    Page 2 of 60 - The Parish of Ascension hereby issues a Request for Proposal (RFP) for Strategic Consulting and Advocacy Services.  Proposals will be received by the Ascension Parish Government Purchasing Department, 120 East Railroad Street, Gonzales, Louisiana 70737 (mailing P.O.     The consultant will provide intergovernmental strategic consulting and advocacy services relating to Federal, state programs and policies of interest to the Parish of Ascension.
    The Consultant will assist Ascension Parish in the developing specific strategies to address pursuing appropriations in the federal surface transportation reauthorization, reauthorization of the water resources development act and the competitive grant process for federal funds.
    The Consultant will also assist Ascension Parish by providing intergovernmental services related to Louisiana State Government, focusing on relations with the Louisiana Legislature, Governor’s Office, departments and agencies of government.  The Consultant will assist the Parish in developing strategies to access the appropriations, capital outlay, and transportation and state grants process.
    The Consultant will assist the Parish as directed on developing intergovernmental issues.
    The Consultant will establish and maintain relations with the Louisiana Congressional Members and the members of the Louisiana Legislative Delegation.
    The Consultant will follow the directions of the Parish President and /or Chief Administrative Officer and keep them informed of his activities.
    The contract will begin April 1, 2012 and expire March 31, 2013 with two one year options to renew.

    The work on this project entails dredging the Partial Mix Cells (Cells 2, 3, and 4) of the existing City of Donaldsonville Wastewater Treatment Plant to remove the excess wastewater biosolids. The treatment plant is located on LA Hwy. 70 at the Ascension Parish/Assumption Parish line.
    All Bids must be in accordance with the Contract Documents on file at the Ascension Parish Grants Department, 122 E. Railroad Ave., Gonzales, LA 70737.
    Copies of Specifications, Bid Documents, Contract Documents and Construction Drawings for use in preparing Bids may be obtained from Glenn G. Shaheen & Associates, Inc. (GSA, Inc.) upon payment of One Hundred Fifty Dollars ($150.00) per set made payable to GSA, Inc.  Documents can be mailed to bidders for an additional $5.00 per set.  No refunds will be made for returned drawings.
    Page 3 of 60 - Where bids are to be received on forms furnished by the awarding authority, no contract documents shall be issued to anyone except a Licensed Contractor or his authorized Representatives.  In no event shall any documents for bidding be issued later than twenty-four (24) hours prior to the hour and date set for receiving bids.

    The Owner reserves the right to waive any informalities or to reject any or all bids.

    Loader and Excavator Leasing Services
    1.0    Parish of Ascension is seeking proposals from qualified companies to provide Loaders and Excavators Leasing services.  Parish of Ascension RESERVES THE RIGHT TO AWARD THE RFP TO ONE OR MORE VENDORS. The service provider will be asked to bid 36 month term lease.  This RFP establishes a general scope and terms of services that should form the basis of each bidder’s proposal, and the Parish will tentatively select a successful bidder on the basis of the submitted proposals.  However, the Parish hereby notifies all prospective bidders that it reserves the right to enter into discussions with the tentative awardees to negotiate appropriate tailoring of the selected proposals and create a finalized set of terms and conditions for the contract.  The Parish is taking this approach because the nature of the requirements and the varied details concerning how it might be satisfied by different contractors may necessitate additional clarification.

    The LDEQ, Office of Environmental Services, is accepting written comments on a  Louisiana Pollutant Discharge Elimination System (LPDES) permit prepared for Mo-Dad Utilities, LLC, Southwood Village/Parkwood STP, P.O. Box 790, Denham Springs, LA 70726.  The facility is located at 37254 Southwood Village Avenue in Prairieville, Ascension Parish.  Upon the effective date of the final permit, the LPDES permit shall replace the previously issued LPDES permit.
    Page 6 of 60 - The principal discharge from this  source  made into Grand Goudine Bayou, thence into New River, thence into the Amite River , waters of the state classified for primary contact recreation, secondary contact recreation and propagation of fish and wildlife.  Under the SIC  4952, the applicant proposes to discharge treated sanitary wastewater from a privately owned treatment works serving a residential subdivision, trailer park and apartment complex.
    During the preparation of this permit, it has been determined that the discharge will have no adverse impact on the existing uses of the receiving waterbody.  As with any discharge, however, some change in existing water quality may occur.
