    b. Benefit Changes Update: Cecily outlined results of a conference call with Joe Lavigne and Tim Brechtel, Legal Counsel for Personnel Labor Issues. Waiting on final proposal from Attorney’s so the APTC can approve and move forward before hiring a New Director.

    Page 59 of 63 - Mrs. Pujol expressed what a phenomenal leader Mrs. Eleanor Lassiter has been at Gonzales Primary School.  She has been the steady rock at that school for many years as Assistant Principal and Principal and we will miss her wisdom and leadership.  Mrs. Pujol said she was excited for Mrs. Lassiter, wished her well and thanked her for the many years of service she has provided.  Mrs. Pujol recommended that the board accept the retirement of Mrs. Eleanor Lassiter.  It was moved by Mrs. Russo and seconded by Mr. Gautreau to approve the above recommendation.  The following vote was taken:

    Mrs. Lassiter said with 22 years as administrator time has just flown by.  She thanked Mrs. Pujol, Mr. Nickens and the board for the opportunity to serve the children of Ascension Parish.  As she looked around, Mrs. Lassiter extended thanks to former teachers, administrators, and assistant principals for their support.  She thanked her husband for his support and her mother for encouraging her to attend college.  Mrs. Lassiter echoed Ms. Emery in saying that one day Ascension Parish will be number one.
    Mr. Randy Watts was honored to recognize the new National Board Certified Teachers. With two wonderful educators shortly leaving our parish who will truly be missed we have in the wings teachers who are positioning themselves and getting ready to fill their shoes. National Board Certification is advanced teaching credential.  It gives the teachers and schools the tools to define and measure teaching excellence.  These teachers have worked extremely hard to get this certification and we appreciate their efforts.  Ascension Parish has 92 National Board Certified Teachers which places the parish 5th in the state.  The following teachers were recognized and presented a plaque:

    Mrs. Pujol said that we all know that the most important ingredient in any child’s education is the quality of the teacher.  She is so honored to be able to celebrate this wonderful accomplishment of these teachers.  Mrs. Pujol said she appreciates the many hours of hard work that goes into receiving National Board Certification.
    Mrs. Patricia Sanchez gave a presentation for the annual training that is required by Head Start.  Head Start operates under three sets of guidelines and serves 251 children.  Five school sites comprise the Head Start program.  Mrs. Sanchez explained the funding, enrollment and the services that are provided.  She thanked Mrs. Pat Russo for serving as the liaison and who also sits on the Policy Council.  Head Start is required to have at least one member who has a background in early childhood education and development.  That member is Mrs. Marsha Schexnayder, a retired educator.  She also thanked Ms. Dawn Dunn who does a tremendous job with the Head Start budget and all fiscal matters concerning the grant.

    Under Committee Reports, Mr. Gautreau said that the Strategic Planning Committee met this afternoon at 5:00 P.M. The following items were discussed:
    Legislative Education Platform – Mrs. Pujol provided some information that the Jindal administration is proposing in upcoming State Session around teachers’ tenure and some changes the Jindal administration will be proposing along with teacher pay changes.  Implementation of a scholarship program for low income students at C, D, F schools were also discussed.  Other topics discussed in Jindal’s reform plan are:

    Getting parents more engaged in their child’s education
    Empowering school leaders by giving them more flexibility to innovate
    Empowering early childhood service providers and preschools
    Mr. Gautreau said that the board plans on bringing forth these issues to the Legislative Delegation at a breakfast meeting on Friday, February 17 at Holiday Inn, Gonzales.
    A tax election schedule was presented by Mrs. Pujol and Mr. Lynch for some upcoming mileage renewals.  Different options were discussed as well as the Freshman Academy concept.  Plans will be put together and brought back by summer time.
    Mr. Bourgeois said that the Maintenance Committee met this afternoon at 6:00 P.M.  The following report was given:
    Mr. Jeff Parent updated the Maintenance Committee on the status of the East Ascension High School Roof Replacement Project.  The roof was recommended for substantially complete on December 9, 2011 by Mr. Sit Wong.  With allowance deductions and damages due to construction, the contract price was reduced from $974,200 by $49,012 to $925,188.  The approval of the substantial completion will be placed on the next voting consent agenda for full board approval.
    Mr. Jeff Parent updated the Maintenance Committee on the status of the Donaldsonville Primary Electrical Upgrade Project.  The roof was recommended for substantially complete on December 8, 2011 by Mr. Mike Buturla.  The approval of the substantial completion will be placed on the next voting consent agenda for full board approval.
    Jeff Parent updated the Maintenance Committee on the status of the 2011-2012 maintenance budget.  Through December, 2011 (six months), we are currently 4.5% or $962,163 under budget.  This is mainly due to the maintenance and custodian attrition plan.  We are down 17 custodians and 8 maintenance employees.
     
    Mr. Murphy scheduled an Insurance Committee meeting for Tuesday, March 6, at 6:00 P.M.
    Mrs. Wimberly scheduled a Budget Audit Committee for Tuesday, March 6, at 5:00 P.M.
    Under Superintendent’s Comments, Mrs. Pujol noted the following:
    She will be bringing recommendations and timelines to the board for the replacement of Ms. Marydine Emery and Mrs. Eleanor Lassiter.  These will be very important appointments as they are both in the Turnaround Zone.
    In board packets are copies of a news release that came out today concerning the waiver process for No Child Left Behind.  Through this process we are looking at significant changes to accountability and grading.  The biggest change will be at the high school level with there be a lot more focus on ACT. This is still in preliminary stages.
    In board packets is information on LSBA Southern Region Conference.
    Mrs. Pujol received word from Mr. Osborne’s office that action needs to be taken on the 1.4 million dollar QSCB Bond.  Since action needs to be taken before the March 6th meeting, Mrs. Pujol requested that the following item be added to tonight’s agenda.
