    Notice is hereby given, pursuant to Article IV, Section 21(D)(1) of the Louisiana Constitution, that on May 27, 2011, Entergy Gulf States Louisiana, L.L.C. (“EGSL”) an electric public utility providing retail electric service to customers in eighteen (18) Parishes of the State of Louisiana, filed with the Louisiana Public Service Commission (“LPSC”), pursuant to Article IV, Section 21(D)(3) of the Louisiana Constitution and Title 45, Section 1163.1 of the Louisiana Revised Statutes, its Formula Rate Plan (“FRP”) Rider FRP schedule for the test year ended December 31, 2010, pursuant to LPSC Order No. U-28916 (TY 2007 FRP) decided at the October 14, 2009 Business and Executive Session of the Louisiana Public Service Commission.  EGSL’s FRP filing, if approved by the Commission as filed, will result in a net FRP revenue requirement decrease of approximately $22.8 million, which decrease will be implemented effective the first billing cycle of September 2011, pursuant to Section 2.B.2 of the FRP.
    Page 2 of 57 - EGSL’s FRP has a target return on equity (“ROE”) of 10.65% with a plus or minus 75 basis point deadband.  EGSL’s FRP 2010 test year filing reflects an EROE of 11.11%.  Because the earned ROE is within the earnings deadband, the sharing mechanism in the EGSL FRP provides that no cost of service rate change is required.  EGSL has, however, reflected an adjustment to Rider FRP revenues outside of the FRP sharing mechanism for a decrease of approximately $22.8 million to reflect a change in the Additional Capacity Revenue Requirement pursuant to LPSC Special Order 42-2009.
    If the Commission approves the 2010 test year as filed, customer rates will decrease as a result of the change in the Additional Capacity Revenue Requirement.  It is estimated that the proposed net decrease of $22.8 million will have the following effects upon EGSL customers’ bills based upon May 2011 Fuel Adjustment and Environmental Adjustment Charges.  A bill for Residential Service for 1,000 kWh would decrease $1.82 from $92.09 to $90.27.  A bill for Small General Service for 5,000 kWh would decrease $11.78 from $548.49 to $536.71.  A bill for General Service for 500 kW and 255,500 kWh would decrease $296.61 from $17,881.55 to $17,584.94.

    LOUISIANA DEPARTMENT OF ENVIRONMENTAL QUALITY (LDEQ)
    CROSSTEX PROCESSING SERVICES, LLC, RIVERSIDE FRACTIONATION PLANT
    DRAFT WATER DISCHARGE PERMIT
    The LDEQ, Office of Environmental Services, is accepting written comments on a draft Louisiana Pollutant Discharge Elimination System (LPDES) permit prepared for Crosstex Processing Services, LLC, Riverside Fractionation Plant, Post Office Box 225, Geismar, Louisiana  70734.  The facility is located at 10280 Highway 75 in Geismar, Ascension Parish.  Upon the effective date of the final permit, the LPDES permit shall replace the previously issued LPDES permit.
    The principal discharge from this existing source is made into New River, waters of the state classified for primary contact recreation, secondary contact recreation and propagation of fish and wildlife.  Under the SIC Code 1321, the applicant proposes to discharge process area wastewater and stormwater, cooling tower blowdown and non-process area stormwater to New River from an existing natural gas liquids fractionation plant.
    During the preparation of this permit, it has been determined that the discharge will have no adverse impact on the existing uses of the receiving waterbody.  As with any discharge, however, some change in existing water quality may occur.
    Written comments, written requests for a public hearing or written requests for notification of the final decision regarding this permit action may be submitted to LDEQ, Public Participation Group, P.O. Box 4313, Baton Rouge, LA 70821-4313.  Written comments and/or written requests must be received by 12:30 p.m., Tuesday, July 12, 2011.  Written comments will be considered prior to a final permit decision.

    Food Service for Capital Area Recovery Program
    CAHSD, a political subdivision of the State of Louisiana, is conducting a fair and impartial competitive procurement process to solicit proposals from qualified contractors interested in providing food service for Capital Area Recovery Program (CARP), a licensed residential addiction treatment facility for adult males, located in Baton Rouge, Louisiana.  Non-profit, for-profit, churches, and governmental agencies may submit proposals in response to this Request for Proposals (RFP).
    The services contracted as a result of this Request for Proposals (RFP) will be directed by CAHSD.
