Organization (MPO) call for STP- 200K Funds  - She reported that after review the Engineering Professional Selection Committee recommended accepting the proposals submitted by C.H. Fenstermaker & Associates, Nell-Schaffer and GSA Consulting Engineers and to authorize the Parish President to begin contract negotiations for this service. A motion to approve was made by Councilman Todd Lambert and seconded by Councilman Todd Lambert. Parish President Tommy Martinez explained that they had picked three firms to do several small projects. No objections to the motion were made. The motion passed.
    Martha Collins presented  a change order No. 1 for Louisiana Department of Natural Resources and Energy Efficiency HVAC Project.  Ms. Collins respectfully requested approval of the change order in the amount of $6,100.00. Councilman Schexnaydre made the motion and Oliver Joseph made the second. The motion passed with no objection.
    The Council unanimously approved the Settlement Authorization with Geico Insurance – in the amount of $10,731.94 for the 2006 Jeep Liberty total loss due to an accident on 1/18/12  on a motion by Councilman Todd Lambert and a second by Councilman Bryan Melancon.
    Chairman Loar read the Zoning Review ID 2202.11 – Lot 2-A being a portion of the Little Prairie Subdivision for Larry Couvillion – located on the northwest corner of LA Highway 42 and Little Prairie to request to amend the Ascension Parish Zoning Map from Mixed Use 2 (MU2) to Mixed Use (MU).  Councilman Dempsey Lambert recused himself from this item. Councilman Todd Lambert made a motion to accept the recommendations of the Planning & Zoning Commission and DENY the rezone. There was no further discussion or objection. The motion passed.
    The Council unanimously agreed to hold a public hearing on March 15, 2012 at the Ascension Parish Courthouse in Gonzales, 828 S. Irma Blvd at 6:00 PM to consider an ordinance to amend the ordinance approving, adopting, and appropriating the 2011 Operating and Capital Budgets for the Parish of Ascension, adopted by the Ascension Parish Council on the 29th of November, 2010 on a motion by Councilman Todd Lambert and a second to the motion by Councilman Randy Clouatre.

    Agenda item #13- Contract Approval –USGS/EACGDD #1 Cooperative Streamgaging Program
    A motion was made by Todd Lambert and seconded by Benny Johnson to approve the annual joint funding agreement for 2012 between U.S. Department of the Interior U.S. Geological Survey for Water Resources Investigations, also known,  as Cooperative Streamgaging Program and EA Drainage District #1 for the cost share of USGS $40,000.00 and EAD $44,200.00.  No objections.  Motion carried.

    The LDEQ, Office of Environmental Services, is accepting written comments on a  Louisiana Pollutant Discharge Elimination System (LPDES) permit prepared for Texas Marine Co., P.O. Box 1480, LaPlace, Louisiana 70068.  The facility is located at various locations on the Mississippi River between River Mile markers 1 and 245, Plaquemines, Orleans, St. Bernard, Jefferson, St. Charles, St. John the Baptist, St. James, Ascension, Iberville, East Baton Rouge and West Baton Rouge Parish.  Upon the effective date of the final permit, the LPDES permit shall replace the previously issued LPDES permit.
    Page 22 of 45 - The principal discharge from this  source  made into the Mississippi River, waters of the state classified for primary contact recreation, secondary contact recreation, propagation of fish and wildlife, and drinking water supply.  Under the SIC  3731 and 4491, the applicant proposes to discharge dry commodity vessel washwater, coal and coke vessel washwater from an existing mobile barge and ship cleaning and repair service.
    During the preparation of this permit, it has been determined that the discharge will have no adverse impact on the existing uses of the receiving waterbody.  As with any discharge, however, some change in existing water quality may occur.
