    Notice of COMPETING Preliminary Permit ApplicationS Accepted for Filing and Soliciting CommentS, Motions to Intervene, and Competing Applications
    (August 18, 2011)
    On January 11, 2011, Free Flow Power Corporation (Free Flow) and Northland Power Mississippi River LLC (Northland) filed preliminary permit applications, pursuant to section 4(f) of the Federal Power Act, proposing to study the feasibility of developing hydropower projects hydropower on the Mississippi River, in Ascension and St. James Parishes, Louisiana.  The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term.  A preliminary permit does not authorize the permit holder to perform any land-disturbing activities or otherwise enter upon lands or waters owned by others without the owners’ express permission.   
    The proposed projects are described as follows:
    Free Flow’s hydrokinetic Project, Project No. 12869-003 would consist of: (1) up to 2,300 SmartTurbine generating units installed in arrays on the bottom of the river; (2) the total capacity of the installation would be up to 92,000 kilowatts; (3) flexible cables would convey each arrays power to a metering station; and (4) a transmission line would interconnect with the power grid.  The proposed project would have an average annual generation of 209,228,700 kilowatt-hours (kWh), which would be sold to a local utility.
    Northland’s hydrokinetic Project, Project No. 14096-000 would consist of: (1) up to 340 TREK generating units installed in a matrix on the bottom of the river; (2) the total capacity of the installation would be up to 85,000 kilowatts; (3) shielded underwater cables would convey each matrix power to a substation; and (4) a transmission line would interconnect with the power grid.  The proposed project would have an average annual generation of 745,000,000 kWh, which would be sold to a local utility.

    LOUISIANA DEPARTMENT OF ENVIRONMENTAL QUALITY (LDEQ)

    FINAL POST-CLOSURE RENEWAL PERMIT
    The LDEQ, Office of Environmental Services, has made the decision to issue the final hazardous waste post-closure renewal permit for Rubicon, LLC, P.O. Box 517, Geismar, LA, 70734 for the North and South Ponds.  The facility is located at 9156 Hwy 75, Geismar, Ascension Parish.
    Under this hazardous waste post-closure renewal permit, Rubicon, LLC will govern the post-closure activities of the North and South Ponds at its Geismar Facility.  Corrective Action activities under HSWA (Hazardous and Solid Waste Amendments) and Corrective Action Strategy (CAS) will also be utilized in the post-closure renewal permit..
    The final permitting action and related documents are available for review and copying (all documents copied will be subject to a $0.25 charge per copied page) at the LDEQ, Public Records Center, Room 127, 602 North 5th Street, Baton Rouge, LA.  Viewing hours are from 8:00 a.m. to 4:30 p.m., Monday through Friday (except holidays).  The available information can also be accessed electronically on the Electronic Document Management System (EDMS) on the DEQ public website at www.deq.louisiana.gov.

    Under Committee Reports, Mr. Murphy said that the Insurance Committee met tonight.  An overview and renewal of Student Accident Insurance and Catastrophic Insurance was given.  It was recommended that Maskin continue as the carrier for Catastrophic Insurance for $3,825, and Maskin continue as the carrier for Student/Athletic Accident Insurance for $125,430.  This item will be put on the July 19, agenda for approval.  An update was given on Workers’ Compensation Insurance claims.  Mr. Murphy said that the board may want to consider getting more information on becoming self-insured.
    Mr. Bourgeois said that the Technology Committee met on June 28, at 5:30 P.M.  The following report was given:

    PowerSchool, Destiny, VMWARE - Mr. Ragusa discussed the planned upgrades to these and other system during the summer months and the short outages for users that will be experienced while the upgrades are completed.
    Disaster recovery, Data Center Replication, Backup - New systems are operating to enhance our Disaster Planning.
    School Classroom Technology Software Upgrade and Orders _ Classroom technology orders for the 2011-2012 school year have been placed and should be ordered by purchasing in early July.
    Copier Project Implementation - The new copiers are being set up and the new print shop is scheduled to begin operation in mid-July.

    5. Financials Upgrade Progress Report

    Upgrade to New Version is planned for early July. Test sever is running.
    FAS - Chart of Accounts Adjustments are creating the need to shut down   the server for several days to begin the month of July and will provide increase reporting detail to connect expenditures with specific projects.
    HR - The HR conversion is progressing as planned.
    Open Enrollment - The new Open Enrollment system is in the testing phases and will be completed in July.
    School Accounting - The new school accounting system has been selected and is being set up this summer. One of the functions it will provide is the ability for parents to pay online and with credit cards.

    Blackboard Implementation (If not already on agenda)
    Mr. Price said that the Personnel Committee met tonight to conduct the evaluation of the Superintendent.  Overall it went very well.  The board felt that Mrs. Pujol has great Communication Skills as well as Leadership Ability.  She does a great job in keeping the board abreast on things that are happening.  Her leadership in the implementation of the School Turnaround Zone and the TAP program in which she has been instrumental in getting off the ground has been outstanding.  Mrs. Pujol received a very good overall rating. The only area of concern for the board was the timeline in getting ALIO up and running completely.  Mr. Price congratulated Mrs. Pujol on a great job overall and said that peers around the state know what a great leader we have in our school district.
    Page 37 of 38 - Mrs. Pujol thanked all of the board members for their support and commendations to her personally and professionally throughout her first year in the position as Superintendent and to her entire staff.  She appreciates the openness of this board to new ideas and the suggestions for improvement.  Mrs. Pujol stated that she is committed to do everything in her power to push this school district forward.  It is what our community, our children, and we deserve.
    Under Superintendent’s Comments, Mrs. Pujol noted the following:
    A flyer for a LSBA workshop is in board member packets.  Please let Robbin know if you plan to attend.
    She thanked her staff for working diligently to organize the opening of the upcoming school year.
    Mr. Carl Fontenot will be contacting Mr. John Diez regarding a contract for his services in working with reapportionment.
    She will be on vacation the week of July 11–15, but will be able to be reached by cell phone.
    Under Board Comments, Mr. Price welcomed Mr. David Alexander to his first official meeting as a Director to the Parish School System.
